AN ORDINANCE AUTHORIZING AN INTERGOVERNMENTAL
GRANT AGREEMENT BETWEEN THE CITY OF ENGLEWOOD,
COLORADO AND THE BOARD OF COUNTY COMMISSIONERS OF
ARAPAHOE, STATE OF COLORADO, PERTAINING TO THE
ROMANS PARK TENNIS AND PLAYGROUND IMPROVEMENTS.
WHEREAS, in November 2003 and in November 201 I, the voters of Arapahoe County
approved a county-wide sales and use tax to be deposited in the Arapahoe County Open Space
Fund and used for specified Open Space purposes as set forth in County Resolution No. 030381,
as amended by Resolution No. I I 0637 (Open Space Resolution);
WHEREAS, the Open Space Resolution authorizes the County to award discretionary grants
to municipalities and special districts;
WHEREAS, the City of Englewood submitted .an application for award of grant funds from
the Open Space Sales and Use Tax ("Grant Funds") to be distributed to municipalities;
WHEREAS, the City Council of the City of Englewood 'authorized the City's Arapahoe
County Open Space Grant Application for Romans Park Tennis & Playground Improvement by
the passage of Resolution No. 42, Series 2019;
WHEREAS, the City of Englewood has been awarded an Arapahoe County Open Space
Program Grant in the amount not to exceed $500,000 for the Romans Park Tennis & Playground
Improvement ("Grant Project"), with a City cash match amount of $200,000, for a total of
$700,000.00 dollars;
WHEREAS, this Ordinance will authorize the Intergovernmental Grant Agreement between
the Board of County Commissioners of Arapahoe, State of Colorado for the Romans Park Tennis
& Playground Improvement; and
WHEREAS, this intergovernmental agreement is authorized by Article XIV, Section 18 of
the Colorado Constitution and Colo. Rev. Stat. § 29-1-203.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, AS FOLLOWS:
Section 1. The Intergovernmental Grant Agreement between the City of Englewood,
Colorado and the Board of County Commissioners of Arapahoe, State of Colorado, for the
Romans Park Tennis & Playground Improvement, attached as "Attachment I", is hereby
accepted and approved by the Englewood City Council along with Exhibit A to Attachment I
(the Grant application and Resolution No. 42, Series 2019).

Executive Summary *

Romans Park is a City of Englewood n eighbo rhood park and has a total of 4.6 acres. The total population
of the surroundi ng four Census Block Groups is 6,138, with 1,429 children under the age of 18. The houses in
this neighborhood are small, single family bungalows approx imately 1000-1600 SF and built in the 19S0's,
there are also several mu lti-family apartment buildings that border the par k on the south si de. Median
household incomes vary greatly between the western Census Block Groups and the eastern Census Block
Groups .
The center section of the park includes a small covered picnic area, two playgrounds, a public restroom,
basketball co urt, and 4 tennis courts, with 2 large rectangu lar grassy areas both east a nd west of this central
section. The east end of the park has a natural rock fo untain wate rfall a nd numerous mus hroo m cement
sculptures that are used for seating. The wes t s ide of the park has a large grassy area that is currently used as
an on-leash dog area. The park is heavily used by lo cal neigh bors, surrounding communities, school sports
programs and Arapahoe County residents for a wide range of u ses. Most p a rk visitors li ve within one-half
mile walking distance of the park. In addition, several g roups such as the Friends of Englewood Parks, Pirate
Youth Sports Program, Charles Hay World Elem entar y School and St. Mary's Academy would like to utili ze the
park a m e nities for tennis, soccer, recreation al and educational programs.
The City of Eng lewood has two p rimary goals t o make improvements utilizing Arapahoe Cou nty Grant
Fu nds to the Romans Park.
The 1st goal is total replacement of the existing damaged tennis courts. The existing tennis courts have
multiple cracks, low spots and peeling su r faces. They h ave been u sed by both res idents and school groups in
th e pas t , however, are la rge ly unused by the community due to the poor conditions and h ave b ee n recently
closed.
The new design of the courts will comply with the United States Tennis As socia tion (USTA) facility
guideli n es for providing adequate distance between each court to co mply with s afety guidelines. The existing
tennis facility holds four (4) tennis courts that are not in co mpliance with th e se gu ide lin es. Du e to t h e n ew
require m e nts the new design includes three (3) tennis cou rts with required spacing di stan ce between courts
and court lines w ill be painted to accom modate both c hildre n and adults.
The 2 nd g oal is to upgrade and r e place the playground equipment and relocate the existing 5-12-year-old
play area in adjacent proximity to the 2-5-year-old play area. Th is relo ca tion will be safer and more
conven ie nt for child caretake r s t o supervise children. Both new playgrounds w ill be updated w it h American
Society Testing and Ma teria ls (ASTM) new and safer eq uipment and materials that will also b e su rrounded by
American Disabilities Act (ADA) comp li ant walkways.
This Roma n s Park renovation project aims to improve community resources by providing n ewly des igned
and constructed tennis courts and a n ew, co llocated, accessib le neig hborhood p layground for all ages.
The City ofEnglewood has secured $200,000 in matching fund s, 28.5% of the $700,000 total project
budget for the tenn is courts a nd playground improvements. We do not want to miss this opportunity. The

