Ordinance Vacating 3400 Block of S. Clarkson

Duling public testimony and discuss ion of this Council Bill, it was mentioned or inferred on
several occasions that Craig (and presumably Swedish) should pay the City for the right-of-way
being vacated. This has not been the practice of Englewood in the past and is not common
practice of other juri;dictions.
It is a sta~dard practice to require the dedication of ri~ht-of-way at no cost to a local
'11 bi
jurisciction at the time of subdivision approval. C.R.S 31-23-107 states that streets designated
or described for public use 011 a plar are public property a11d the fee title thereto is vested irr
the city . In many cases the subdividP: is also required to construct the street, curb, gutter, and
sidewalks and install utilities within the right-of-way. In return, a city or county agrees lo accept
the right-of-way and the improvements as their mai11tenance responsibil .ty.
When right-of-way is vacated, it is usually accomplished without compensat ion because the
land was origrnally grven to the city or county at no cost. Furthermore, in Colorado the rule of
law is that the title of a vacated portion of a street vests in the adjoinine owner. There is no
statutory requirement for compensation by those adjacent owners.
The right-of-way for the 3400 block of South Clarkson was dedicated when two separate
subdivisions were approved . The east half was dedicated by W.J. Barker through the Evanston
Broadway Addition subdivision approved by Arapahoe County ir1 1890. The west half was
dedicated by W. V,i . Beitenman through the Westview subdivision approved by Arapahoe
County in 1908. The City assumed ownership of the right-of-w;iy upon incorporation and
annexation. No compensation was provided by the Citv to the County for assuming
ownership of th e right-of-way.
Compensation would involve establishing a value for the pr(lperty. Doing so would be difficult
because the shape, dimensions (60 feet wide by 660 feet lo, ,g) and presence oi underground
utilitiP.s rP.nd er thP. parc:P.I nPxl to impossible to dP.VPlnp. Th e recommendP.rl reservation of a
utility and transportation easement over the entire right-of-way reduces the development
potential of the parcel to zero .
The resc:rv.,tion of the utility and transportation eJsC'm~r.t over the entire length and width of
the vacated right-of-way ensures that the only improvements th~t can be constructed in the

Vaca lion of the right-of-way will facilitate expansion of Craig Hospital at ,ts current location. If

stop-signs or cross-walks present. Craig is a great asset lo Englewood , and improving l• ~ site will only

My husband, Garv, and I are past Boad members of Cra ig Hospital. We have had family and friends be
patients at the hospital. We gr•i atly adm ire the programs and policies of Craig Hospital and are writing
in support of the Craig Hospiul request to close the block of Clarkson between their east and west
buildings .
We are very familiar with that part of Englewood as we have lived in Cherry Hills Village for over forty
years . Currently we go to doctors In the Swedish Hospital buildings. Occasionally we have a family
member in the hospital Itself.
Making changes on a neighborhood street is always d ifficult. Nonetheless, we support Craig's request as
their programs simply transform liv,s. Currently, cross ing that street is dangerous for their patients ~nd
fam;ly mem~ers . Having Craig Hospital in your community is an asset that puts Englewood on a
national map. We want Craig to remain ranked in the Top Ten rehabilitation centers in the country.
They need to make changes to their campus to keep up their quality of service .
If you have never vi sited the hospital, you might set up a tour for the Council. Craig Hospital performs
miracles on a daily basis. There are not many places that do that.

I. INTRODUCTION
Craig :1ospital in Englewood, Colorado is currently updating the Master Plan for their campus .
As currently developed, Clarkson Street runs nortr.-south through the center of their site , and
while there is a 2"' floor pedestria, bridge across the street, there still is a signi. :ant amount of
pedestrian crossing activity at street level. To improve safety for patients , visitors a·1d staff
crossing the strei,t, the hospital is proposing to close Clarkson between Girard Avenue and Old
H~mr,den AvenirA . Suhsequenl convers~tions wita the City of Englewnnrt's engineering stnff
have indicated that :hey will need an assessment of impacts on the closure on vehicle and
pedestrian traffic along Old Hampden Avenue and Logan Avenue, as much of the traffic
currently using Clarkson is bound fo r Swedish Medico! Center and will shift to those streets
when Clarkson is closed.

