Call to Order The regular meeting of the Englewood City Counci l was called to order by Mayor Penn at 7:32 p.m . 2 . Invocation The invocation was given by Council Member Mccaslin. 3 . Pledge of Allegiance The Pledge of Allegiance was led by Council Member Mccaslin . 4 . Roll Call Present: Absent: Council Members Jefferson , Olson , Gillit , Mccaslin , Wilson , Yates , Penn None A quorum was present. Consideration of Minutes of Previous Session (a) COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER YATES SECONDED, TO APPROVE THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF NOVEMBER 3 , 2014. Vote results: Motion carried . Ayes : Council Members Yates , Mccaslin , W ilson, Penn , Jefferson, Olson , Gillit Nays : None Recognition of Scheduled Public Comment (a) City Council recognized the student artists whose artwork is included in the 2015 Englewood Calendar. Communications Coordinator Hoffhines, Mayor Penn, and Council Members Wilson and Jefferson introduced and presented each ch ild with a framed and matted copy of their artwork and tickets to an upcoming Englewood Arts Concert. Mayor Penn also acknowledged , from the Englewood School system , Superintendent Englewood City Council November 17, 2014 Page 2 Brian Ewert, and all School Board Members and all of the school art teachers who were present. The student artists are: • Tracy Zhai, an Sth Grader at West Middle School • Marisa Cordova-Gama , a 5th Grader at Bishop Elementary School • Correen Martinez, an 11th Grader at Englewood High School • Megan Summers , a 4th Grader at Bishop Elementary School • Rebecca Flynn, a 12th Grader at Colorado's Finest Alternative High School • Ashley Berry, a 1st Grader at Clayton Elementary School • Tess Bray, an 11th Grader at East High School • Sarah Hagan , a Kindergartner at All Souls School • llliana Johnson, a 2nd Grader at Clayton Elementary Schoo l • Michaelanne Jordan, an Sth Grader at Englewood Middle School • Aidan Trujillo, a 1st Grader at Cherrelyn Elementary School • Shawn Michaelis , a 12th Grader at Colorado's Finest Alternative High School • Gianna Ditsworth, a 4th Grader at Clayton Elementary School Communications Coordinator Hoffhines offered a special thanks to the art teachers, the parents, and the school administrators who support these talented artists every day. Ms, Hoffhines acknowledged the generous sponsors for the 2015 Englewood Calendar: Museum of Outdoor Arts, Frame de Art, Englewood Arts, Englewood Lions Club, Colore Italian Restaurant & Pizzeria , Englewood Schools, Bernice Wolosyn, Arapahoe Credit Union and the Christian Science Reading Room. Mayor Penn introduced the 2015 Colorado Superintendent of the Year, the Superintendent of Englewood Schools, Brian Ewert. The Colorado Association of School Executives announced last month that Brian had been chosen as the 2015 Colorado Superintendent of the Year based on the positive impact he has had on public education and the lives of the students and families in Englewood Public Schools. The Association cited. Brian's strong leadership in helping transform the district with growth in student performance, an increase in the district's accreditation ranking , and increased communications and community involvement. 7. Recognition of Unscheduled Public Comment (a) Dr. Patricia Ross, an Englewood resident, expressed her opposition to the issuance of the medical marijuana license at 5005 South Federal Boulevard . She stated she felt it would likely be detrimental to the neighborhood . (b) Terry and Anna Piute, Englewood residents, opposed the granting of the medical marijuana license at 5005 South Federal Boulevard, and stated they did not want it in their neighborhood. Council responded to Public Comment. 