Activating the Englewood DDA
During the December 14, 2020 Council Session, Council elected to proceed with the appointment of the
DDA Board and take other steps to activate the DDA early in 2021. The Board application and selection
process is being formulated by staff now and this will culminate in City Council interviews of the
interested applicants. The Board will consist of 6 qualified electors from the District and one City Council
member. It is anticipated that several of the 25 members of the Downtown Matters Steering Committee
will apply for the Board positions.
Englewood DDA Background
On July 6, 2020, the Englewood City Council approved an ordinance
authorizing an election relating to the formation and organization of
the Englewood DDA, including three TABOR-required ballot questions
required to fund the DDA operations and investment in future public
improvements. The recommendation to form an Englewood DDA
emanated from the Downtown Matters initiative which was funded
under a 2019 Next Step Study Grant from DRCOG secured by the City
2019. A comprehensive Downtown Plan was formulated as the DDA
business plan: englewoodco.gov/home/showdocument?id=27183.

The formation election for the Englewood Downtown Development Authority took place on November
3, 2020 via a mail-in ballot. The election was only for qualified electors within the proposed DDA
boundaries, shown below, including Downtown property owners as well as business and residential
tenants (all had to be registered Colorado voters). Based on the split results of the election, the DDA is
now established and it has the voter-approved right to collect and spend revenues. However, the DDA
did not gain voter approval to issue debt or to assess a mill levy to support DDA operations (2 mills in the
first year). Based on direction from the DDA Board and the City Council, these issues may be revisited
with the voters at a future date.

General Background on DDA’s in Colorado
Downtown Development Authorities (DDAs) are quasi-governmental entities that provide both
organization and financing for downtown revitalization efforts, including place enhancements,
marketing and promotion, economic development, and public improvements that focus on the city
center’s vitality and attractiveness. DDAs facilitate partnerships, joining businesses, property owners,
civic partners, and local government to create a self-sustaining organization designed to champion
downtown for the long term. Property owners, business owners, tenants and residents within the
proposed DDA area must vote on the DDA’s creation and financial authority. Downtown Development
Authorities are subject to Colorado Revised Statutes Section 31-25-801 (see CRS 31-25-801).
More on the Downtown Plan
Through the DDA study process, a broader definition of
Downtown Englewood has been conceptualized that expands
beyond the historical South Broadway main street corridor sub-
area to also include the Englewood Station-CityCenter sub-area
and the Swedish Medical Center-Craig Hospital sub-area. These
three sub-areas are currently interrelated but not cohesive. The
map above illustrates both the boundaries of the overall
Downtown Englewood area, and each of the three sub-areas.
With the DDA’s Board leadership, the Englewood Downtown Plan
will serve as the governing document for the proposed Englewood
Downtown Development Authority (DDA) and is intended to
provide a business plan and policy guidance for the proposed DDA
over the next 10 years and beyond. Informed by past planning
efforts, a market assessment conducted in 2019, and broad
outreach to community members and Downtown business and property owners, the Downtown Plan
lays out a vision, big ideas, goals and strategies, and implementation tactics for Downtown Englewood
moving forward.
Downtown Englewood, Colorado is one of those special places – a friendly, authentic small city located
within a large metropolitan area. Downtown has its own history and distinct character and is being
discovered by both newer and older generations as a great place to live, work, shop, and socialize. With
consistent stewardship and investment, the proposed DDA can ensure that Downtown Englewood
becomes an even more vibrant, cohesive, and resilient place.
DDA Board Terms and Meetings
The DDA Board will include seven members with terms that will be staggered in accordance with the
Colorado DDA statute. The City Council member will appoint one of its members to serve on the board.
In terms of the initial appointments, two of the six public members will serve until June 30 of 2021
(approx. 3 months), two will serve until June 30 of 2022 (approx. 1 year and 3 months) and two will
serve until June 30 of 2023 (approx. 2 years and 3 months).
The DDA Board is expected to meet monthly at a time and location selected by the Board. It is expected
that the Board will retain the services of a professional Director who will coordinate the work program
of the DDA on behalf of and in coordination with the Board. The Board and Director will also be
supported by the Englewood Community Development Department staff. With the assistance of the
DDA Director, the Board will also engage legal and accounting services when the need for such services

I think now is a critical time for Englewood and the DDA. The current redevelopment of city center can be
a catalyst for change in the area. Whatever is done should be done in the context of well thought out
master plan that has benefit to all stakeholders most importantly the city and residents of Englewood.
Given our long-term ownership and vested interest in Englewood I want to lend a hand and ideas where I
can.