current state of both the playgrounds is poor and all 4 ten n is cou r ts are damaged and determined unsafe for
continuous use. Postponement of this project would impact the residents and neigh boring communities by
limi t i ng their r ecreational and outdoor n eeds.
The City of Englewood is also pursuing some limited Gra n t funding from the United States Tennis
Associatio n (USTA) in the amount of $20 ,000. This amou nt would b e applied for a ddi t ional amenities to
include two (2) large covered tennis bench es and any price in creases for post tension concre te.
Minimum Qualifications and Eligibility
Question 1 *

years) and list all open Arapahoe County Open Space grants. List any other applications your agency is
submitting in this grant cycle .
The applicant is in good standing with the Arapahoe Cou nty Open Space (ACOS) Department For the past
five years, the applicant has provided th e required progress and final reporting documents per the grant
agr eem ent according to the time sch e du le.
The applicant has two open projects with Arapahoe County including: River Run Phase Ill and the Jason
Park Playground Rep lacement. T h e proj ects are on track fo r being completed withi n the designated time
frame and with in the approved budgets. There are no outsta nding funds or required documen tation specific
to Arapahoe County Open Space Grants.
The a ppli can t will be s ubmitting 1 ACOS gr a nt proposal this cycle for a Standard Grant.
Question 2 *
How does this project align with the Arapahoe County Open Space Master Plan , Ara pahoe County Bicycle and
Pedestrian Master Plan, an agency master plan, or other approved planni ng documents?
The ACOS Master Pl an provides a 100-year vision, 25-yea r master plan and 5-year action p lan for
imple m e nting the purpose and goals of the program. The vision states that the Co unty will be forward
thinking, understand a nd e mbrace t h e open s pace, park and trail needs of the current residents, and define a
harmonious relationshi p between people and nature in the County for future gen e r ations. The Mission and
Purpose Statement proposes to maintain and improve neighborhood parks in the study area of the Master
P la n in clud in g the City of Englewood. Goal #OS 1.2 establishes level of service standards for parks and t rail in
growth areas policy.
The Arapahoe Cou n ty Bike a nd Pe d estrian Master Plan was adopted in 2017. On e of th e County's goals is
to increase biking a nd walki n g activity, and a connected and comforta b le networ k is critical to achieving this
goa l. The bicycle lanes and bus stop on Floyd Avenue encourage multi-modal transportation and support
continued growth a nd u tilization of Roman Park amenities.
The City of Eng lewood's 2017 Park a nd Recreation Master Plan goal is to provide nearby recreation and
leisure opportuniti es within walking distance ( one-half mile) of residential areas which will be met by
co mpleting this project. The City's Action Pl an also li sts Romans Park as a priority for construction
improvements due to t h e aging conditi o n of the equ ipment

This ACOS Grant proposal is in align m ent w ith all the goals in the Master Plans noted above.
Question 3 *
Describe how t his project addresses specific objectives in the Arapahoe County Open Space Resolution
#030381/#110637. The resolution is available on the Open Space website.
The tennis co urts and playground replacement project at Rom a n s Park in Eng lewood addresses the
specific objectives set forth in the Arapahoe Cou n ty Open Space Resolutions #030380 and #110637 by
providing, maintaining and improving ne ighborhood parks per Section Vlll.C.3.O.
The proposed project and applicant meet the current objectives of the Arapahoe County Open Space
Resolution #110637 adopted 12/5/11. Sp ecifically, this project m eet s the a ppro ved ballot e lement ide ntifie d
including:
· Provide, ma in tain and improve nei g hborhood parks, o pe n space, sports fields, picnic facilities a nd
biking, walking and multi-use trails;
Co n struction of t he Rom ans Park Tennis Courts and Playground Improvement Project meets this
fundamental need. This project will enhance an unde r-served n eighborhood by providing a common location
to gather around a n e wly com pleted p layground and tennis court facility. Improvements made by this project
will e nhan ce the o utdoor experience while e ncouraging youth a nd their families to spend more time
outdoors.

