HomeMy WebLinkAbout2016 Ordinance No. 013• ORDINANCE NO. /!; SERIES OF 2016 BY AUTHORITY COUNCIL BILL NO. 16 INTRODUCED BY COUNCIL MEMBER GILLIT AN ORDINANCE AUTHORIZING THE CITY OF ENGLEWOOD, COLORADO TO APPLY FOR AND ACCEPT FUNDING FROM THE U.S. DEPARTMENT OF JUSTICE-OFFICE OF JUSTICE PROGRAMS, FOR THE PURCHASE OF BULLET PROOF VESTS. WHEREAS, the Bullet Proof Vest Partnership Grant Act of 1998 is a U .S . Department of Justice initiative designed to provide a critical resource to state and local law enforcement; and WHEREAS, the U.S. Department of Justice will reimburse local law enforcement, including the Englewood Police Department, 50% of the department's investment in the purchase of bullet proof vests for its police officers; and WHEREAS, federal funds from the U.S. Department of Justice fund are used; and WHEREAS, the U.S. Department of Justice has mandated a "mandatory wear" policy to qualify for receiving the Grant and the Englewood Police Department is in compliance; and WHEREAS, the City Council of the City of Englewood, Colorado authorized application and acceptance of funds from the U.S. Department of Justice -Office of Justice Programs to assist the Englewood Police Department with the purchase of bullet proof vests by Ordinance No. 29, Series of201 l and Ordinance No. 9, Series of2014; and WHEREAS, the passage of this Ordinance authorizes the Englewood Police Department to apply for and accept funding from the U.S. Department of Justice -Office of Justice Programs, which will assist the Englewood Police Department with the purchase of bullet proof vests for this grant period of April 1, 2015 through August 31, 2017. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, THAT: Section 1. The City Council of the City of Englewood, Colorado hereby authorizes the application for and acceptance of a grant from the U.S. Department of Justice -Office of Justice Programs to assist the Englewood Police Department with the purchase of bullet proof vests for the grant period of April l , 2015 through August 31, 2017. Introduced, read in full, and passed on first reading on the 14th day of March, 2016. Published by Title as a Bill for an Ordinance in the City's official newspaper on the 17th day of March, 2016. RECOMMENDED ACTION The Police Department is recommending that City Council adopt a Bill for an Ordinance on second reading authorizing the Englewood Police Department to accept funding from the U.S. Department of Justice -Office of Justice Programs -Bulletproof Vest Partnership / Body Armor Safety Initiative which will assist the Police Department with the purchase of bulletproof vests. • BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The Bulletproof Vest Partnership Grant Act of 1998 is a U.S. Department of Justice initiative designed to provide a critical resource to State and local law enforcement. The U.S. Department of Justice will reimburse local law enforcement, including the Englewood Police Department, 50% of the department's cost to purchase bulletproof vests for its police officers. The U.S. Department of Justice has a "mandatory wear" policy which the department is in compliance with . FINANCIAL IMPACT This program will reimburse the Police Department 50% towards the cost of bulletproof vests that are purchased during the grant period of April 1, 2015 through August 31 , 2017 . The department has been awarded $6,590.78 for this grant period. The remainder of the cost will be paid for from the Police Department's 2015, 2016 and 2017 Clothing budget.