I have a Real Estate Investment Banking background where I helped companies optimize their real estate
holdings. I have structured company buyouts utilizing real estate and put together synthetic leases and
sale-lease backs to help free up much needed capital. I came up with creative solutions that helped
companies monetize their real estate. One thing the City of Englewood has is well located, valuable real
estate in an “in-fill” transit-oriented development (TOD) location. With Situs’s real estate background and
deep vested interest in the City we want to raise our hand to help the City of Englewood and DDA
monetize its real estate holdings as efficiently as possible so it can be income generating in perpetuity.
The City could benefit from someone in the private sector who owns significant building and land interests
in the area already and has no hidden agenda with goals in-line with the cities interest.

I believe Englewood needs a targeted group to promote the well being of the downtown area. Due to our
physical location downtown Englewood should thrive as a destination for the metro area at large. Since it
hasn't had a collective voice, Englewood has not reached its potential and I would like to assist the DDA in
reaching this goal.

No. I moved my primary residence to Arapahoe Acres Neighborhood 5 years ago and in 2019 bought
3356 South Broadway building and moved my firm Rothschild Downes here in 2020. This is my first
opportunity to serve the community as a resident and business owner since moving from central Denver.

I have known Mark professionally and personally for over 25 years and can attest to his talent as a design
and construction professional. His extensive and relevant experience would bring great value to the table
as a passionate member of this Board.
Most recently, Mark’s firm Rothschild Downes provided service to my team at Related for 6 years on
Hudson Yards NYC, the largest private real estate development in the U.S. with estimated costs of $25B.
Our primary focus together was the delivery of the 600,000 square foot retail podium, a $2.3B shopping
center with 89 retail stores and restaurants for Grand Opening on March 15, 2019.
The Downtown Matters Plan focuses on market trends, economic development, placemaking, business
support, marketing, and safety, with the stated goal of taking Downtown Englewood to the next level.
Mark Meiser has been at the forefront of placemaking, retail and restaurant trends, and economic
development throughout his 30+ year career. He has been an integral team member in the development
of some of the nation’s largest and most vibrant cities, communities and projects, as well as smaller-scale
neighborhood-focused development.
He has been a charter member of several City of Denver Boards for redevelopment entities and efforts,
including the Tennyson Streetscape Local Maintenance District where he also served as President, along
with mayoral appointed design review boards.

Why are you interested in joining the DDA Board?
Having worked on the steering committee of the DDA, my partner and I see the significance and role this
board would have on our business. I also love Englewood! Having chosen Downtown Englewood as the
home to my first business has been one of the best decisions I have made. I admire the loyalty of this
community to work towards a better city. I think the establishment of a DDA would only heighten the
potential Englewood has to grow to a bustling destination for dining, shopping, and more.