Project Budget
Budget Narrative *
Provide a clear and concise budget narrative. Include details about expenses in each budget category,
justification for any unusual line items, and an explanation of how you arrived at these estimates . Include
amounts and sources of cash/in-kind match.
Th e total project budget is $700,000 and this grant proposal is r equesting $500,000 from the Arapa ho e
County Open Sp aces g rant program. The City of Eng le w o od h as committed a nd secured $200,000 r e flecti ng a
28.5% cash match using ACOS Share back fund s. We w ill be r e s pons ible for any overages in the project costs.
The City of Englewood is a lso seeki ng up to $20,000 of Category Ill Funds from the Un ited States Tennis
Association, as an additional funding partner, however this application process has not yet been fi nali zed.
The lin e item project costs included were calculated March 2 01 9. With Englewood's long history o f
constructing, updating and mainta ining p ark a m enit ies, these budget numbe rs are guaran teed .

The City of Englewo od, Parks and Recreation Division has hired the firm , Good b ee & Associates, Inc. to
prov ide a s ite assessm e nt, d esign drawi ngs/specification s, and esti m ati ng services t o address t h e needs to
renovate the tennis co u rts a nd playgrou n d s .

The City of Englewood has two primary goals to make improvements utilizing Arapahoe County Grant
Funds to the Romans Park.
1. Tennis Courts: The 1st goal is total replacement of the existing damaged tennis courts and upgrade the
tennis court area to be safer and compliant with United States Tennis Association (USTA) Guidelines to
accommodate both children and adults.
The existing tennis courts have multiple cracks, low spots and peeling surfaces. They have been used by
both residents and school groups in the past, however, are largely unused by the community due to the poor
conditions and have been recently closed due to safety concerns.
The 1st goal will replace damaged tennis courts with functional post tension concrete that will last up to 7
times longer than asphalt courts, have a more controlled slope for drainage, less potential liability from
structural cracking and increased resistance to settling and/ or heaving. This type of court may be
constructed over existing courts with less major excavation and transporting of material. (Less
waste/pollution).
2. Playgrounds: The 2nd goal is to relocate the existing 5-12-year-old play area in adjacent proximity to
the 2-5-year-old play area. This relocation will be safer and more convenient for child caretakers to supervise
children. Both new playgrounds will be updated with American Society Testing and Materials (ASTM) new
and safer equipment and materials that will also be surrounded by American Disabilities Act (ADA) compliant
walkways.
The existing facilities consist of two play pits approximately 7750 S.F. Both play pits contain pea gravel
surfaces that are not compliant with ASTM safety standards. The 5 to 12 area contains 2 aging structures and
a swing set The 2 to 5 area contains a climbing wall, a see saw, 2 spring animals and a swing. which do not
provide ADA accessibility. Paint is peeling on the play structures, see saw and swings and the slides have
cracked and peeling plastic. Both playground pits are surrounded by wood timbers that are splintered and
uncomfortable to sit on. There is currently no ADA compliant access route to the playgrounds.
Currently, the two play areas are separated by a restroom building. For parents and caretakers with
children of both age groups, they cannot monitor both play areas at the same time. There is a considerable
amount of wasted play area space.
The 2nd goal provides for an updated accessible children's playground that is currently not accessible
from a sidewalk, play surfacing or equipment standpoint The playground elements will provide
improvements in three key areas:
1. A 6' accessible route concrete sidewalk will be constructed up to the play pit areas. The slope of the
walk will not exceed 4.5%. An ADA access ramp will also be provided for entrance into each play pit.
2. The play pits will receive an ADA compliant surface material of wood fiber.
3. New ADA accessible equipment will be provided for both the 2-5 and 5-12 age groups.
• The 2-5 age group will have 1 accessible play structure (with 6 play events -3 elevated and 3 ground)
and includes 2 more accessible ground play events and 2 swings.
• The 5-12 age group will have 1 accessible play structure (with 9 play events -5 elevated and 4
ground), 1 net climber, an accessible spinner, see saw and 4 swings, 1 of which will be accessible.
Useful Life:
This Romans Park renovation project aims to improve community resources by providing newly designed
and constructed tennis courts and a new, collocated, accessible neighborhood playground for all ages. The
useful life of the proposed elements are as follows: Tennis Courts -Lifetime on concrete, 10 years on
surfacing;
Playground & Equipment -15 years with routine maintenance; and Walkways & Retaining walls -20 to
40 years.

Sustainability /Recycled Materials:
Playground s urfacing material is made from 100% recycled materials. Soils excavated for new play pits
will be utilized on site in fill areas needed for access route and smoothing out slope transition between 2 to 5
play pit and ten ni s court r emoval. Proposed benches are made from the highest percentage of post-consumer
and post-industrial content steel. The project will be designed to provide updated, accessible children 's
playgrounds with minimal existing vegetation r emoval. So me existing play equ ipme nt will be removed,
reconditioned and placed in other city locations. Additionally, some designated metal play equipment will be
repurposed as art for future projects. Several mature shade trees that surround the Project Site will require
tree protection fenc in g during constru ction and will provide long-term shade for the new playground. The
City will provide ongoing park and playground maintenance.
Accessibility:
The proposed project will improve access to the outdoors, connectivity, and/or educational opportunities.
The City's goal to provide n earby r ecreation and leisure oppo r tunities within walking di stan ce (one-half mile)
of residential areas will b e met by completi n g thi s project. Mul t i-modal transporta t ion all ows co nnectivity to
schools and neighborh ood s along Floy d Av e nu e at Romans Park. There is a Bicycle Route on Floyd Ave and a
School Bus Stop at t h e intersection right in front of Romans Park. Charles Hays World Elementary School is
located nearby wher e many neighborhood children attend, t hus a ll owing for after school educa tional
programs. Importantly, we will meet the City's goal to provide a common area for neighbors of all ages to
gather, socia li ze and p lay; interactive play eq u ipment; ADA access ib le trails; and s h aded a r eas for picnics and
sitting once this project is completed.