8 . Communications, Proclamations and Appointments (a) An email from Marty Mosman announcing her resignation from the Malley Center Trust Fund was considered . COUNCIL MEMBER McCASLIN MOVED, AND COUNCIL MEMBER GILLIT SECONDED, TO ACCEPT THE RESIGNATION OF MARTY MOSMAN FROM THE MALLEY CENTER TRUST FUND. Vote results: Motion carried . COUNCIL MEMBER OLSON MOVED, AND COUNCIL MEMBER WILSON SECONDED, TO APPROVE CONSENT AGENDA ITEMS 9 (b) (i), (ii), (iii), and (iv). (b) Approval of Ord inances on Second Reading (i) ORDINANCE NO. 64 , SERIES OF 2014 (COUNCIL BILL NO . 65 , INTRODUCED BY COUNCIL MEMBER OLSON) AN ORDINANCE APPROVING SUPPLEMENT NO . 38 TO THE SOUTH ARAPAHOE SANITATION DISTRICT CONNECTOR 'S AGREEMENT FOR THE INCLUSION OF LAND WITHIN THE DISTRICT BOUNDARIES . (ii) ORDINANCE NO . 65 , SERIES OF 2014 (COUNCIL BILL NO . 66 , INTRODUCED BY COUNCIL MEMBER OLSON) AN ORDINANCE APPROVING SUPPLEMENT NO . 5 T O THE CHERRY HILLS VILLAGE SANITATION DISTRICT CONNECTOR'S AGREEMENT FOR THE INCLUSION OF LAND WITHIN THE DISTRICT BOUNDARIES. (iii) ORDINANCE NO . 66, SERIES OF 2014 (COUNCIL BILL NO . 67 , INTRODUCED BY • COUNCIL MEMBER OLSON) AN ORDINANCE APPROVING A NEW CONNECTOR'S AGREEMENT BETWEEN THE CITY OF CHERRY HILLS VILLAGE AND THE CITY OF ENGLEWOOD, COLORADO . • (iv) ORDINANCE NO . 67, SERIES OF 2014 (COUNCIL BILL NO . 68 , INTRODUCED BY COUNCIL MEMBER OLSON) AN ORDINANCE AUTHORIZING THE EXECUTION AND DELIVERY OF A FIRST SUPPLEMENT TO FINANCING AGREEMENT, WHICH RELATES TO THE CITY'S PRIOR ISSUANCE AND SALE OF THAT CERTAIN $6 ,724,000 REVENUE BOND (DENVER AREA COUNCIL , BOY SCOUTS OF AMERICA PROJECT) SERIES 2008 . Vote results: Ayes : Council Members Yates , Mccaslin , Wilson , Penn , Jefferson , Olson , Gillit Nays : None Motion carried . (c) Resolutions and Motions There were no resolutions or motions submitted for approval. 10 . Public Hearing Items No public hearing was scheduled before Council. 11 . Ordinances, Resolutions and Motions (a) Approval of Ordinances on First Reading There were no items submitted for approval on first reading . (c) Resolutions and Motions (i) Deputy Police Chief Sanchez presented a recommendation from the Police Department to approve, by motion, the license agreement and a maintenance agreement for the Coplogic DeskOfficer Online Reporting System . COUNCIL MEMBER GILLIT MOVED, AND COUNCIL MEMBER WILSON SECONDED, TO APPROVE AGENDA ITEM 11 (c) (i) -THE LICENSE AGREEMENT AND A MAINTENANCE AGREEMENT FOR THE COPLOGIC DESKOFFICER ONLINE REPORTING SYSTEM. Vote results: Motion carried. Ayes: Council Members Yates, Mccaslin, Wilson, Penn, Jefferson, Olson, Gillit Nays: None (ii) Director Fonda and Manager Russell presented a recommendation from the Littleton/Englewood Wastewater Treatment Plant to approve, by motion, the purchase of an Inductively Coupled Plasma Metals Analysis System for the Littleton/Englewood Wastewater Laboratory. Staff recommends awarding the contract to the lowest acceptable bidder, Thermo Scientific, in the amount of $135,936.07 . COUNCIL MEMBER WILSON MOVED, AND COUNCIL MEMBER OLSON SECONDED, TO APPROVE AGENDA ITEM 11 (c) (ii) -A CONTRACT WITH THERMO SCIENTIFIC FOR THE PURCHASE OF AN INDUCTIVELY COUPLED PLASMA METALS ANALYSIS SYSTEM FOR THE LITTLETON/ENGLEWOOD WASTEWATER LABORATORY IN THE AMOUNT OF $135,936.07.
