COST THEREOF, PROVIDING FOR THE ISSUANCE OF CITY
WARRANTS, AND ASSESSING THE COST THEREOF
AGAINST THE PROPERTY IMPROVED UNLESS PAID BY THE
PROPERTY HOLDERS, IN ACCORDANCE WITH THE
PROVISIONS OF SAID ORDINANCE 116, AND OTHER
MATTERS INCIDENTAL TO SAID IMPROVEMENT
