Call to Order The regular meeting of the Englewood City Council was called to order by Mayor Penn at 7 :37 p.m . 2. Invocation The invocation was given by Council Member Mccaslin. 3 . Pledge of Allegiance The Pledge of Allegiance was led by Council Member Mccaslin. 4 . Roll Call Present: Absent: Council Members Jefferson, Olson, Mccaslin, Wilson, Yates, Penn Council Member Gillit A quorum was present. Consideration of Minutes of Previous Session (a) COUNCIL MEMBER WILSON MOVED, AND COUNCIL MEMBER McCASLIN SECONDED, TO APPROVE THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF JANUARY 6, 2014. Vote results: Ayes: Council Members Yates, Mccaslin, Wilson, Penn, Jefferson, Olson Nays: None Absent: Council Member Gillit Motion carried . 6 . Recognition of Scheduled Public Comment There were no scheduled visitors. Englewood City Council January 21, 2014 Page 2 7. Recognition of Unscheduled Public Comment (a) Jim Jordan, an Englewood resident, said he was going to take the Council to task. There is a one inch tall ridge on Broadway and it is hazardous to the seniors crossing the street, especially for those with walkers . It is near the intersection of Floyd and Broadway . It is near the handicap sidewalk, the asphalt, and the gutter. He stated that Mayor Penn talked to Director Kahm but nothing happened and the problem still exists . He would like Council to try again and to get this fixed . (b) Kay Howard, a Castle Rock resident, said she is grateful for the money that Council is giving us for the EHS Military Memorial and that we will use the money wisely . She thanked Tom Munds for all of the publicity and advice about other marketing avenues . Council responded to Public Comment. 8 . Ordinances, Resolutions and Motions (a) Approval of Ordinances on First Reading (i) Senior Planner Neubecker presented a recommendation from the Community Development Department to adopt a bill for an ordinance authorizing amendments to Title 16: Unified Development Code regarding Home Occupations. Staff further recommends setting a Public Hearing for February 3, 2014 to consider public testimony on this matter. [This matter needs an affirmative vote from 3/4 of Council to bring off the table .] COUNCIL MEMBER WILSON MOVED, AND COUNCIL MEMBER JEFFERSON SECONDED, TO TABLE COUNCIL BILL NO. 60 UNTIL COUNCIL MEMBER GILLIT RETURNS. COUNCIL MEMBER WILSON WITHDREW HER MOTION TO TABLE COUNCIL BILL NO. 60. COUNCIL MEMBER WILSON MOVED, AND COUNCIL MEMBER JEFFERSON SECONDED, TO BRING COUNCIL BILL NO. 60 OFF OF THE TABLE. COUNCIL MEMBER JEFFERSON MOVED, AND COUNCIL MEMBER OLSON SECONDED, TO APPROVE AGENDA ITEM 11 (a) (i) -COUNCIL BILL NO. 60, AS AMENDED WITH ALL SEVEN ISSUES, AND TO SET A PUBLIC HEARING FOR FEBRUARY 3, 2014 TO CONSIDER PUBLIC TESTIMONY ON THIS MATTER. COUNCIL BILL NO . 60, INTRODUCED BY COUNCIL MEMBER JEFFERSON A BILL FOR AN ORDINANCE AMENDING TITLE 16, CHAPTERS 5, 4-C (1) (a) THROUGH (g); 5-4-C (2) AND 11-2-B, OF THE ENGLEWOOD MUNICIPAL CODE 2000 PERTAINING TO HOME OCCUPATIONS AND ALLOWING THEM IN THE R-1-A ZONE DISTRICTS . COUNCIL BILL NO . 6, INTRODUCED BY COUNCIL MEMBER WILSON A BILL FOR AN ORDINANCE AMENDING THE RULES OF ORDER AND PROCEDURE FOR THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO SECTION VI, DUTIES AND PRIVILEGES OF COUNCIL MEMBERS , SUBSECTION H -VOTING .
