Call to Order The regular meeting of the Englewood City Council was called to order by Mayor Penn at 7:43 p.m . 2. Invocation The invocation was given by Council Member Mccaslin. 3. Pledge of Allegiance The Pledge of Allegiance was led by Council Member Mccaslin. 4 . Roll Call Present: Absent: A quorum was present. Council Members Jefferson, Olson, Gillit , Mccaslin , Wilson , Yates , Penn None Also present: City Manager Keck City Attorney Brotzman Deputy City Manager Flaherty City Clerk Ellis Deputy City Clerk Carlile Deputy Director Henderson , Public Works Senior Planner Stitt, Community Development Planner II Voboril, Community Development Technical Support Specialist I Munnell, Information Technology Police Commander Condreay 5. Consideration of Minutes of Previous Session (a} COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER OLSON SECONDED, TO APPROVE THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF AUGUST 3, 2015. Vote results: Ayes : Council Members Yates, Mccaslin, Wilson, Penn, Jefferson, Olson , Gillit Nays: None Motion carried . 6 . Recognition of Scheduled Public Comment • (a) Garnett Stewart, an Englewood resident, addressed City Council regarding green initiatives in Englewood . Englewood City Council August 17, 2015 Page 2 (b) Englewood. (c) Englewood. Ann Cockrell, an Englewood resident, addressed City Council regarding green initiatives in Leroy Cockrell, an Englewood resident , addressed City Council regarding green initiatives in (d) Cassandra Letkomiller, an Englewood resident, addressed City Council regarding street car suburb economics. Council responded to Public Comment. 7. Recognition of Unscheduled Public Comment (a) Laurett Barrentine, an Englewood resident, thanked Council Member Jefferson and Mayor Penn for sticking to the issues during Study Session . She also feels that if you are going to sell 40 acres of land you need to keep citizens informed of the details. She wants the public to know the details of what is being discussed in Executive Sessions. (b) Elaine Hults, an Englewood resident, addressed Council about the Branding project and the logo . She feels strongly that the current logo is sufficient and represents our City well. She does not want any more money spent on changing our logo . (c) Ida May Nichol, an Englewood resident, wanted to inform Council about a fundraiser benefitting the Englewood Historic Preservation Society. • (d) Lewis Fowler, an Englewood resident, wanted to address Council about the crosswalks that • were discussed at Study Session. (e) Amy Sposato, an Englewood resident, addressed Council regarding the crosswalk discussion and expressed concern that Council has mentioned that Mr. Keck will not be as accessible to citizens. She really feels that he is a great leader and part of what citizens like about him is that he is available to speak with them . (f) Rita Russell, an Englewood resident, feels there is a disconnect between citizens and Council members . While circulating her petitions to run for City Council she has heard many concerns of the citizens that she plans to bring forward . Council responded to Public Comment. 8 . Communications, Proclamations and Appointments There were no communications , proclamations or appointments. 9. Consent Agenda (a) Approval of Ordinances on First Reading There were no additional items submitted for approval on first reading. (See Agenda Item 11 (a).) (b) Approval of Ordinances on Second Reading There were no additional items submitted for approval on second reading . (See Agenda Item 11 (b).) Public Hearing Items No public hearing was scheduled before Council. 11. Ordinances, Resolutions and Motions (a) Approval of Ordinances on First Reading (i) City Manager Keck presented a recommendation from the City Manager's Office to adopt a bill for an ordinance resolving discrepancies in the exhibits to the Intergovernmental Agreement with the City and County of Denver to provide fire and ambulance protection for the City of Englewood COUNCIL MEMBER OLSON MOVED, AND COUNCIL MEMBER YATES SECONDED, TO APPROVE AGENDA ITEM 11 (a) (i) -COUNCIL BILL NO. 34. COUNCIL BILL NO . 34, INTRODUCED BY COUNCIL MEMBER OLSON A BILL FOR AN ORDINANCE RESOLVING A DISCREPANCY IN EXHIBITS TO THE INTERGOVERNMENTAL AGREEMENT WITH THE CITY AND COUNTY OF DENVER TO PROVIDE Ff RE AND AMBULANCE PROTECTION. Vote results: • Motion carried. Ayes: Council Members Yates, Mccaslin, Wilson, Penn , Jefferson, Olson, Giflit Nays: None (ii) Senior Planner Stitt presented a recommendation from the Community Deve lopment Department to adopt a bill for an ordinance authorizing the safe of 2380 -2390 West Wesley Avenue. COUNCIL MEMBER OLSON MOVED, AND COUNCIL MEMBER GILLIT SECONDED, TO APPROVE AGENDA ITEM 11 (a) (ii) -COUNCIL BILL NO. 43. COUNCIL BILL NO . 43, INTRODUCED BY COUNCIL MEMBER OLSON A BILL FOR AN ORDINANCE AUTHORIZING THE SALE OF RESIDENTIAL PROPERTIES LOCATED AT 2380 AND 2390 WEST WESLEY AVENUE IN THE CITY OF ENGLEWOOD, COLORADO. Vote results: Motion carried . Ayes : Council Members Yates, Mccaslin, Wilson, Penn, Jefferson, Olson, Giflit Nays: None (b) Approval of Ordinances on Second Reading (i) Council Bill No. 35 authorizing an Intergovernmental Agreement with Urban Drainage and Flood Control District for Drainageway Master Planning and Flood Hazard Area Delineation in north Englewood was considered . COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER WILSON SECONDED, TO APPROVE AGENDA ITEM 11 (b) (i) -ORDINANCE NO. 36, SERIES OF 2015 . • ORDINANCE NO. 36, SERIES OF 2015 (COUNCIL BILL NO . 35, INTRODUCED BY COUNCIL MEMBER GILLIT) Englewood City Council August 17, 2015 Page4 AN ORDINANCE AUTHORIZING AN INTERGOVERNMENTAL AGREEMENT REGARDING FUNDING OF MAJOR DRAINAGEWAY PLANNING AND FLOOD HAZARD AREA DELINEATION FOR DRY GULCH IN ENGLEWOOD . Vote results: Motion carried . Ayes: Council Members Yates , Mccaslin, Wilson, Penn, Jefferson , Olson , Gillit Nays : None (c) Resolutions and Motions (i) Deputy Director Henderson presented a recommendation from the Public Works Department to approve a resolut ion accepting the dedication of a section of an alley adjacent to 3220 South Ogden Street. COUNCIL MEMBER OLSON MOVED, AND COUNCIL MEMBER WILSON SECONDED, TO APPROVE AGENDA ITEM 11 (c) (i)-RESOLUTION NO. 88, SERIES OF 2015. RESOLUTION NO . 88, SERIES OF 2015 A RESOLUTION APPROVING THE ACCEPTANCE OF A SECTION OF AN ALLEY ADJACENT TO 3220 SOUTH OGDEN STREET BY THE CITY OF ENGLEWOOD. Vote results: Motion carried . Ayes : Council Members Yates , Mccaslin, Wilson , Penn , Jefferson , Olson, Gillit Nays : None 12 . General Discussion (a) Mayor's Choice (b) Council Members' Choice 13. City Manager's Report City Manager Keck did not have any matters to bring before Council. 14 . City Attorney's Report City Attorney Brotzman did not have any matters to bring before Council. 15.
