Call to Order The regular meeting of the Englewood City Council was called to order by Mayor Penn at 7:41 p.m . 2. Invocation The invocation was given by Council Member Mccaslin. 3. Pledge of Allegiance The Pledge of Allegiance was led by Council Member Mccaslin. * * * * * Mayor Penn asked everyone to think about Jefferson County Sheriff Officer Sean Renfro and his family . Sergeant Renfro was an Englewood High School graduate and he was killed this past weekend from a traffic incident. 4. Consideration of Minutes of Previous Session (a) COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER YATES SECONDED, TO APPROVE THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF DECEMBER 15, 2014. Vote results: Motion carried. Ayes: Council Members Yates , Mccaslin, Wilson, Penn, Jefferson, Olson, Gillit Nays : None 6 . Recognition of Scheduled Public Comment There were no scheduled visitors. 7. Recognition of Unscheduled Public Comment There were no unscheduled visitors. 8. (b) Approval of Ordinances on Second Reading (i) ORDINANCE NO . 1, SERIES OF 2014/2015 (COUNCIL BILL NO. 70, INTRODUCED BY COUNCIL MEMBER McCASLIN) AN ORDINANCE AMENDING TITLE 2, CHAPTER 8, ENTITLED KEEP ENGLEWOOD BEAUTIFUL COMMISSION OF THE ENGLEWOOD MUNICIPAL CODE 2000. (c) Resolutions and Motions (i) RESOLUTION NO . 1, SERIES OF 2015 A RESOLUTION AUTHORIZING THE ENGLEWOOD PUBLIC LIBRARY TO IMPLEMENT THE "2015 SPRING FOOD FOR FINES" PROGRAM FROM SUNDAY, MARCH 1, 2015 THROUGH SUNDAY, MARCH 15, 2015 . (ii) RESOLUTION NO . 2, SERIES OF 2015 A RESOLUTION DESIGNATING THE BULLETIN BOARD ON THE NORTH SIDE OF THE SECOND FLOOR OF THE ENGLEWOOD CIVIC CENTER AS THE OFFICIAL POSTING PLACE FOR ALL LEGAL NOTICES OF THE CITY OF ENGLEWOOD FOR 2015 . • • (iii) THE PURCHASE A NEW UNMARKED CHEVROLET TAHOE POLICE VEHICLE TO • REPLACE AN OLDER MODEL THAT HAS MET ITS YEARS OF SERVICE, MILEAGE, AND MAINTENANCE REPLACEMENT CRITERIA FROM JOHN ELWAY CHEVROLET THROUGH THE STATE OF COLORADO FLEET MANAGEMENT BID IN THE AMOUNT OF $31,125 .00. • Englewood City Council January 5, 2015 Page 3 (iv) THE PURCHASE OF A CHEVROLET CK3500 PICKUP TRUCK FROM JOHN ELWAY CHEVROLET THROUGH THE STATE OF COLORADO FLEET MANAGEMENT BID IN THE AMOUNT OF $31,350 .00 . (v) AWARDING THE CONTRACT TO CATERPILLAR THROUGH A GSA (GOVERNMENT SERVICES ADMINISTRATION) CONTRACT, FOR THE PURCHASE OF A SKID STEER LOADER IN THE AMOUNT OF $67,723 .00. Vote results: Motion carried . Ayes : Council Members Yates, Mccaslin, Wilson, Penn, Jefferson , Olson , Gillit Nays: None 10 . Public Hearing Items (a) COUNCIL MEMBER WILSON MOVED, AND COUNCIL MEMBER OLSON SECONDED, TO OPEN THE PUBLIC HEARING TO GATHER INPUT ON COUNCIL BILL NO. 69, AUTHORIZING AMENDMENTS TO TITLE 16: UNIFIED DEVELOPMENT CODE REGARDING OFFICIAL ZONING MAP AMENDMENTS (REZONING) AND PLANNED UNIT DEVELOPMENTS. Vote results: Ayes: Council Members Yates , Mccaslin, Wilson, Penn, Jefferson, Olson, G illit Nays: None Motion carried and the Public Hearing opened . • Senior Planner Neubecker, being duly sworn, presented information regarding the proposed amendments to Title 16 : Unified Development Code regarding Official Zoning Map Amendments (Rezoning) and Planned Unit Developments (PUD). Staff believes that this will help with the review process and encourage development. • There was no one present to address Council on this issue . COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER WILSON SECONDED, TO CLOSE THE PUBLIC HEARING TO GATHER INPUT ON COUNCIL BILL NO. 69, AUTHORIZING AMENDMENTS TO TITLE 16: UNIFIED DEVELOPMENT CODE REGARDING OFFICIAL ZONING MAP AMENDMENTS (REZONING) AND PLANNED UNIT DEVELOPMENTS. Vote results: Ayes: Council Members Yates , Mccaslin, Wilson, Penn , Jefferson, Olson, Gillit Nays: None Motion carried and the Public Hearing closed . (b) COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER OLSON SECONDED, TO OPEN THE PUBLIC HEARING TO GATHER INPUT ON COUNCIL BILL NO. 71, AUTHORIZING AMENDMENTS TO TITLE 16: UNIFIED DEVELOPMENT CODE REGARDING MINIMUM LOT WIDTH FOR MUL Tl-UNIT DWELLINGS IN THE MU-R-3-B AND M-U-R-3-C ZONE DISTRICTS. Vote results: Ayes : Council Members Yates, Mccaslin , Wilson , Penn , Jefferson, Olson, Gillit Nays: None Motion carried and the Public Hearing opened . Planner II Bell, being duly sworn, presented information regarding the proposed amendments to Title 16 : Unified Development Code regarding Minimum Lot Width for Multi-Unit Dwellings in the MU-R-3-8 and M-U-R-3-C Zone Districts. These amendments will clarify the written text with the tables in the Code. Englewood City Council January 5, 2015 Page4 There was no one present to address Council on this issue. Ordinances, Resolutions and Motions (a) Approval of Ordinances on First Reading (i) Planner II Bell presented a recommendation from the Community Development Department to adopt a bill for an ordinance authorizing amendments to Title 16 : Unified Development Code regarding Bulk Plane Requirements . Staff further recommends setting a Public Hearing for January 20 , 2015 to consider public testimony on this matter. COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER OLSON SECONDED, TO APPROVE AGENDA ITEM 11 (a) (i) -COUNCIL BILL NO. 1 AND TO SET A PUBLIC HEARING FOR JANUARY 20, 2015 TO CONSIDER PUBLIC TESTIMONY ON THIS MATTER. COUNCIL BILL NO . 1, INTRODUCED BY COUNCIL MEMBER GILLIT A BILL FOR AN ORDINANCE AMENDING TITLE 16 , CHAPTER 6, SECTION 1, SUBSECTION G , OF THE ENGLEWOOD MUNICIPAL CODE 2000 PERTAINING TO BULK PLANE REQUIREMENTS . Vote results: Motion carried . Ayes: Council Members Yates, Mccaslin, Wilson, Penn, Jefferson , Olson , Gillit Nays: None (b) Approval of Ordinances on Second Reading There were no addit ional items submitted for approval on second reading. City Attorney's Report • • (a) Litigation: Johnson v. Englewood was considered . COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER YATES SECONDED, TO APPROVE AGENDA ITEM 14 (a) TO SETTLE THE CASE OF JOHNSON V. ENGLEWOOD REGARDING AN ACCIDENT AT PIRATE'S COVE IN THE AMOUNT OF $97,500.00. Vote results: Motion carried.
