1. Call to Order
The regular meeting of the Englewood City Council was called to order by Mayor Jefferson at 7:42 p.m .
2 . Invocation
The invocation was given by Council Member Russell.

The Pledge of Allegiance was led by Council Member Russell.

5. Consideration of Minutes of Previous Session
(a) COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER BARRENTINE SECONDED,
TO APPROVE THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF MAY 16, 2016.

keeping current BAC members.
(b) Henny Lasley, of SmartColorado .org, provided Council with information on recreational
marijuana .
(c) Kathleen Bailey , addressed City Council regarding recreational marijuana .
(d) Elaine Hults, an Englewood resident, addressed Council regarding recreational marijuana .
(d) Doug Cohn, an Englewood resident, addressed Council regarding historic preservation .
(e) Patricia Ross, an Englewood resident, addressed Council regarding regulatory issues on
marijuana.
7 . Recognition of Unscheduled Public Comment
(a) Emmett Reistroffer, an Englewood resident , addressed Council regarding the ban on
consumption clubs .
(b) Maura Proser and Amy Winterfeld, Tri-County Health Department representatives , addressed
Council regarding the ban on consumption clubs .
(c) Ida May Nicholl, an Englewood resident , addressed Council with her concerns regarding
recreational marijuana sales .
(d) David Nicholl, an Englewood resident, addressed Council with concerns regarding our youth
and the recreational sales of marijuana .
(e) Peggy Lapp, an Englewood resident , addressed Council with concerns regarding recreational
sales of marijuana .
(f) Tim Brown, manager of a medical marijuana establishment in the City, addressed Council with
support of recreational sales of marijuana .
(g) Bruce Carter, owner of Natures Kiss medical marijuana center/grow, addressed Council with
support of recreational sales of marijuana .
(h) Coween Dickerson, an Englewood resident, addressed Council with concerns regarding IBake
consumption clubs and the potential sale of recreational marijuana.
Council responded to Public Comment.

(a) Approval of Ordinances on First Reading
(i) Acting City Attorney Dugan presented a recommendation from Staff to approve a bill for
an ordinance making changes to the Englewood Municipal Code banning marijuana consumption clubs.

COUNCIL BILL NO . 21, INTRODUCED BY COUNCIL MEMBER GILLIT
A BILL FOR AN ORDINANCE AMENDING TITLE 7, CHAPTER 6D, SECTION 12, SUBSECTION 2,
PARAGRAPH B -DEFINITIONS AND PARAGRAPH C -PROHIBITIONS, BY THE ADDITION OF A NEW
SUBPARAGRAPH 2, OF THE ENGLEWOOD MUNICIPAL CODE 2000, PROHIBITING MARIJUANA
CONSUMPTION CLUBS .

(ii) Assistant City Manager Robinson presented a recommendation from the City
Manager's Office to approve a bill for an ordinance amending Title 6, Chapter 2 , Section 5, Sub Section E of the
Englewood Municipal Code, to reflect that non-permitted hours for construction work will be 7 p.m .-7 a.m .

A BILL FOR AN ORDINANCE AMENDING TITLE 6, CHAPTER 2, SECTION 5, PARAGRAPH E,
CONSTRUCT/ON WORK, OF THE ENGLEWOOD MUNICIPAL CODE 2000.

(i) Manager Lee presented a recommendation from the Parks, Recreation and Library
Department to approve, by motion, the South Broadway medians landscaping project to Grandview Landscape-
Irrigation Corporation for $74,347 .
COUNCIL MEMBER OLSON MOVED, AND COUNCIL MEMBER YATES SECONDED, TO APPROVE
AGENDA ITEM 11 (c) (i) -THE SOUTH BROADWAY MEDIANS LANDSCAPING PROJECT TO
GRANDVIEW LANDSCAPE-IRRIGATION CORPORATION FOR $74,347.

(ii) Director Brennan presented a recommendation from the Utilities Department to
approve, by motion, of the proposal fo r the Allen Water Filtration Plant Residuals removal and disposal to
Secure On -Site Services USA, LLC in the amount of $230 ,550 .00 . The Englewood Water and Sewer Board, at
their May 10, 2016 meeting , recommended Council approval.
COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER OLSON SECONDED, TO APPROVE
AGENDA ITEM 11 (c) (ii) -THE PROPOSAL FOR THE ALLEN WATER FILTRATION PLANT RESIDUALS
REMOVAL AND DISPOSAL TO SECURE ON-SITE SERVICES USA, LLC IN THE AMOUNT OF $230,550.00.

(b) Mayor's Choice
(i) There was a Call, by Mayor Jefferson , for a Special Meeting for the purpose of entering
into Executive Session with Strategic Government Resources to discuss candidates for the City Attorney
position on Tuesday, June 14 , at 6:00 p .m .
(ii) and (iii) Colorado Priorities ' Proposals and Colorado State Ballot Issues were
discussed .
13. City Manager's Report
City Manager Keck did not have any matters to bring before Counci l.
14. City Attorney's Report
Acting City Attorney Comer did not have any matters to bring before Council.
15. Adjournment
