My comments are directed to the visionary plan for the future and what we want our City
to look like.
On Apr. 4th, you made a council request about home preservation and the Comp Plan.
You got a response from Comm. Dev. on April 6. In that response there are a few vague
references to preservation and one solid suggestion .
That got me thinking and I compared the Dec. gth public version with the March 20th
version that you are studying. They are very different when it came to preservation.
Did you ask for the edited version with all historical and architectural references
removed?
Did you realize you are looking at an edited version?
Did staff tell you they removed all substantive references to preservation in your
version?
Did you realize the references were even in the older document?
The Planning and Zoning Commission after studying the issue for quite a while, voted
that all references to historic preservation and architectural standards be removed . It
was not a unanimous vote.
My question: It's been my observation that as you, the Council make changes a
document, the old wording is struck through and the new wording added just after so
you can compare the old and new. That was not done .
Why is that?
I want to close by reading a letter to the P&Z board by Don Roth

Recommendations from P&Z 12-23-15
Becommend that the Englewood Forward Comprehensive Plan Update Public Draft October 2015 be
forwarded with approval to the City Council providing the following suggestions are implemented in the
draft:
8. Change multiple references throughout the document that refer to architectural/ historical guidelines, historical
preservation and implementation of Accessory Dwelling Units to reflect exploration of these controversial topics rather
than implementation (no current policies in place and may not even be feasible).
Overall comments :
• Remove all references to architectural guidelines, historical preservation, and implementation of accessory dwelling
units or if included, reword to "explore the potential" for these concepts. These concepts are not currently implemented
or in the code and need to be addressed in full by the P&ZC with input from the public to see if they have any validity
and if so under what conditions which will likely take many months if not years to review and implement.
e. Catalytic Activity : Remove historical and architectural bullet. Add in "where appropriately zoned
for" in reference to town homes.

Part 4:
Overall comments:
Strategy 1.2: Reword this to something like "Assist and facilitate home improvement by reducing unnecessary
requirements and advising on design" Remove all references to guidelines and historical character which are highly
subjective and not formulated now if ever.
Strategy 2 .1 and 2 .2: Completely disagree with this . Establishing neighborhood character would be a very difficult
undertaking even if desirable. Nearly all neighborhoods in Englewood are very eclectic and in many cases the housing is
not viable for larger families or desirable for more innovative and creative individuals . The future is in upgrading the
housing stock to meet current and future needs, not historical preservation. Very backward looking strategy. Need to
look forward to innovation. This would completely eliminate any consideration of Accessory Dwelling Units in the Rl
zone. Remove both of these strategies and think about exploring with P&Z in the next few years in study sessions or
propose to explore . Better option would be to replace with strategies that look to renovate housing stock into modern
styles with increased functionality and divers housing types such as ADU, additions, larger homes, townhomes, duplexes,
etc.

To the Planning and Zoning Commission,
I was dismayed to read that the Commission was recommending that the sections of the new
Comprehensive plan concerning architectural standards and historic preservation be removed. I don't
know who is responsible for those vision statements but they did originate from the public input
process.
Historic preservation is found in many cities and should be considered as an option for Englewood.
While not as common as historic preservation, architectural standards are more cutting edge. They are
found in some cities that want to take control of the appearance of their communities. They aren't
satisfied accepting anything someone might propose. I think a growing number of Englewood
residents are concerned about the total disregard for context that some of the new development
exhibits, and would favor some standards.
Certainly some areas of Englewood were built with infill development over the better part of a century
and are architecturally eclectic, but for the most part they still exhibit some relation to style and scale.
There are other areas of the City which were not infill development and so are more homogeneous.
Many of the goals detailed in the Comprehensive plan may never happen but that doesn't mean they
should be eliminated from this long term vision. Just because there was a lack of vision in the past
doesn't mean it has to always be that way.
Please don't hamper future Commissions just because the current Commission can't see the way.

