Call to Order The regular meeting of the Englewood City Council was called to order by Mayor Penn at 7:38 p.m . 2. Invocation The invocation was given by Council Member Mccaslin . 3 . Pledge of Allegiance The Pledge of Allegiance was led by Council Member Mccasl in. 4 . Roll Call Present: Absent: A quorum was present. Consideration of Minutes of Previous Session (a) COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER OLSON SECONDED, TO APPROVE THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF OCTOBER 20, 2014. Vote results: Motion carried. Ayes: Council Members Yates, Mccaslin, Wilson, Penn, Jefferson, Olson, Gillit Nays : None 6. Recognition of Scheduled Public Comment (a) Fire Chief Marsh recognized the winners of the Fire Prevention Week Poster Contest, who this year were all from St. Louis School. First place was Mrs. Zakovich's 4th grade class . Second place was Ms. Futterman's 5th grade class . Third place was Mrs. Walsh's 1st grade class. (b) Colleen Mello, Executive Director of the Greater Englewood Chamber of Commerce requested waiving fees for an in-kind donation of the Community Room for the 2014 Chamber Holiday Party . COUNCIL MEMBER JEFFERSON MOVED, AND COUNCIL MEMBER WILSON SECONDED, TO APPROVE WAIVING THE FEES FOR THE IN-KIND DONATION OF THE COMMUNITY ROOM FOR THE 2014 CHAMBER HOLIDAY PARTY. Vote results: Motion carried. Ayes : Council Members Yates , Mccaslin, Wilson, Penn, Jefferson, Olson, Gillit Nays: None 7. Recognition of Unscheduled Public Comment (a) Julie George , a Denver resident, handed out brochures regarding the Colorado HEAL campaign and discussed her support of the resolution going forward tonight. She is the director of the campaign. Ms. George commended the Council for their work on this program . Council responded to Public Comment. 8. Communications, Proclamations and Appointments [Clerk's Note : Agenda Items 8 (a), (b) and (c) were combined into one motion.) (a) An email from Michael Buchanan announcing his resignation from the Public Library Board effective January 15, 2015 was considered . (b) An email from Michael Buchanan announcing his resignation from the Liquor and Medical Marijuana Licensing Authority effective January 15, 2015 was considered . (c) An email from Michael Buchanan announcing his resignation from the Urban Renewal Authority effective January 15, 2015 was considered . COUNCIL MEMBER JEFFERSON MOVED, AND COUNCIL MEMBER GILLIT SECONDED, TO ACCEPT THE RESIGNATION OF MICHAEL BUCHANAN FROM THE PUBLIC LIBRARY BOARD, THE LIQUOR AND MEDICAL MARIJUANA LICENSING AUTHORITY AND THE URBAN RENEWAL AUTHORITY EFFECTIVE JANUARY 15, 2015. Ayes : Council Members Yates , Mccaslin , Wilson , Penn , Jefferson , Olson , Gillit Nays: None (d) A recommendation from the Public Library Board to remove Cristine Challis as a regular member due to poor attendance was considered . COUNCIL MEMBER OLSON MOVED, AND COUNCIL MEMBER WILSON SECONDED, TO ACCEPT A RECOMMENDATION FROM THE PUBLIC LIBRARY BOARD TO REMOVE CRISTINE CHALLIS AS A REGULAR MEMBER DUE TO POOR ATTENDANCE. Vote results: Motion carr ied . Ayes : Council Members Yates , Mccaslin , Wilson , Penn , Jefferson , Olson , Gillit Nays : None (e) The approved minutes from the Code Enforcement Advisory Committee accepting the verbal resignation of Dave Walker was considered . COUNCIL MEMBER OLSON MOVED, AND COUNCIL MEMBER WILSON SECONDED, TO ACCEPT THE VERBAL RESIGNATION OF DAVE WALKER FROM THE CODE ENFORCEMENT ADVISORY COMMITTEE . Vote results: Motion carried . (iii) A CONTRACT WITH COLORADO PUMP SERVICE & SUPPLY CO FOR THE REHABILITATION OF THE MCLELLAN DEEP WELL PUMP IN THE AMOUNT OF $56,044.00. Vote results: Motion carried . (b) Approval of Ordinances on Second Reading (i) Council Bill No. 54, adopting the City of Englewood Budget [as amended] for Fiscal Year 2015 was considered. ORDINANCE NO. 61, SERIES OF 2014 (COUNCIL BILL NO . 54 , INTRODUCED BY COUNCIL MEMBER OLSON/WILSON) AN ORDINANCE ADOPTING THE BUDGET OF THE CITY OF ENGLEWOOD, COLORADO, FOR FISCAL YEAR 2015. ORDINANCE NO . 62, SERIES OF 2014 (COUNCIL BILL NO . 55, INTRODUCED BY COUNCIL MEMBER GILLIT) AN ORDINANCE APPROPRIATING MONIES FOR ALL MUNICIPAL PURPOSES IN THE CITY OF ENGLEWOOD, COLORADO , FOR FISCAL YEAR BEGINNING JANUARY 1, 2015, AND ENDING DECEMBER 31, 2015, CONSTITUTING WHAT IS TERMED THE ANNUAL APPROPRIATION BILL FOR FISCAL YEAR 2015 .
