RESOLUTION NO. 67 SERIES OF 2019 A RESOLUTION SUPPORTING THE CITY OF ENGLEWOOD'S COMMUNITY DEVELOPMENT DEPARTMENT'S APPLICATION AND ACCEPTANCE OF BLOOMBERG PHILANTHROPIES GRANT FUNDS FOR ARTISTIC TRAFFIC SIGNAL CABINET WRAPS, AESTHETIC CROSSWALK ENHANCEMENTS, AND MURALS ALONG SOUTH BROAD A Y FROM HAMPDEN A VENUE NORTH TO YALE A VENUE WHEREAS , the Bloomberg Philanthropies administers grant funds for the Asphalt A1t Initiative, a grant program that is designed to fund visual a1t interventions on roadways , pedestrian spaces, and public infrastructure in small and medium sized U.S . cities with populations of 30,000 to 500 ,000; WHEREAS , in order to be considered for the grant, the application requires a Lead Applicant and a Fiscal Agent which is a 501(c)(3) nonprofit organization ; WHEREAS , the City of Englewood , through its Community Development Depa1tment will be the Lead Applicant with oversight of the project; WHEREAS , the Museum of Outdoor A1ts as a 501(c)(3) nonprofit organization will act as the Fiscal Agent; WHEREAS , if the grant is awarded to the City of Englewood , it will be used for place- making on South Broadway which will include traffic signal cabinets, aesthetic crosswalk enhancements and murals; WHEREAS , this Resolution futther authorizes the Mayor to sign a letter affirming ownership and jurisdiction of the public prope1ty where the a1tistic and aesthetic enhancements will be placed ; and WHEREAS , the grant application will request $25 ,000 .00 in grant funds with no local match by the City of Englewood or Museum of Outdoor A1ts . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, THAT: Section I. The City Council for the City of Englewood, Colorado, hereby authorizes the application and acceptance of grant funds from Bloomberg Philanthropies for artistic traffic signal cabinet wraps , aesthetic crosswalks enhancements and murals along South Broadway from Hampden A venue North to Yale A venue. 1 ADOPTED AND APPROVED this 2'"1 day of December, 2019. ATTEST: I, Stephanie Carlile , City Clerk for the City of Englewood , Colorado , hereby certify the above is a true copy of Resolution No . 67 , Series of 2019. 2 Bloomberg Asphalt Grant 2019-20 Grant Narrative Project Team: -Project Management: Greater Englewood Chamber of Commerce -Creative Vision: Museum of Outdoor Arts LEAD Applicant Brief Description of Lead Applicant's mission and primary programs (200 words/ 1500 characters): The City of Englewood's mission is to promote and ensure a high quality of life, economic vitality and uniquely desirable community identity. With in the city, the Department of Economic Development, the Department of Public Works and the Cultural Arts Commission will be the Lead Applicant for this project. The Department of Economic Development City is committed to providing the resources and assistance necessary to ensure Englewood's business community is successful. To this end, the Department provides Business Initiation and Business Acceleration Grants, Small Business Training Scholarships and Primary Employer Incentives to support the creation and retention of jobs in Englewood. The Department of Public Works constructs, repairs, and maintains the infrastructure of the City, including streets, alleys, traffic systems, traffic markings and signs, and building facilities . Public Works also provides engineering expertise for public improvement projects and engineering assistance to other departments . The Englewood Cultural Arts Commission was established by ordinance in 1990 as an advisory body to City Council. Commission responsibilities include administration of the Art in Public Places Program established in 1998 and advising the Council members on what art projects to pursue, where to place such art, and with which artists to commission these projects. Please provide the following details for your fiscal agent (must be a registered 501©3 nonprofit): Legal Name: Museum of Outdoor Arts Website: http://www.moaonline .org Tax ID (EIN): 74-2234944 Brief Description of Fiscal Agent's mission and primary programs (200 words/ 1500 characters): Since its inception in 1981, the Museum of Outdoor Arts' mission has always been "to make art a part of everyday life." Primary programs of the museum include the outdoor collection of over 85 world-class sculptures. These sculptures are placed in public places throughout the cities of Englewood and Greenwood Village, CO and are always accessible to the public, free of charge. MOA also offers collection walking tours, temporary indoor gallery exhibitions, temporary outdoor art installations, artists in residence, school and community outreach, workshops and community events and festivals. The signature education program of the museum is Design and Build, which allows high school and undergraduate emerging artists to work with professional artists on collaborative projects . Since 1991, the program has generated temporary public art, exhibitions, installations and design concepts and offers lessons in collaborative teamwork, problem-solving and aesthetic and technical considerations. From concept to installation, students must consider all elements of the public art process, including environmental concern, safety, budgeting, project design, proposal writing, maquette making, construction, installation and removal. When installed, Design and Build artworks enliven the everyday life of the community. Identify the entity responsible for the Project Management of the project. If it is a different entity from the Lead Applicant or Fiscal Agent, include a brief description of the entity's mission and primary programs (or a brief bio, if an individual) (200 words/ 1500 characters): The Greater Englewood Chamber of Commerce will be responsible for the Project Management. Established in 1985 the Chamber of Commerce has always been focused on making Englewood a great place to live and do business . It achieves its mission by providing educational seminars, networking opportunities and business advocacy in the areas of economic growth, transportation and workforce development. The