LITTLETON -Just north of Littleton Boulevard, 17 historic Craftsman homes form a neighborhood on South
Louthan Street. Together the nearly 100-year-old stucco bungalows make up the Louth an He ights Historic
Landmark District, the city's first and only such district , established in 2002 with support of many of the historic
homes' owners.
Now, nearly 14 years after the historic designation, city officials are seeing more interest in restoration ,
renovation and expansion projects. With that in mind , Littleton has hired a consultant to develop design
standards and guidelines for future work on the homes in Louthan Heights .
Between the guidelines and an extensive historic bui I dings surveyplanned for Littleton Boulevard later thi s
year, historic preservation will be on the minds of many in the city in 2016.
The city's Histo r ical Preservation Board will meet April 19 with representati ves from an architecture firm hired
to develop the Louthan Heights design guidelines.
Matt Wilson has owned his home in the 5600 block of South Louthan since 1995 and was a big supporter of the
formation of the district. The Colorado native said Littleton has lagged behind other cities when it comes to
protecting historic buildings and he is happy to see the guidelines coming to fruition.
"Unlike Denver, Littleton doesn't have a lot of these Craftsman bungalows like this ," Wilson said. "The design
guidelines will help homeowners understand the history of the Craftsman architectural style and ... help them
with preservation , restoration and maintenance on these historic homes."
Thirteen of the 1 7 homes on Louthan Street were designed by master builder and former Littleton Mayor
Charles Louthan between 1921 and 1929 , according to the city. They stand out for features including pebble
dash stucco with rock aggregate pressed into each home , gabled roofs , broad porches and , for those homes that
haven't been updated with gutters, uniquely carved exposed tail rafters , Wilson said.
He said residents of the tight-knit neighborhood have worked together to share tips for work on their homes , ·•
including patching the pebble dash stucco .
The city offers a 50 percent local property tax rebate to any Louthan homeowners who undertake projects that
preserve the historic character and prevent the decay or deterioration of their homes.
Tom Smithwick bought his home on Louthan in 2011. It has a clapboard exterior and was not built by Louthan
but moved to the block intact, Smithwick said. He built an addition off the back the year he bought the home.
This year he is beginning another round of renovations , including painting and protecting his home's tail rafters .
"It's worked out real nice ," Smithwick said of getting the Littleton Historical Preservation Board's approval for
his expansion and renovation efforts , as well as qualifying for applicable tax credits.
Littleton senior planner Dennis Swain said History Colorado provided a $12 ,000 grant toward the drafting of
Louthan guidelines. He said they should be done by June and primarily will recommend restoration over
replacement.
History Colorado also granted the city $35 ,000 toward a $48 ,100 project to survey and inventory all of the
many mid-century office buildings and other structures along Littleton Boulevard between Broadway and the
city's downtown, Swain said. Some historical groups have viewed the strip among the most threatened historical
resources in the state, Swain said. The survey should start later this year and could last into 2017 , as 97
structures have been identified as part of it.
"The survey will help identify structures that should be designated for individual landmark status and
assemblages of those buildings that might qualify as a district and could be made into districts ," Swain said ,
adding district formation would be voluntary on the part of property owners.
Jenny Hankinson, the assistant curator of collections at the Littleton M useum, said she is very excited to see
what the survey will yield.
"There's definitely holes as far as research goes and the data" on historic structures in the city , Hankinson said.
"It's going to be a detective search ."

RECOMMENDED ACTION
The Englewood Urban Renewal Authority recommends Council approve a resolution
appointing Paul Glista from alternate to regular member on the Englewood Urban
Renewal Authority.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
In January 2016, Catherine Townley reapplied for her seat on the Englewood Urban
Renewal Authority. Since she also serves on the Plann ing & Zoning Commission,
Council asked Ms. Townley to choose one board to serve on . In February 2016 , Ms .
Townley chose to sit on P&Z, thereby leaving the seat on URA vacant.
During the same appointment process, Paul Glista interviewed with City Council on
January 11 , 2016, and was appointed as an alternate member on URA . With Ms .
Townley's seat vacant after the appointment process, it is the desire of the URA to allow
Mr. Glista to become a regular member. His term would expire February 1, 2021 .
As an alternate, Mr. Glista has attended three of the three meetings held since his
appointment.
URA Chair Bernie Costello submitted a recommendation letter to appoint Mr. Glista as a
regular member of the Englewood Urban Renewal Authority .

As I mentioned earlier, I am a community banker and feel my extensive business background will help the
city strategically plan for economic growth while keeping that small town feel. I enjoy working with

A RESOLUTION APPOINTING PAUL GLISTA TO THE URBAN RENEW AL AUTHORITY
FOR THE CITY OF ENGLEWOOD.
WHEREAS, the Englewood Urban Renewal Authority has the statutory authority to undertake
projects which it finds necessary for the physical development of municipal land use including
the iniprovement of areas within the City; and
WHEREAS, there is a vacancy in the Englewood Urban Renewal Authority; and
WHEREAS, Paul Glista has applied to serve as a member of the Englewood Urban Renewal
Authority; and
WHEREAS, Paul Glista was previously named as an alternate to the Englewood Urban
Renewal Authority; and
WHEREAS, the Mayor with the approval of the Englewood City Council desires to appoint
Paul Glista to the Englewood Urban Renewal Authority;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, THAT:
Section 1. Paul Glista is hereby appointed to the Englewood Urban Renewal Authority. Paul
Glista's term will be effective immediately and will expire February 1, 2021.

City Council previously adopted the Colorado Model Traffic Code (1995 Revision).
RECOMMENDED ACTION
The Police Department recommends that City Council adopt a bill for an ordinance, on
second reading, which would add a new section (8)(15) to Title 11 of the Englewood
Municipal Code -Part 6, Section 705 (2)(a)(b)(c) -Operation of vehicle approached by
emergency vehicle -operation of vehicle approaching stationary emergency vehicle.