Romans Park is a City of Englewood n e ig h borhood park a nd has a total of 4.6 acr es. This neigh borhood
has historically represented a lower in come level within Englewood and now includes four Census Block
Groups within a q u a rte r mile of Romans Park. The total pop u lation of the surrou nd ing four Census Block
Groups is 6,138, w ith 1,429 children under the age of 18. Most houses in this neighborhood a re small, single
fami ly bungalows approximately 1000-1600 SF and built in t h e 1950's; there are a lso several multi-family
apartment buildings that border the park on the south side. Median household incomes vary greatly between
the western Census Blo ck Groups and the eastern Census Block Groups.
The median household incomes for the western Census Block Groups are $27,805 and $50,5 5 5, wh il e the
eastern Census Block Groups have highe r than average med ian household incomes than for the Ci ty of
En g lewood as a w ho le. There is a s ignificant percentage of persons living in fema le headed house ho lds within
the four Census Block Groups (33.3%).
A significant percentage of the total population of the four Census Blocks Districts is of Hispanic origin .
The Denver Regiona l Council of Governments has designated parts of the Romans Park as Environmental
Ju s tice Zo n es due to signi ficant minori ty populations and low in comes.
Charles Hay World School serves the educational needs of Romans Park. The population o f Charles I lay
World School is 60.7% white and 29.8% Hispanic. The pe rcentage of s tudents receiving free or di s counte d
lunches is 55.7%.
Park users include families, childre n, young adults, adu lts and sen iors that might be running, walking,
playing, dog walking, r elaxing, and simply enjoying being outd oors within an urban environment Most park
visitors live within one-half mile walkjng distance of the park.

Today, you might see youth playing basketball on the cou-rt and trying to play soccer in the grassy areas;
children ages 2 to 12 years playing on the playground; visitors of all ages stretching and relaxing on the green
open space; friends playing a friendly game of basketball ; and guests of all ages seekin g a place to sit and relax
under the n oto rious "Mush room Sculptures" a n d the small cover ed s h elter n ext to the p layground.
The proposed playground r eplaceme nt will be predom in ately visited by children ages 2 to 12 and their
parents, friends, caregivers, grandparen ts and neighbors. We anticipate these visitors being the primary
users of the new playground equipment.
Support letters have b een gathered from several organizat ions. Pirates Youth Sports will be utilizing the
park on the west si d e for young elem enta r y age soccer, another possibility is usage for tennis day camps. St.
Mary's Academy has stated their interest in renting the Tennis Courts for their Middle School program. The
local elementary schoo l, Charles Hay World School has suppor ted the improvements needed to support the
after-school youth s p orts programs a nd recreational needs. The Friends of Eng lewood Parks stated Romans
Park is an area where young families w ith ch ildren seek to visit the playgrounds with t hei r children. Thus,
Roman Park could be eas il y programmed up to 3 days per week on a steady basis for children ages 6 -1 8.
Additionally, adults and senior citizen programs in Tennis an d Pickleball are growi n g rapidly and this
location is conven ient and would be highly sought after for tennis practice, competitive games and drop in
usage.
Englewood Parks and Recreation Depa rtment estimates 300 children and youth players visit the park
monthly for programmed sports as mentioned above. In addition, based on similar park size and amenities
activity usage is approximately 1000 monthly users, or 15,0 00 annual users including siblings, family
members, and neigh bors attending the sport events, will ben efi t from the new p layground equ ipment and
tennis courts. Mo s t c urrent United States Census Block repo r ts and City of Englewood Pa rks and Recreation
2017 Master Plan data support these estimates.
In addition to the programmed groups, the City could be position e d to receive athletic field/tennis court
rental fees for school team practices, day camps, USTA matches and athletic eve nts.
Question 3 *
Discuss the need and urgency for th is project. Was the proj e ct prioritized in a master plan or othe r planning
document? Is this part of a multiphased project? What opportunities will be lost if this project is not funded
now?
The need and urgency for new tennis courts and playground equipment is high. The tennis courts are
badly cracked and have uneven surfaces. The courts are cun-ently closed due to safety conditions. The
playground has not had any improveme n ts for over 25 years. T h e playground equipment is outdated a nd not
ADA compliant. It is important to demonstrate to the commun ity that the City of Eng lewood is willing to
invest the ACOS Funds in this neighborhood to improve safety conditions and offer a place where residents
can enjoy outdoor recreational and educational activ ities.
As the number of residents in the community and interest in playing outdoors increase, the immediate
priority is to improve the existing parks to s upport additi o nal u se. Many of Englewood's o lder parks like
Romans Park need upgrades or enh ancem e nts to meet current recreational, aesthetic and safety needs and
trends, and increase reside nts' satisfaction levels. Renovating Romans Park is currently identified as a
priority in the City's 2017 Master Plan.
According to Rea l Estate d emogr aphi cs, t h e ne ighbo rhood s urrounding Romans Park is exper ienci n g a
large increase in turnover, as many homes are selling, and new younger families a r e moving into the
neighborhood.

