HomeMy WebLinkAbout2020 Resolution No. 011RESOLUTION NO. 11 SERIES OF 2020 A RESOLUTION SUPPORTING THE CITY OF ENGLEWOOD'S ARAPAHOE COUNTY OPEN SPACE (ACOS) GRANT APPLICATION FOR ROMANS PARK IMPROVEMENTS PHASE 2 WHEREAS, in 2003 Arapahoe County voters approved a ten (l 0) year, quarter-of-a-penny sales and use tax to pay for preservation of open space, protect lands, preserve water quality and provide, maintain and improve neighborhood parks, sport fields, picnic facilities and trails; WHEREAS, in 2005 Arapahoe County set aside a portion of the revenues to fund competitive grant projects; WHEREAS, each year, the City of Englewood is eligible to apply for up to two (2) Arapahoe County Open Space (ACOS) grants; WHEREAS, the Englewood City Council by the passage of Resolution No. 42, Series 2019 approved an application for grant funds for replacement of aging playground and tennis equipment at Romans Park; WHEREAS, as a result of the City Council's approval of the 2019 grant application, the City received $500,000 from Arapahoe County to improve and replace playground and tennis equipment at Romans Park; WHEREAS, the City would utilize 2020 ACOS Grant funds for the construction of a new ADA accessible restroom, relocate the basketball court to higher ground for improved drainage, replace the asphalt trails with concrete, reloc~te and construct a new and improved picnic shelter, and create an ADA compliant curb-cut for access to the park from Floyd Avenue; WHEREAS, the project's purpose is to improve the quality, safety and ADA accessibility to the park's amenities; WHEREAS, the City of Englewood, through the 2017 Parks and Recreation Master Plan, has identified Romans Park as one of three park areas designated as a priority and replacing the restroom, improving the picnic shelter, improving drainage, and bringing the park into ADA compliance; WHEREAS, the City commits to completing the Romans Park ADA accessible restroom, basketball court drainage, replacing the current asphalt trails with concrete, constructing a new picnic shelter, and creating a new ADA compliant curb cut along Floyd A venue if the grant is awarded; WHEREAS, the project site is owned by the City of Englewood; WHEREAS, if the grant is awarded, the City of Englewood acknowledges responsibility of cost overruns for the Romans Park Improvements project; 1 WHEREAS the tota l project costs for these improvement to Ro mans Park Imp rove me nt s Phase 2 areas is estim ated at $500,202 , to in c lu de $35 0 ,000 in ACOS gra nt fun ds and $150,20 2 provided by t he C ity as pa11 of th e Gram Matc hin g Fund s project, a nd $1 ,000 from C rai g Hosp ital; a nd WHEREAS, th e City 's ma tc hin g fund s w ill be com in g from th e Open Space Fund 2 020 bu dge t in th e amount of $150,202.