executive director of the Chamber holds a unique role in our city as he also chairs the Cultural Arts Commission. Before returning to his native Colorado, he had spent the previous 15 years working as a museum professional in art museums across the country. With this background the Chamber has been a strong advocate for placemaking as an economic development strategy and community development tool in our central business district. From support of the Englewood Block Party to helping develop the recently adopted creative crosswalk and traffic box guidelines, the Chamber recognizes placemaking has the potential to transform underutilized public spaces into vibrant community assets where people congregate and add vitality to the community. If it is a different entity from the Lead Applicant or Fiscal Agent, include a brief description of the entity's mission and primary programs (or a brief bio, if an individual) (200 words/ 1500 characters): Since its founding in 1981, the Museum of Outdoor Arts' (MOA) mission has been to "Make Art a Part of Everyday Life." This is achieved this through unique indoor and outdoor art exhibitions, education programs, performances, events, film, and other arts experiences and programs. In 1999 MOA entered into a long-term agreement with the City of Englewood to bring part of its outdoor sculpture collection and arts programming to the city . Originally, MOA installed thirteen sculptures in public areas around the cities Civic Center area. Today, there are over 35 sculptures on display in this area. Throughout the last 20 years, MOA has collaborated with the city and its arts commission on a variety of community-based arts projects, programs and placemaking initiatives. This upcoming placemaking initiative will involve the Museum 's Design and Build education program, in which eight undergraduate emerging artists are selected from across the nation to work with MOA's Design and Build Fellow, who leads the team in community placemaking projects, including vinyl traffic box wraps, artistic crosswalks, murals and a gallery exhibition. The Fellow and students will collaborate with local high school students, government officials, chamber of commerce, and business owners to implement the placemaking projects . If applicable, provide the names and titles of any additional individuals, government agencies, community organizations, media agencies, local businesses or other entities that will be involved in planning and implementing the project. Provide a brief summary of your proposed Asphalt Art Project, including your goals for the project and how it will interact with the existing site. (200 words/ 1500 characters): This grant opportunity could not have come at a better time. Over the past several years the Englewood Arts Commission and Museum of Outdoor Arts have made efforts to beautify the city through community-based arts projects . Implementing murals, artistic crosswalks and wrapped stop light utility boxes is no easy feat . These groups persisted by collaborating with the Department of Public Works, traffic engineers and Community Development to create a new policy that works for this community. It was with due diligence and a lot of research that this group was able to assemble a policy that creates placemaking opportunities for the community. The policy was just adopted by city council this fall. Since this is a new program to the city, a committee was assembled to create a pilot project in 2020. This will allow the group to go through the process and modify anything that may not work well, before taking bigger steps towards these efforts city-wide . This has proven to be an excellent demonstration of community collaboration. Primary goals of this pilot project include community engagement, economic development, city beautification, education and civic engagement. It is our hope that we accomplish these goals through this project demonstration . Site Details Provide a description of the project site(s), including your reasons for selecting it. Include information about the physical layout and characteristics, current site conditions, general volume of vehicle and/or pedestrian traffic, neighborhood/community context, and any existing initiatives or revitalization efforts on that site. (200 words/ 1500 characters): In 2017, as part of the Healthy Corridors Initiative, the Urban Land Institute and the South Broadway Local Leadership Group hosted a one-day workshop to convene public, private, and non-profit community stakeholders to explore opportunities for advancing a two-mile stretch from Oxford Avenue to Yale Avenue on South Broadway. The outcome from this workshop included identifying a dual corridor solution connecting strong neighborhoods in the four quadrants. Maintaining the focus on the South Broadway Corridor, this project will support the findings of the initial study group. During the time of the study this north-south corridor was heavy with automobile traffic and limited pedestrian activity . Recommendations for improvement centered around the idea that a healthy corridor reflects the culture of the community; promotes social cohesion ; inspires and facilitates healthy active living; and adapts to the needs of its residents. In the years since, factors have helped area's growth including the Department of Economic Development's support of local entrepreneurs. As a result, the area has slowly been experiencing a renaissance with new independent restaurants and creative reuse for office space . It is the intent of the project group to continue enhancing the area with the creative crosswalks and traffic boxes that will reflect the culture of the community. It will take place on S. Broadway and stretch approximately seven blocks from the north at Amherst St. to Hampden on the south end . The project will have a particular focus at the most heavily used pedestrian block being at 3400 S. Broadway . It is our goal to install two artistic crosswalks in this pedestrian zone and vinyl wrapped stoplight utility boxes at each of the seven block stretch, as there is a traffic light at each