The City's priorities, based on the Parks a nd Recreation Master Pl a n (2017), s upport system-wide
enhancements at most parks to include p layground upgrades, s h e lters, open space and natural areas, where
n ot a lready completed; integration of imaginative play and unique play features; a n d, ADA co mpliant
walkways , curbs, an d r estrooms . The proposed componen ts of this proj e ct meet t h is priority.
This grant request meets a sign ifica n t portion of the recomme ndations outlined in the updated 2017
City's Master Plan for Romans Park by replacing the tennis co urts, ex panding the small p layground, replacing
old playground equipment, a nd adding new accessib le walkways.
A 2nd phase plan includes adding a smaller y o uth sized soccer fi e ld to the Park's west s ide g rassy a rea.
This would meet a nother Master Pla n goal to deve lop more athletic fi eld space. The Pirate Youth Spo rts
program has made a request to utilize the west side grassy area as a small soccer field for young elemen tary
age children. Also, included in the 2nd Ph ase would be demolishing the o ld restrooms and co n structing new
ADA access ible restrooms, adding a larger covered pavilion, providing maintenance to art sculptures and
updating additional wa lkways within Romans Park. The City of Englewood plans on applyi ng for additional
ACOS grant fund ing in 2020 for these im provements.
According to the 2017 Master P la n , nearly 40% of Englewood's r esid e nts poll ed were not satisfied with
the community's park p laygro unds. Our assessme nt is that this poo r /fair rating is due to the age, co nditions,
inaccessibility a nd u nappealing older p laygrounds. Ro mans Park has one of these o lder p laygrounds.
In addition, t h e Friends of Englewood Parks (FEP), a citizen fo rm ed committee, has made several
presentations to the City of Englewood d uring City Counci l meeting s . This committee did ex tensive research
noting the local demographics that s urround Romans Park. The prese ntation s tates the p ark is s urrounded
by 3 apartment complexes, and hundreds of small er homes, with many new fa milies moving into the area.
There is a s chool bus stop along Fl oyd Ave in front of t h e park a nd committee mem b e rs witnessed 20-40
people after school v is iting th e park. Many photos of park eq u ipment were taken, and conditions were
accessed and noted in their prese ntatio n to City Council. FEP conduc ted a local s urvey and gained 100%
support, fro m 50 community members polled, to r enovate t he park due to pub lic concerns . In s ubsequent
meetings, the FEP committee conti nued to make requests to t h e City Council to seek additional ACOS Grant
funding for nee ded improvements to Romans Par k. The City of Englewood has made a commitment to the
FEP committee and is seekin g ACOS Grant money to renovate Romans Park.
T h e City has secured $200,000 in match ing funds and is app lying for a $20,000 USTA Grant for additional
funding for this Romans Park project. However , if this project is delayed, due to non-fund ing of this ACOS
Grant, the City does n ot have enough funds in the curr e nt budget to complete this project. We do n ot want to
miss this opportunity as this wou ld impact the neig hboring communities by limiting their r ecreational a nd
outdoor needs.
There is always potential for development costs to rise so we would like to secure current costs. This
project is d esign ed, estimated and ready to go with the goal to begin construction in March 2020 a n d
complete the project within s ix months.

The City hired a design consultant from Goodbee & Associates, LLC, a Landscape Architect and
En vironmental Services Firm, to co nduct a site assessment, provide drawings, specifications and obtai n
estimates associated with the Romans Park Tennis, Playground and Soccer field improvements. The plan
in cludes site work, demolition, purchase a n d installation of a ll equipment, landscaping, grading, planti n g,
irrigation and walkways.
The 2017 City Master Plan has guided the process of ensurin g all issues and needs are addre sse d w ith
upgrading the aging park to meet c urre nt design and accessib ility standards. The City is not requesting the
reimbursement of a ny planning costs t h at have been incurred.
The Design plan is 100% complete and does not requ ire a zoning change. This park lies within a flood
retention zone a nd the permits identified to meet all City and County requirements are as follows: Building
Permit, Grading Permit and Stormwater Drainage Permits w it h estimated costs of $2500 that are included in
constru ction costs.

