AN ORDINANCE APPROVING SUPPLEMENT NO. 167 TO THE SCUTHGATE
SANITATION DISTRICT CONNECTOR 'S AGREEMENT FOR THE INCLUSION OF LAND
WITHIN THE DISTRICT BOlJNl)ARIES .
WHEREAS, Southgate Sanitation District recommends the inclusion of approximately 2.39
ncre, into the District; and
WHEREAS, said inclusion is located on the North side of East Garden Avenue, west of
Colorado Boulevard in Greenwood Village; and
WHEREAS, the proposed inclus1Qn is to install a sewer line and connect to the existing sewer
main in the street; and
WHEREAS, the zoning of this property h Greenwood Village is currently zoned Residential
which is the proposed use of this property; and
WHEREAS, said annexation of this parcel of land will not increase the tap allocation to the
Southgate Sanitation District; and
WHEREAS, the Englewood Water and Sewer Board recommended approval ofthls Agreement
at its May 8th, 2012 meeting;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCD... OF THE CITY OF
ENGLEWOOD , COLORADO, AS FOLLOWS:
~-The Agreement between the City of Englewood and Southgate Sanitation District
entitled ·'Supplement No . 167, to Connector's Agreement", which includes 2.39 acres located on
the North side of East Garden Avenue, West of Colorado Boulevard in Greenwood Villnge, is
hereby accepted and approved by the Englewood City Council. A copy of said Agreement is
attached hereto as "Exhibit 1" And incorporated herein by reference.

ENGLEWOOD, aellng by and through its duly authorized illaYor and CltyClerk, hereinafter

Please f.nd t!-e attached documentation to request inclusion in the Southgate Water and
Sanitation Di,trict for the subject lot.
The ex.isling 2.39 acre lot is located on the north side ofE. Garden Avenue just west of the
intersection with Colonulu Blvd. in the City of Greenwood Village.
TI1e parcel includes an existing single family house with out building . The District has recently
installed water distribution mains and sewer collection mains within the E. Garden right of way

The l_ot is zoned R•2 .5 and that zoning will not change. The entire area of the parcel will be
included in the inclusion area. The use will not change from single family, however there will be
some i:emodeling. finishing of the basem"!)t, expansion of a part of the home and installation of a
swimming pool The house and out-building cover approximately 6% of the lot. It is anticipated
the home wiH require a domestic tap in the ¾" to I" range, a 4" sewer service that will accept
pumped dischllif: and a 2" R· 13 type sprinkler line.
The required documents and submittal fees are included with this transmittal, including a copy of
the checklist provided by the District. We look forward to · your review of our request and
inclusion into the District

The Water and Sewer Board, at their May 8, 2012 meeting, reco'llmended Council approval of a Bill ior an
O rdi11d11Le dµprovi11g Southgate Su pplement # 16 7 .
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
The City of Englewood pr'l·,icles sewage treatment lo approximately 32,000 accounts outside the City
through contracts with nt•m:,rous connector district,. Tl,e area is defined by the natural drainage and
extends south and east from Broadway to the Valley Highway and from Hampden to Lincoln Ave.
excluding Highlands Ranch. By contract the City of Englewood must approve any additions of land to be
served hy the rlislrirts. ThP.SP arp usually in-fill situations that are within what the City cons iders to be the
area it has committed to serve . Adequate capacity has been provided in the treatment plant to
accommodate all such future inclusions. Annexation of this parcel o i l.1nd will not Increase the tap
allocation of the Southgate Sanitation District.
A request was made by the Southgate Sanitation District representing the owner, Carla G . Shdnkle, fur
inclus ion of Supplement #167 consisting of a parcel totalinR 2.39 acres into the Southgate Sanitation
District for residential lse. The property is currently zoned Residential. The purpose of the inclusion is to

Tom Brennan, L'tilities Engineer, appeared to give an overview ofU1e ultraviolet (UV) project
for the Allen Filter Plant and the proposed Amendment #3 . This amendment is for the design of
electrical upgrades to the plant lond .center.
Motion: To recommend Council approval oflhe contraCl for additional engineering and d•JSign
services to Comp, Dresser & McKee in the amount of $53,240.00.

-~ 4. ALLEN PLANT ULTRA VIOLET SYSTEM DESIGN -AMENDMENT #4.
Tom Brennan appeared lo give an overview oflhc proposed Amendment 114 for the Allen Plant
UV system. The proposed contract will be for engineering services during construction, site
visits, specialty inspections and design clarifications .
Motion: To recommend Council approval, by motion, of the contract for additional engineering
and construction management services to Camp, Dresser & McKee in the amount of $272,814.00
for c~nstruction management services .

'.0 1 5. DROUGHT MANAGEMENT PLAN.
Yassar Abouish, Utilities Engineer IV, appeared to discuss the progress ofEngicwuod's Water
Conservation Plan and Drought Man~gcment Plan. A possible $50,000 grant fr,,, a the State wa~
also discussed . An article will appear in the upcoming Pipeline addressing drought mitigation
and conservation planning. ·
;f.\)'-6. CHANGES IN COLIFORM PROCEDURES.
Jason Clark, Water Plant Superintendent, appeared to explain the State's new coliform ,esting
procedures. The Allen Filter Plant has not experienced a maximum contaminant level violation
for bacteria in the last 30 years, but with the new policy the odds of having a violation increase
slightly.