This study assesses the impacts to traffic and pedestrians on lhe adjacent roadways
surrounding the Craig Hospital and Swedish Medical Center campuses . It includes an
assessment of the current level of pedestrian and vehicle traffic volumes on those roadways , as
well as an assessment of how pedestrian anc veh cle traffic conditi~ns would chanQe when
Clarkson is closed .

II. EXISTING CONDITIONS
A. Surrounding Land Use
Craig hospilal is a part of Englewood 's Swedish-Craig Medical Center District (medical district),
which also includes Swedish Medical Center to the west and additional medical offices and
support facilities lo the immediate south and east. Parking ga ·ages for Craig Hospital are
bcated on the east side of Clarkson both north and south of Old Hampden , while garages for
Swedish Medical Center are located on the southeast corner of the Logan/Girard intersection,
and along the south side of Old Hampden between Pearl and Washington . The area beyond
the medical district is prima :i,y residential .
B. Roadway Network
-he existing roadway system in the vicinity of the site includes the following facilities:
• Logan Streat. Logan Streel is a north -south collector/arterial ti.at is located along the
wesl side of Swedish Medical Center . II has " two-lane cross serlion with au,iliary turn
lanes at key interseclions , and a posted speed limit of 30 miles per hour (mph). The
Girard Street and Old Hampden Avenue intersections are signalized, as is the US 285
intersection one block south , making Logan one of the primary access roads for the
mecical district.
• Clarkson Street. Clarkson Street is a north-south collector/arterial that is located along
the travels through the Craig Hospital site near the east side of the medical complex . It
also has a two-lane cross section with auxiliary turn lanes at key intersections, and a
posted speed limit of 30 mph . Like Logan , the Girard Street and Old Hampden Avenue
intersections are signalized, as is the US 285 interaection one block south , so it also
serves as one of the primary access roads for the medical district. Approximately 225
feet north of Old Hampden Avenue an access to the Craig Hospital parking garage is
located on the east side of Clarkson; and a drop-off area/small parking lot and delivery
access are located on the west side of Clarkson . Driveways to parking 'ots/dro p-olf
areas are also located on either side of Clarkson within 50 feet of the Girard intersection .
• Old Hampden Avenue. Old Hampden Avenue 1s an east -west ~oliector/arterial that is
localed along the south side of the medical complex. II also has a two-l ane cross
section with auxiliary turn lanes at key interaect,r~s. and a posted speed limit of 30 mph .
It serves as one of the primary accesses for westu ,Ifie coming from US 285, and
as noted above, both the Clarkson and Logan inlersections are signalized . 8ince
several of the primary parking garages for the medical district are located on the south
side of Old Hampden and both Swedish and Craig are located on the north side , it
experiences a significant number of pedestrian crossings throughout the day . There are
three striped crosswalks for these pedestrians : one west of Clarkson at the Swedish
garage access, one on the east leg of the Pearl Street interaection at the northwest
corner of the Swedish garage, and one o;, :he west leg ol the Pennsylvania intersection
near a drop-off area to one of the medical office buildings on the Swedish campus.