Describe how the project will be completed within the required two year timeframe. Discuss the agency's
capacity to complete the project, including project management, resources, and experience implementing
similar projects .
The City retained Good bee & Associates, Inc. as a Landscape Architect, and Environmental Consultant to
perform a site assessment and design a plan for new tennis courts, playgrounds and walkways. The
consultant will a lso perform site visits and oversee constru ction. The Romans Park Design, Budget and
Timeline is complete and has been approved by the City Council as attached. The playground project will
n eed to bid out as designated by the City's policy and charter, the bidding process is planned for Fall 2019.
The timeline includes 6 months for the soli c itation of vendors, project bidding, City Council approval,
ordering materials, and s ite preparation.
Project Management will be assig ned in ternally by the City's Parks and Recreation Department to an
experienced design/construction project manager to oversee a ll contrac tors, including the consultant,
Goodbee & Associates, In c. We anticipate the construction period will take a mini mum of 6 months to
regrade and construct t he playgrounds and tennis courts. We anticipate co m pletin g the project by September
2020.
Our past ACOS projects include Jason Park Playground, Rotolo Park Playground, Northwes t Greenbelt
Playground and Belleview Park Improvements have all successfully adhered to the p ropos ed s chedule and
budget. The City has d emonstrated its capacity to follow timelines and complete proj ects on sch edule and
with in budget for the past several d ecades.

presenting their concerns a bout the agi n g Romans Park at the City of Engl e wood Council meeting.

FEP co-founders, Jessica Dory and Stephen Ward led an initiative to conduct a current assessment of
Roman's Park. The assessment included:
• Photographs of curre n t conditions of p laygrounds, tennis courts, benches and walkways
• Record ing observat ions of number of daily visitors
• Compar able a na lysis of other cities a nd their par k budgets
• Market research of available sustainable playground eq u ipment
• Survey results of neighborhood community members
FEP provided t h ei r findings with a Power Point presentation at a City Council meeting. FEP surveyed 50
r esidents a n d ga ined 100% support to petition the City Council to seek addition al Gr ant fund i ng to renovate
th e aging Roma n s Park infrastructure.

9/22/2018 reporti ng on the efforts of t h e FE P.

Question 7 *
How much of your planned cash match is secured? If applicable, what are your plans for secur ing additional
funds? Describe cash and in-kind match partnerships established for this project.

Forms. Gran t recipien ts are responsible for project cost overruns.
The cash match of $200,000 (28.5% of total project cost) is fully secured for t h is project u si ng ACOS Share
Back funds. This project will not need to raise funds to secure the match. Englewood fully understands that
all overruns are the r esponsibility of the City. The City is also pursuing another grant partnership with the
Uni ted States Tennis Association (US TA) for a Cap ital Ill leve l g rant of $20,000. T h ese proposed partner
fu nds wou ld supplement the City's cash match commitment. If awarded, these funds will support an
additional amen ity for two large covered t ennis benches and s u pplement any price increase for post tension
concrete.

budget for the past several decades. T h e costs reflected in the budget have been reviewed by the planning
team, project pa r tners and design team. The costs identified represent extremely competitive costs for this
type of project and t h e City fully understands t hey are respon s ible for any project cost overruns.

The Romans Park Tennis Courts and Playground Improvement project will result in little or no impact to
the natu ral resources in the area since th e r e are no native ecosystems that will be impacted by this project;
no miti gatio n is req u ir ed. Predominant wildlife s p ecies include red fox squirrel, rabbit, skunk, raccoon, r ed
fox, coyote a nd va rious bird species typ ical in the urban/s u burba n setting.
This park is unique because t h e co mmunity has r equ ested the City to repurpose several existing
playground structures in some capacity. This park has been visited by multiple generations throughout t he
years and the area residents have a c ultural connection to t h e existing features of playground equipmen t,
a lthough the e quipment is extremely well worn and do not meet ADA or safety sta ndards.
To meet the commun ity's request to preserve specific hi s toric p layground e lements, the Englewood
Cultural Arts Comm ission voted to have the City's Facilities team remove, and sto re identified metal
playgroun d equipment fo r later usage. T h e City a n ticipates these recycled design e lements will be r ecr eated
to provide art a n d function ality, enhan ci n g future park project s.