It is my pleasure to write a letter of recommendation for Diane Reinhard DNP, MBA, RN for the
Englewood Downtown Development Authority Board of Directors. I know Dr. Reinhard primarily in the
context of her service to Craig Hospital in the role of Vice President of Patient Care Services, Chief
Nursing Office. Our relationship dates back to February 2009 when she took on this role as I held the
same position at Swedish Medical Center. As the two facilities were on the same geographical campus
and shared some services, we often worked together to facilitate patient care and logistics for our
organizations. As I later took a role in leadership with the Masters of Nursing program at Regis
University, Dr. Reinhard and I again were able to determine together the best course of action in
educating graduate students in leadership. I also joined the Board of Directors for Craig Hospital in
January 2018 and chair the Quality and Patient Safety Committee providing additional opportunities to
collaborate with Dr. Reinhard.
In trying to summarize the contribution Dr. Reinhard would provide, I would highlight her active
engagement to the organization, the profession of nursing, and mostly to those who are served by Craig
Hospital. This means that she first has been committed to enhanced education for all of her employees,
while role modeling the engagement in formal and informal educational endeavors. She also shares her
knowledge and expertise while serving on many groups/taskforces/committees. From a community
standpoint, her work with the Colorado Neurological Institute, the Life Quality Institute, The American
Heart Association, the American Association of Spinal Cord Injury Professionals, the Denver Metro
Chamber Leadership Foundation, and the Denver Chamber of Healthcare Coalition all demonstrate her
desire to promote health and wellness for people and communities, particularly if there is a special need
for access or other concern such as those whom are disabled.
In my work on the Craig Hospital Board, Dr. Reinhard has demonstrated her focus and personal mission
to serve. In all her conversations, presentation, and actions, she is driven by the goal of improving life for
those in need. She is a hands-on-administrator and knows the patients, families, and staff needs. This
translates to the community as she is face-to-face with the barriers these people encounter and the actions
for day-to-day living. Specific topics of patient safety, enhancing discharge planning, timeliness of care in
coordination with external care providers, improving electronic health records, and decreased care
complications are shared with action plans and outcomes in improving service. In addition, Dr. Reinhard
is cognizant of employee needs and organizational responsibility, making improvements in the
challenging arena of hospital operations.
From a leadership perspective, Dr. Reinhard is a pleasure to engage with. She is approachable,
collaborative, personable, and willing to listen. She is a great team player and transparent in her thoughts,

As a neighborhood bar, Englewood Grand has been serving our community for just under five years. We
have four employees and serve a wide demographic range, from fellow service industry workers and
teachers to medical professionals and bankers, college students to retirees, and everything in between.
We pride ourselves on cultivating a comfortable, welcoming environment that helps everyone in our
community feel safe and at home. It is a place to get a drink and a French Dip sandwich, but beyond that,
it is a place where people can meet neighbors and friends, mingle with the elected officials who represent
them, clean up trash in the neighborhood, get a library card, donate in support of local schools, write
thank-you notes to loved ones, and generally feel invited, supported, and loved.

Why are you interested in joining the DDA Board?
As someone who owns a business, lives, and is raising a family in downtown Englewood, I have a deep
love for this city and the growing potential of the area. In fact, this vision of a vibrant, walkable, fun, safe
neighborhood is what drew us to purchasing a home in the area, then eventually opening our business
here. We have seen a lot of growth and improvement in the city, and I would love to help guide the
continued evolution and collective vision for a thriving Downtown Englewood. Furthermore, I believe a
vibrant downtown will help the whole city prosper by attracting and retaining businesses, residents, and
visitors, making it an even more desirable place to be in the metro area. I have sought to influence and
augment this progress in the ways I operate my business and by serving as the Board President of the
Greater Englewood Chamber of Commerce. Serving on the DDA Board seems like an ideal avenue to
help continue this work.

I had multiple conversations with Dan Poremba and Darren Hollinsgworth in the formative stages of the
concept, helped organize the initial outreach event hosted by the Chamber at the City Center, attended
one of the community Zoom sessions, and helped inform key downtown business and property owners
about the ballot issues and how to obtain a ballot.

have coordinated numerous events that I see as “DDA” work—events that bring together many
businesses to showcase downtown Englewood and bring hundreds of people to the area (e.g. a Pirate
Treasure Hunt school supply drive, an annual holiday pub crawl, etc.). Creativity and community make me

Why are you interested in joining the DDA Board?
I grew up watching my Dad (who was the Director of Community Development in Westminster) put
together interesting projects and facilitate the long-term vision of the community's goals and was able to
see all of the focus and dedication that it takes to see a project complete its life cycle (I followed the trials
and tribulations of the long awaited Westminster Mall redevelopment which stalled for a variety of reasons
but is finally getting off the ground. Most of my professional career has centered around hospitality and
retail development and management. I helped oversee the acquisition, development, and leasing of the
Twin Peaks Mall redevelopment in partnership with the City of Longmont, and understand the vast
complexities involved with trying to build a project when there a large number of stakeholders involved. I
feel that COVID has hastened the move of activity from the central business district of Denver out to
exurbs, and Englewood is at a critical point where it could thrive and flourish or be passed by over the
next decade or two. I hope to bring to the board my experience in working with Cities, developers, and
business operators to find creative solutions to meet the needs of each and create projects which will
strengthen the community.