• Girard Avenue . G ,rard Avenue is an east-west local street that Is located along the
north side of the medical complex. 11 has a two-lane cross sechcn with no auxil iary turn
lanes at intersections. and a posted speed limit of 30 mph . Since the main entrance and
emergency entrance for Swedish are 1,caled along Girard, ii seives as the primary
access for lhose facilities, and is lhe main route for amJulances going to the Swedish
emergency room . Goth the Clarkson and Logan inlersections are signalized .
C. Existing Traffic Vn/umes and Traffic Operations
Traffic Voli,mes
Existing traffic and pedestrian volumes in the vicinity of the site arc presented in Figure 3 .
These volumes are based on AM and PM peak hour turning movement counts and 24-hour
daily volum" cou11ts co11ducted i11 May, 2011 an:J ,lune, 2012 .
The existing tratnc counts are presented in Appendix A.
Traffic Operations
Traffic operations within the study area were evaluated according to techniques documented in
the tJJghway Capacity Manual. (T ransportation Research Board , 2000) tHCM-2000). Level of
service (LOS) is a qualitative measure of traffic operational conditions. based on roadway
capacity and vehicle delay . Levels of service are described by a letter designation ranging from
LOS A tn I.OS F : with LOS A representing lhe best possible conditions and LOS F representing
congested conditions . For signalized intersections, level of service is r.alr.11lateri fnr the P.ntii -
interseclion ; for unsigna lized intersections, levels of service are calculated for movements w.,1ch
must yield right of-way to other traffic ,,,.: ,emants.
Figure 3 shows the results of the existing condit ion analysis, including existing traffic control
anc current intersection geometry. As the figure indicates, all four signalized intersections
operate at either LOS A or LOS B duriny both peak µerious.
Figure 3 also includes the peak hour pedestrian crossing volumes crossing Clarkson ber..,een
Girard and Hampden (both at the intersections and mid-block), as well as crossing Old
Hampden between Clarkson and Logan (at both Clarkson and Logan, as well as at the three
un signalized intersections on Old Hampden).
Levels of service analyses worksheets are presented in Apperidlx B.
Both streets exhibit significant pedestrian cros sI ,1g volumes. with Hampden having
approximately 460 crossings during the combined AM/PM peak and Clarkson having
apr,roximatoly 210 crossings during those same periods . Table 1 shows the vehicle-pedestria"
exposure factors for each roadway, which Is calculated as the number of pedestrian crossings
multiplied by the number of conflicting vehicles at each crossing location . As shewn, together
lilt! existing total exposure for Ck ckson and Hampden is 282,294 pedestrian-vehicles .

A. Proposed Closure
As shown on Figure 2 , the current master plan would close C.arksun frum e point Just south of
!he drop-off driveway along the north side of the northernmost building on the east side of !he
road. to a point just north of the entrance to the parking garage structure . By doing so, Clarkson
would still provide access to both of those driveways. as well as to the delivery driveway and
patient drop-off and parking area on the west side of Clarkson opposite the garaga driveway. A
cul-de-sac for patient drop-off would be constructed just south of the northern building driveway .
Thus, the closure would allow vehicles to drop-off patients from the north and access parking
from the south, but would not allow through travel on Clarkson .
B. Traffic Redistrlbullon
Figure 4 shows how peak hour and daily traffic volumes would be re-distributed to the
surrounding road system if Clarkson is no longer available as a through route. Trips were
distributed to !he adjacent roads using the following general assumptions :
• Trips lo/from the south on Clarkson : It was assumed that traffic on Clarkson that is
destined for the Swedish Medical Center would go west on Hampden, then north on
Logan to access the Swedish main entrance and emergency room entrance . Through
trips on C .arkson would tum on Hampden. and split evenly between Logan and
Emerson, since both retain though access. Trips that were destined to the east on
Girard would use Emerson .
• Trips lo/from Iha east on Hampden : It was assumed !hat 1/3 of tho traffic on Hampden
that is destined for the Swedish Medical Center would go further west on Hampden, then
north on Logan to access the Swedish main entrance and emergency room entrance.
and the remaining 2/3 would use Emersor. and Girard to access those facilities. Trips r:i~
Hampden that used to travel north on Clarkson would now use Emerson .
• Trips to/from the west on Hampden : It was assumed that the traffic on Hampden that is
destined for the Craig Hospital drop-ott or points further north on Clarkson would now
use Logan and Girard as the new travel route .
• Trips to/from the north on Clar1\son : Most of the southbound traffic on Clarkson is
through traffic destined for US 285 , so it was assumed that southbound troffic on
Clarkson would turn at Girard and split evenly between Logan and Emerson, since both
retain thuugh access to Hampden .
• Trips to/from the east on Girard : It was assumed that all Girard traffic that was headed
south on Clarkson would now use Emerson.
• Trips to/from th e west on Girard It was assumed that eastLound traffic on Girard would
now use Logan and Hampden as the new travel route .

