Discussion ensued on amendments for the proclamation. For Against Abstained Linda Olson x Othoniel Sierra x Joe Anderson (Moved By) x Dave Cuesta x Rita Russell x Steven Ward (Seconded By) x 6 0 0 Motion CARRIED. 7 Recognition of Scheduled Public Comment a) Brad Nixon, a business owner in Englewood, addressed Council regarding the Englewood Downtown Development Authority debt authorization. b) Erika Zierke, an Englewood resident and business owner, addressed Council regarding Englewood Downtown Development Authority. c) Mary Hanks, an Englewood resident, addressed Council regarding Jason Park. d) Laura MacKenzie, an Englewood resident, addressed Council regarding unfenced off-leash dog access at Jason and Centennial Park. e) Steven Kelly, an Englewood resident, submitted written public comment regarding dog parks and finding a compromise with a mediator. 8 Recognition of Unscheduled Public Comment a) Jerry Walker, an Englewood resident, addressed Council regarding Pubic Works and the Police. Council Member Ward responded to Public Comment. 9 Consent Agenda Items Council Member Russell removed Agenda Items 9(a)(i) and 9(a)(ii) from Consent Agenda. a) Approval of Ordinances on First Reading i) CB 26 - Approve the Intergovernmental Agreement (IGA) between the City of Englewood and the Englewood Downtown Development Authority (EDDA). ORDINANCE NO. 27, SERIES OF 2021 (COUNCIL BILL NO. 25, INTRODUCED BY COUNCIL MEMBER ANDERSON) AN ORDINANCE AUTHORIZING A CITY DITCH CROSSING LICENSE AGREEMENT IN ORDER FOR PUBLIC SERVICE COMPANY OF COLORADO (XCEL) TO PROVIDE NATURAL GAS SERVICE TO 501 E. HAMPDEN AVENUE. Moved by Council Member Othoniel Sierra Seconded by Council Member Joe Anderson Motion to approve Consent Agenda item 9 (b) (i). AS AMENDED WITH REMOVING SECTION 3(d)2.
