1. Call to Order
The regular meeting of the Englewood City Council was called to order by Mayor Jefferson at 7:42 p.m.
2 . Invocation
The invocation was given by Council Member Russel l.
3 . Pledge of Allegiance
The Pledge of Allegiance was led by Council Member Russell.

5 . Consideration of Minutes of Previous Session
(a) COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER RUSSELL SECONDED, TO
APPROVE THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF APRIL 18, 2016.
Vote results:

Nays: None

6 . Recognition of Scheduled Public Comment
(a) Sofi a Montoya , an Englewood High School student, addressed Council regarding Future
Business Leaders of America .

(b) Ida May Nicholl, an Englewood resident, addressed Council regarding marijuana social clubs .
(c) Doug Cohn, an Englewood resident, invited Council to attend a Veteran's Event on May 281h at
Englewood High School. He also requested Council deal with a dangerous tree situation in the 4800 block of
Lincoln Street and spoke about historic preservation in relation to the Comprehensive Plan.
7. Recognition of Unscheduled Public Comment
(a) Elaine Hults, an Englewood resident, stated her objection to the City using monetary incentives
to bring in new businesses to Englewood.
Council responded to Public Comment.
8. Communications, Proclamations and Appointments
There were no Communications , Proclamations or Appointments.
9. Consent Agenda
COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER YATES SECONDED, TO APPROVE
CONSENT AGENDA ITEM 9 (a) (i) AND (ii).
(a) Approval of Ordinances on First Reading
(i) COUNCIL BILL NO . 19, INTRODUCED BY COUNCIL MEMBER GILLIT
A BILL FOR AN ORDINANCE APPROVING AN INTERGOVERNMENTAL AGREEMENT (IGA) REGARDING
STATE SENATE BILL 8, TRAFFIC CONTROL DEVICES MAINTENANCE CONTRACT, ALLOWING THE
COLORADO DEPARTMENT OF TRANSPORTATION TO REIMBURSE THE CITY FOR COSTS OF TRAFFIC
CONTROL DEVICES, OPERATIONS AND MAINTENANCE.
(ii) COUNCIL BILL NO . 20, INTRODUCED BY COUNCIL MEMBER GILLIT
A BILL FOR AN ORDINANCE AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE
CITY OF CHERRY HILLS VILLAGE, COLORADO AND THE CITY OF ENGLEWOOD, COLORADO
PERTAINING TO THE STREET PAVEMENT REHABILITATION OF SOUTH CLARKSON CAPE SEAL FROM
HIGHWAY 285 TO BELLEVIEW AVENUE.

(a) Approval of Ordinances on First Reading
(i) Manager Nimmo presented a recommendation from the Public Works Department to
approve a bill for an ordinance accepting the dedication of land for right-of-way along S. University Blvd . and
accepting an easement for sidewalk, traffic signal equipment, and signage.

AGENDA ITEM 11 (a) (i) -COUNCIL BILL NO. 18.
COUNCIL BILL NO. 18 , INTRODUCED BY COUNCIL MEMBER GILLIT
A BILL FOR AN ORDINANCE AUTHORIZING ACCEPTANCE AND DEDICATION OF A TRANSPORTATION
EASEMENT AND DEDICATION OF RIGHT-OF-WAY TO THE CITY OF ENGLEWOOD, COLORADO BY KENT
PLACE REGENCY, LLC. FOR ROADWAY, CURB/GUTTER , SIDEWALK, TRAFFIC SIGNAL EQUIPMENT,
SIGNAGE, UTILITIES, AND OTHER INCIDENTALS LOCATED IN SOUTH UNIVERSITY BOULEVARD .
Vote results:
Motion carried .

(b) Approval of Ordinances on Second Reading

(c) Resolutions and Motions
(i) Assistant City Manager Robinson presented a recommendation from the City
Manager's Office to approve a motion approving a Memorandum of Understanding (MOU) with the Museum of
Outdoor Arts (MOA) for a Design and Build artwork project on four traffic signal boxes.
COUNCIL MEMBER YATES MOVED, AND COUNCIL MEMBER MARTINEZ SECONDED, TO APPROVE
AGENDA ITEM 11 (c) (i) -A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE MUSEUM OF
OUTDOOR ARTS (MOA) FOR A DESIGN AND BUILD ARTWORK PROJECT ON FOUR TRAFFIC SIGNAL
BOXES.
Vote results:
Motion carried .

(ii) Manager Hogan presented a recommendation from the Public Works Department to
approve a motion to award a contract for $43 ,957.65 with Colorado Carpet Center Inc. to replace carpet at the
Mall ey Senior Recreation Center.
COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER BARRENTINE SECONDED, TO APPROVE
AGENDA ITEM 11 (c) (ii) -A CONTRACT FOR $43,957 .65 WITH COLORADO CARPET CENTER INC. TO
REPLACE CARPET AT THE MALLEY SENIOR RECREATION CENTER.

award, by motion, a contract with Custom Concrete Cutting, Inc., in the amount of $425,856 .15, for construction
of Concrete Utility 2016.
COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER BARRENTINE SECONDED, TO APPROVE
AGENDA ITEM 11 (c) (ii) -A CONTRACT WITH CUSTOM CONCRETE CUTTING, INC., IN THE AMOUNT OF
$425,856.15, FOR CONSTRUCTION OF CONCRETE UTILITY 2016.