intersection . The project centers around 39 °39'14.26"N, 104°59'15.71"W Who owns the site? If it is city-owned property, please include the specific agency that is responsible for managing and maintaining this location . (100 words/ 750 characters): The property is all public right of way, controlled and managed by the City's Public Works Department and Parks Recreation and Library Department. In addition, we will be able to measure pedestrian activity through studies from the Department of Public Works . Furthermore, we will be able to implement community surveys in which we ask how this project has impacted daily life for residents and visitors. And how do you plan to gauge community support for the project? (200 words/ 1500 characters): As this project is highly collaborative, community engagement will play a critical factor in its success. Working with the Museum of Outdoor Arts' Design and Build education program, there is a large community engagement aspect. Both local high school and undergraduate students will work with MOA's Fellow Artist to realize projects . As part of the program, student are required to work with local business leaders, arts commission members, city officials, other creatives, chamber of commerce and community members to realize this project . Artists will engage with these groups to ensure that the community's voice is heard. It will be important to consider historical and community context in implementing these projects. The arts commission has already began collecting feedback from community in order to gauge support for these types of projects . Recently, a community survey was distributed by the arts commission through city social media as well as in person at the Englewood Block Party this September. Feedback indicates that the community is extremely supportive of these efforts and wants to see more of this taking place. This pilot project will act as an example of how we can build upon these projects for more community involvement in the future. If applicable, briefly list any programming you will coordinate to activate the space, either city-led or in partnership with other non-profits. (100 words/ 750 characters): This project will be celebrated publicly at the annual Englewood Block Party, which is held every September. This is a collaborative effort led by the city and integrates other entities such as the arts commission, Museum of Outdoor Arts, Greater Englewood Chamber of Commerce, local musicians, students and other local businesses. Ongoing Maintenance Depending on how long the proposed project is intended to last, briefly describe your plans for maintenance, repair, and/or deinstallation of the project. (100 words/ 750 characters): Ongoing maintenance is the responsibility of the City of Englewood and subject to annual budget appropriations by Council. Separate Attachment Budget Narrative: -Please provide a brief budget narrative in the box below summarizing key cost categories and how the budget aligns with project deliverables. Please limit your response to 250 words or less. The overall project is estimated to cost a total of $80,000. Artistic crosswalks are estimated at about $10,000 per crosswalk, which includes permitting fees, traffic plans and installation. Additional fees of $2,000 are needed for artist design and labor. The project goal is to design and deliver up to three (3) crosswalks ($32,000 for crosswalks). In addition, it is our goal to deliver eight (8) traffic cabinet wraps . These are estimated to cost about $12,000 plus artist fees of about $10,000 ($22,000 total). Finally, it is the goal to produce up to two (2) murals. Each mural will run about $12,000 each, which includes materials, equipment rental and artist fees ($24,000 total). The remaining $2,000 will be used for event fees in which the community can celebrate the new placemaking effort. Project Overview Map Project Map Detail e, -' S. Broadway is Englewood's historic downtown area and is currently going through a Renaissance period as historic strucutres are renovated /preserved and new buildings are added . The area is sees a lot of pedestrians and features local restaurants and shops. Boxes will be designed by local artists and students and professionally installed using a high durability 3m v i nyl product. ~ Army Su -~ ~ This intersection anchors the south end of the 3400 block of S. Broadway. It is the vision of the project to designate this crosswalk as wayfinding for pedestrians to reach local restaurants and shops. This area of the 3400 block of S. Broadway is unique in that it has a "paseo," which allows pedestrians to walk between h istoric buildings. The floor surface is city owned. The building to the right al ready has a mural that was designed and installed through the Museum of Outdoo r Arts' Design and Build program and local high school students . The building to the left is interested in a mural as well. This area of the 3400 block of S. Broadway is unique in that it has a "paseo;' which allows pedestrians to walk between historic buildings. This "paseo" is on the east side of S. Broadway and mirrors the "paseo" on the west side. The floor surface is city owned and lends itself to act as a potential mural surface. The building owners have expressed interest in a mural in the future. Broadway. Students from Englewood High School worked with professional muralists Megan Walker (@reverieink) and Robin Munro (@dreadicrgod) to design and paint the mural. Students worked with local property owners and the city arts commission to learn about the public art and mural making processes . The above painted stop light utility box is the result of another Design and Build project of the Museum of Outdoor Arts. This project involved working directly with advanced art students from Englewood's Colorado's Finest Alternative High School. The project was comleted in 2016 and acted as the first pilot project for painted utility boxes in the City of Englewood, as a demonstration of what can be done with the boxes to enhance their aesthetics and engage local students and community members.