The City of Eng lewood will manage th e comple te and long-term maintenance of the playgrounds a nd
tennis facility including litter control a nd vandalism repairs. Since this project is for n ew equipment and
construction, there will be minimal maintena n ce.
The primary m a intenance needs for this project will incl ude trash pickup, graffiti removal, a nd
spreading/adding wood fiber annually. The City budgets for maintenance of this park (and all parks)
a nnu ally and will co ntinue to do so. If t he project is funded there are not any budget in creases anticipated to
m a intain t he pl ayground or te nn is co urts, and th is budget has b een approved by City Counci l.
The City of Englewood has demonstrated their stewardship of the parks, playgrounds and open spaces
throughout the years. We will continu e to follow the high -qual ity maintenance plan currently provided with
this project

The Project w ill provide improvements in t h ree key a r eas:

n ot exceed 4.5 %. An ADA access ramp w ill a lso be provi d ed for e ntrance into e ach p lay pi t.

3. New ADA accessible equipm e n t will b e provided for b o th the 2-5 and 5 -12 age groups.
• The 2 -5 age group will have 1 accessible play structure (with 6 play events -3 e levated and 3
ground). In addition, t h is a r ea will includ e 2 more accessible ground play events a nd 2 swin gs.
• T he 5-12 age group will h a ve 1 access ible play s tructure (with 9 play even ts -5 e levated a nd 4
ground), 1 net climber, an accessible s pinne r, see saw a nd 4 sw ings, 1 of w hich w ill be accessible.
ln clusivity per the Americans with Di sabilities Act: A primary focus of this improvement project is to
e nsur e children with disabilities are gen erally ab le to access t he diversity of play components at Romans
Pa rk. The n ew pl ay pits a nd e quipm e nt will meet both ADA s urface r e qu ir ements and ASTM safety s t a ndards.
ADA wear mats wil l a lso b e installe d un d e r a ll swings, s lides, and poles.
To this e nd, several guidelines have been specifically add r essed:
1. A concrete si d ewalk and ramp to prov ide access to the p lay a r eas. Sidewalk s lope is 4% for
a pproximate ly 75 feet.
2. Two (2) pl ay p it s a re provid e d , to separate age grou ps fo r complian ce.
3. All play equi pment h as an access ibl e route.
4. Based upon the number of elevated pl ay com p onents (8 provided), we meet the minimum number of
diffe r ent types of ground level p lay co mpone nts required (7 provided).

A RESOLUTION SUPPORTING THE CITY OF ENGLEWOOD'S
ARAPAHOE COUNTY OPEN SPACE (ACOS) GRANT APPLICATION
FOR ROMANS PARK TENNIS AND PLAYGROUND IMPROVEMENTS
WHEREAS, in 2003 Arapahoe County voters approved a ten ( I 0) year, quarter-of-a-penny
sales and use tax to pay for preservation of open space, protect lands, preserve water quality and
provide, maintain and improve neighborhood parks, sport fields, picnic facilities and trails;
WHEREAS, in 2005 Arapahoe County set aside a portion of the revenues to fund competitive
grant projects;
WHEREAS, each year, the City of Englewood is eligible to apply for up to two (2) Arapahoe
County Open Space (ACOS) grants;
WHEREAS, the City would utilize ACOS Grant funds for the replacement of aging
playground and tennis equipment in Roman Park;
WHEREAS, the project's purpose is to improve the quality, safety and ADA access to the
park playground and tennis courts;
WHEREAS, the City of Englewood, through the 2017 Parks and Recreation Master Plan, has
identified Romans Park as one of three park areas designated as a priority and replacing the
playground and tennis equipment will complete the first phase ofimprovements;
WHEREAS, the City commits to completing the Romans Tennis and Playground
Improvements project if the grant is awarded;
WHEREAS, the project site is owned by the City of Englewood;
WHEREAS, if the grant is awarded, the City of Englewood acknowledges responsibility of
cost overruns for the Romans Park Tennis and Playground Improvements project;
WHEREAS, the total project costs for these improvement to Romans Park Tennis and
Playground areas is estimated at $700,000, to include $500,000 in ACOS grant funds and
$200,000 provided by the City as part of the Grant Matching Funds project; and
WHEREAS, the City's matching funds will be coming from the Parks, Recreation and
Library 2019 budget in the amount of $200,000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ENGLEWOOD, COLORADO, THAT:
Section I. The City Council for the City of Englewood, Colorado, hereby supports the City's
Arapahoe County Open Space grant application for Romans Park Tennis and Playground
improvement project, attached hereto as Exhibit A.

Section 2. The City Council for the City of Englewood certifies that the Romans Park
Playground and Tennis Improvement project will be open to the public and serve a public
purpose upon completion.
Section 3. The Director of Parks, Recreation and Library Services is authorized to sign all
necessary documents for the Arapahoe County Open Space Grant application for and on beh alf of
the City Council and the City of Englewood .