Below is a bit of background about my interest in the board seat and PPP/community development in
general:
My Dad was the Director of Development in Westminster for nearly 30 years, and I was able to see
several big projects come to fruition and the immense time and effort that goes into making changes in
the community. From the Westminster Mall Redevelopment which took decade longer than it probably
should have due to an obstinate out-of-State owner and the City’s unwillingness to pursue eminent
domain, to the Bradburn development which received pushback initially but has been a model
community and studied by ULI, to the Westminster Promenade which was extremely popular initially,
but has succumbed preliminarily to functional obsolescence due to design and layout requirements and
competitive regional development, it has been amazing to have seen so many project ideas and
lifecycles up close.
The complexity of development has always fascinated, so I studied finance and real estate and most of
my professional career has centered around hospitality and retail development and management. Early
on, I was a financial analyst underwriting PPP deals at Brownfields Capital and later McWhinney on
several projects around the country. Later, I helped oversee the acquisition, development, and leasing of
the Twin Peaks Mall redevelopment in partnership with the City of Longmont for NewMark Merrill, and
in 2011 I took on a full time position in order to see the project through. We worked very closely in our
partnership with the City Manager, Economic Development, and Planning teams (including Sean Lewis
who was at Longmont at the time) on the fairly complex redevelopment (which included a metro
district, significant public bond issuance, and eminent domain) and today have a well leased and highly
productive community hub with dozens of annual events (example video).
For the last ~4 years, NewMark Merrill has actively managed Englewood Marketplace on behalf of the
Bristol Group which is based in San Francisco. We feel that COVID has hastened the move of activity
from the central business district of Denver out to exurbs, and Englewood is at a critical point where it
could thrive and flourish or be passed by over the next decade or two. I hope to bring to the board my
experience in working with Cities, developers, and business operators to find creative solutions to meet
the needs of each and create projects which will strengthen the community.

I've been involved with the steering committee since its inception and have fallen in love with Englewood
and the people that live and work there. I am passionate about seeing Englewood continue to grow into a
healthy and vibrant community. Because I continue to choose to work in Englewood and am currently
under contract to move to Englewood, I have both a personal and professional interest in participating in
the success of the DDA.

I have known Marta for nearly 6 years, having first met when she joined my team in late 2015 at Balfour
of Louisville.
I found nearly every moment spent with her to be a shear delight, often coming away renewed as a
result of her unending positivity and enthusiasm for the work she was doing.
In her role she quickly took on additional responsibilities not normally associated with her job role:
• She assisted in our Activities department, frequently taking on activities to assist her coworkers
and delight the residents.
• She would pitch in and help in the dining areas to support the serving staff and residents.
• Marta would often be a source of counsel to her coworkers and would always convey a sense of
warmth and concern.
Marta consistently met or exceeded her sales goals in the course of her role as a Sales Manager at
Balfour.
Finally, Marta went above and beyond in her serving the greater Alzheimer community, working with

DESCRIPTION:
Discussion of At-Large Vacancy on City Council
RECOMMENDATION:
Staff will be present to answer questions regarding the process to fill the At-Large vacancy.
PREVIOUS COUNCIL ACTION:
On March 1, 2021, At-Large City Council Member John Stone resigned.
SUMMARY:
Per Charter Section 28, there is no required method or procedure, beyond a vote, in which
Council appoints someone to fill a vacancy.
ANALYSIS:
Charter Section 28 states:
In case of a vacancy, the remaining Councilmen shall choose, by majority vote and within thirty
days after such vacancy occurs, a duly qualified person to fill such vacancy. He shall serve until
his successor elected for the remainder of the term at the next ensuing general municipal
election has been duly qualified.
Thus, there is no requirement or procedure for the appointment, outside of a vote by Council by
March 31, 2021. Council could simply, by majority vote, fill the vacancy, without any discussion,
debate, etc.
The appointed person will serve until the November 2, 2021 election. This At-Large position will
be on the November 2, 2021 ballot to serve the remainder of the term (2 years). As there will be
two At-Large positions on the ballot in 2021, the person who receives the most votes will be
elected to serve the four year term up for election and the person who receives the second most
votes will be elected to fill the remaining two year term.
Council may consider the following options to fill the vacancy:
1. Council may appoint the person who received the next highest amount of votes from the
most recent election in 2019.