The Colorado Model Traffic Code has been periodically amended by the Colorado State
Legislature to include Section 705 (Operation of vehicle approached by emergency

PERTAINING TO THE OPERATION OF A VEHICLE APPROACHED BY AN
EMERGENCY VEHICLE.
WHEREAS, the Colorado Model Traffic Code has been periodically amended by the
Colorado State Legislature to include Section 705 "Operation of vehicle approached by
emergency vehicle"; and
WHEREAS, the Englewood Municipal Code 2000 does not have an ordinance which requires
drivers to yield to stationary authorized emergency vehicles that are giving visual signals by
means of flashing lights; and
WHEREAS, therefore our Police Officers must write violations into Arapahoe County for
prosecution of such offenses; and
WHEREAS, the passage of this ordinance allows these types of violations to be written into
the Englewood Municipal Court for prosecution and adjudication.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, THAT:
Section 1. The City Council of the City of Englewood, Colorado hereby authorizes amending
Title 11, Chapter 1, Section 1, Subsection B , by the addition of a new Paragraph 15 , and
renumbering the current Paragraphs 15 through 33 , of the Englewood Municipal Code 2000 to
read as follows:
TITLE 11 -PUBLIC WAYS AND PROPERTY.
Chapter 1 -TRAFFIC CODE
11-1-1: Adoption of Code.
A. Pursuant to Section 44, Article V of the Englewood Home Rule Charter, and Title 31 ,
Article 16 , Parts 1 and 2, C.R.S. 1973 , as amended, there is hereby adopted by reference
Articles I and II, inclusive of the 1995 Edition of the "Model Traffic Code for Colorado
Municipalities," promulgated and published as such by the Colorado Department of
Transportation, 4201 E. Arkansas Avenue, Denver, Colorado 80222. The subject matter of
the Model Traffic Code relates primarily to comprehensive traffic-control regulations for
the City. The purpose of this Chapter and the code adopted herein is to provide a system of

traffic regulation consistent with State law and generally conforming to similar regulations
throughout the State and Nation. A copy of the Model Traffic Code adopted herein is now
filed in the office of the City Clerk of the City and may be inspected during regular
business hours.
B . The 1995 edition of the Model Traffic Code is adopted as if set out at length, except for the
following parts and Sections of Article I which are declared to be inapplicable to this
municipality and are therefore expressly deleted or amended:

15. Part 7. Section 705. Operation on approach of emergency vehicles of vehicle
approached by emergency vehicle -operation of vehicle approaching stationarv
emergency vehicle.
~ A driver in a vehicle that is approaching or passing a stationary authorized
emergency vehicle that is giving a visual signal by means of flashing.
rotating. or oscillating red. blue. white. or amber lights as permitted by
section 213 or 222. shall exhibit due care and caution and proceed as
described in paragraphs Cb) and (c) of this subsection (2).
On a highway with at least two adjacent lanes proceeding in the same
direction on the same side of the highway where a stationary authorized
emergency vehicle is located. the driver of an approaching or passing
vehicle shall proceed with due care and caution and yield the right-of-way
by moving into a lane at least one moving lane apart from the stationary
authorized emergency vehicle. unless directed otherwise by a peace officer
or other authorized emergency personnel if movement to adjacent lane is
not possible due to weather. road conditions. or the immediate presence of
vehicular or pedestrian traffic. the driver of the approaching vehicle shall
proceed in the manner described in paragraph (c) of this subsection (2).

authorized emergency vehicle is located. or if movement by the driver of
the approaching vehicle into an adjacent lane. as described in paragraph
(b) of this subsection C2). is not possible. the driver. of an approaching
vehicle shall reduce and maintain a safe speed with regard to the location
of the stationary authorized vehicle. weather conditions. road conditions.
and vehicular or pedestrian traffic and proceed with due care and caution.
or as directed by a peace officer or other authorized emergency personnel.

Section 2. Safety Clauses. The City Council hereby finds, determines, and declares that this
Ordinance is promulgated under the general police power of the City of Englewood, that it is
promulgated for the health, safety, and welfare of the public, and that this Ordinance is necessary
for the preservation of health and safety and for the protection of public convenience and

welfare. The City Council further determines that the Ordinance bears a rational relation to the
proper legislative object sought to be obtained.
Section 3. Severability. If any clause, sentence, paragraph, or part ofthis Ordinance or the
application thereof to any person or circumstances shall for any reason be adjudged by a court of
competent jurisdiction invalid, such judgment shall not affect, impair or invalidate the remainder
of this Ordinance or it application to other persons or circumstances.
Section 4. Inconsistent Ordinances. All other Ordinances or portions thereof inconsistent or
conflicting with this Ordinance or any portion hereof are hereby repealed to the extent of such
inconsistency or conflict.
Section 5. Effect of repeal or modification. The repeal or modification of any provision of
the Code of the City of Englewood by this Ordinance shall not release, extinguish, alter, modify,
or change in whole or in part any penalty, forfeiture, or liability, either civil or criminal, which
shall have been incurred under such provision, and each provision shall be treated and held as
still remaining in force for the purposes of sustaining any and all proper actions, suits,
proceedings , and prosecutions for the enforcement of the penalty, forfeiture, or liability, as well
as for the purpose of sustaining any judgment, decree, or order which can or may be rendered,
entered, or made in such actions, suits, proceedings, or prosecutions.
Section 6. Penalty. The Penalty Provision of Section 1-4-1 EMC shall apply to each and
every violation of this Ordinance.
