1 Call to Order
The Special meeting of the Englewood City Council was called to order by Mayor
Sierra at 6:00 p.m.
2 Pledge of Allegiance
The Pledge of Allegiance was led by Mayor Sierra.

4 Monthly Financial Report
a) Finance Director Jackie Loh was present to discuss the March 2022 Monthly
Financial Report.
The meeting recessed due to technical difficulties at 6:04 p.m. for a break.
The meeting reconvened at 6:06 p.m. with six Council Members present.

5 Neighborhood Map Project
a) Neighborhood Resources Coordinator Madeline Hinkfuss and Historic
Preservation Commissioner Matthew Crabtree were present to discuss the
proposed Englewood neighborhood map.

The meeting recessed at 7:23 p.m. for a break.
The meeting reconvened at 7:32 p.m. with six Council Members present.
7 Review Preliminary 2023 Capital Projects List
a) Members of the Leadership Team and Members from Englewood Boards,
Commissions and Committees were present to discuss preliminary 2023
capital budget requests.
8 Approval of Emergency Ordinance on Second Reading
a) CB 26 - Amending Ordinance 14 for the Water Infrastructure and Financing
Innovation Act (WIFIA) loan agreement.

ORDINANCE NO. 20, SERIES OF 2022 (COUNCIL BILL NO. 26,
INTRODUCED BY COUNCIL MEMBER WOODWARD)
AN ORDINANCE OF THE CITY OF ENGLEWOOD, ACTING BY AND
THROUGH ITS SEWER UTILITY ENTERPRISE, AMENDING ORDINANCE
NO. 14, SERIES OF 2022, TO INCREASE THE MAXIMUM INTEREST RATE
AUTHORIZED FOR A UNITED STATES ENVIRONMENTAL PROTECTION
AGENCY LOAN TO FINANCE SEWER CAPITAL IMPROVEMENTS; AND
DECLARING AN EMERGENCY.