I am writing on behalf of the Friends of Englewood Parks, a group that is committed to helping
improve the quality of Englewood parks. I fully support the proposed City of Englewood-Romans
Park Tennis and Playground Improvement Project. The proposed improvements to both
playgrounds, walkways and tennis courts will benefit all park users and community events.
The Friends of Englewood Parks would like to sec updating for all the parks in Englewood that
need it. We.believe that our parks are the front yards of our communities and need 10 be treated as
such. The current playgrounds at Romans park are in dire need of updating due to old equipment
that doesn't meet current safety standards. New playground equipment that can be co-located and is
designed for age appropriate children would be a great improvement. Also, new walkways that are
more easily accessible 10 accommodate all people including those with disabilities will greatly
enhance the experience of this park.
The Friends of Englewood Parks took an online survey of neighbors who live close to Romans Park
this summer and 47 people responded. Although many people like to walk their dogs at Romans
Park, most respondents with young children and grandchildren specificall)" stated that they do NOT
come 10 the playground because of it's current condition.
Upgrading the outdated equipment and ovcrall feel of the playgrounds was considered necessary by
many families. The damaged tennis courts are also a big concern for many local residents who would
like to see them repaired. Almost all respondents who commented on the condition of the
playground and tennis courts felt that this park is overdue for improvements. The park is
affectionately referred to as "mushroom park" so I do believe that the mushrooms should be
carefully considered and refurbished if possible.
As the mother of three children myself, we have walked 10 this park many times over the 8 years we
have lived here. My son goes to Romans Park daily 10 get on the bus to his middle school. I have
noticed that although this park is heavily used by many people, families with young children do not
play here as much as at other nearby parks. I find myself seeking out other playgrounds that arc
better maintained and where there are more people to talk to and other children to play with.

and tennis courts will benefit all park users and community events. Our Middle School Tennis team
and summer day camps would value these improvements and would appreciate the opportunity to
have usage of this park location. facilities.
We have appreciated the opportunity to rent the tennis courts for an hour on weekday mornings
between late August and mid-October for our middle school tennis team to practice. The proximity
to our school makes these tennis courts an attractive option. At present, the tennis courts arc
damaged from both aging and a recent flood and as such, this past fall we had to move our practices
elsewhere.
The current playgrounds arc also in need of updating due to old equipment that doesn't meet
current safety standards. New playground equipment that can be co-located and is designed for age

Pickleball has become very popubr in tl1is neighborhood and around the Dem•er Metro area. Court
rime is often in short supply. It would be wonderful to ha,•e these courts striped for that purpose as

As a park user with two young children, I fully support the proposed City of Englewood-Romans
Park Tennis and Playground Improvement Project. The proposed improvements to both
playgrounds, walkways and tennis courts will benefit all park users and community events.
As a pan:nt of small children with both a toddler and preschooler, my children seem to separate in
to both existing playgrounds. It is very difficult to keep an eye on my children since the two existing
playgrounds arc far apart (separated by the Restroom Building) and my line of sight is obstructed by
this building. The current playgrounds arc also in need of updating due ro old equipment that
doesn't meet current safety standards. In addition to being unsafe, its age and rust make it simply
feel unappealing. New playground equipment that can be co-located and is designed for age
approptiatc children would be a great improvement. Also, new walkways that are more easily
accessible to accommodate all people including those with disabilities (or my 3-year-old on his little
bike, or me pushing a double stroller) will greatly enhance the experience of this park.
We visit the park at lease a couple of times each week to walk, relax, play, etc. (with our childten)
and value its outdoor features. The tennis courts arc also damaged &om both aging and a recent
flood and arc a currently safety hazard. As my children grow, I'd like to know we have this option
of utilizing the tennis courts that arc also marked with lines that allow for children to pla)',
One last note: the park is used as the bus stop for the elementary, middle, and high school. I imagine
it will be a perfect gathering place before and after school once my childten arc school-aged; thus,
helping to improve community and relationships among neighbors,
Romans Park is a wonderful, diverse park that provides a gtcen open space and multiple amenities.
We're very excited to sec the proposed enhancements for our use and for the entire community of
Englewood! As an aside, I know that the many neighbors on my street will love to sec the
improvements. We have five young families on my little street with more and more young families
moving into the neighborhood, all hoping for safe and enjoyable outdoor areas to gather.
We hope the Arapahoe County Open Space Program will consider funding the Romans Park Tennis
and Pia Yb-round Improvement Project in the City of Englewood. The project would significantly

community events. Our PYS after.;chool club activities and summer day camps would greatly value
these improvements and would appreciate the opportunity to have usage of this park locatio n to add
to our program.
We like the location of this park relative co the Charles Hay World School and arc searching for
soccer fields for our younger elementary age students. Our PYS program would greatly benefit
from using the grassy cast side of Romans Park for younger children (5-7 years old) to play soccer.
We also noticed the tennis courts are damaged and arc a currently safety hazard We'd like to know
our PYS program has the option of utilizing the tennis couns, that arc marked with youth regulation
lines to allow young children to play.