C. Traffic Conditions with Clarkson Closure
Figure 5 shows the resells of the traffic analysis with the closar,, ,.I -~,arkson . As the figure
indicates, all four signalized iniersections would continue to operate al either LOS A or LOS B
during both peak periods, as they do under existing conditions. With the re-routing of traffic
from the closure, there is a net increase In traffic at the Logan/Hampden intersection , and a net
decrease in traffic at the Clarkson/Girard intersection. Tile implication of lhese changes is as
follows :
Logan/Hampden : City staff has indicated that peak hour queuing on Hampden at 1r.e
Logan/l~ampden intersection can be problematic on occasion, and has expresseo " l s:s're , -,
run fiber-optic cable to the intersection so they can install cameras and monitor trafftr. from their
Traffic Management Center .
The results of the analysis indicate that the increased traffic there would increase queues on the
westbound Hampden approach by approx imately one vehicle under typical conditioM While
this additional queuing and the projected levels of service would not warrant any widening
improvements to the intersection, it may be prudent to install communications to the intersection
along with the closure of Clarkson to allow the City to monitor the changes in travel patterns and
adJust signal timing as appropriate .
Girard/Clarkson: Ttirough traffic on Clarkson destined to/from US 285 is the highest volume
traffic movement at this ,ntersection, and with the removal of that movement, there appe:us to
be an opportunity to remove the traffic signal at this intersection . With Clarkson closed to
through traffic, southbocnd traffic volumes turning left and right in the morning would still
represent the highest volume traffic movement, while in the ~vening the southbound approach
volumes are generally equal to the eastbound approach. Given these traffic patterns, it would
appear that replacing the traffic signal with all-way stop control would be appropriate. In
addition, all -way stop control provio.s a better level of safety for pedestrians t'1 an two-way stop
control, since vehicles on all approaches would yield to them . As an all-way stop, the
intersection wo~ld cperate a: LOS A during both peak period s.

Table 2 shows the vehicle-pedestrian exposure factors for each roadway with the Clarkson
closure . For the pu rpose of the analysis, the number of pedestrians crossing Clarkson at mid-
block with the road closed was assumed lo be the same as under existing conditions . As
ind icated, although the closure of Cla rkson would increase traffic volumes and pedestrian-
vehicle exposure on Hampden, it would still result in a net reduction In the total pedestrian-
vehicle exposure for both Clarkson and Hampden combined, an1 thus has a net benefit on the
area .
To mit igate the increased expos• ,re on Hampden, it would be appropriate lo upgrade the
pedestrian cros5ing signage at the crosswalk on the east leg of the Pearl Street i'1lersection (the
highest volume crosswalk along that road) to one that includes pedestrian-activated flashing
lights around the sign, similar to the lighted crossing signage on Inca Street at the garage
entrance and at Englewood Parkway .

Approximately 4,700 vehicles per day use the segment of Clark son throug11 the Craig Hospital
site proposed for closure. These trips were assigned to th e adjacent road ·;ystem based on
their trip origins and destinations, and assessment was completed of the ;mpacts to vehicle
traffic operations and pedestrians. With the re-routing of traffic from I! ,e closure, there is a net
increase in traffic at the Logan/Hampden intersection, and a net decre~,e in traffic at the

increase queues on the westbound Hampden approach by approximately one vehicle
under typical conditions. While this additional queuing and lhe projected levels of
service would not warrant any widening improvements to the intersection. City staff has
indicated that peak hour queuing on Hampden at the Logan/Hampden intersection can
be problematic on occasion under existing traffic patterns, so it may be prucenl to run
fiber-optic cable to the intersection so the City can install cameras to monitor traffic from
their Traffic Management Center ar.d adjust signal timing as appropriate
• Al the Girard/Clarkson intersect,on, with the removal of through traffic on Clarkson, there
appears to be an opportunity to remove the !ra'fic signal al this location . Southbound

If the vaca tion is approved, the cost of maintaining the one block of right-of-way will no longer be
borne by the City. These c:ists include periodic repair;, sweeping and snow plowing. Craig and
Sw1;>dish wou ld be responsible for whatever mainlenance occurs . Because the property would
revert to privat e ownership. it would be combi ned with the adjacent parce ls on the tax rolls and
would be subject to property taxes .
Vacation of th e right-of-way will facilitate expansion of Craig Hospital at its current location. If
construct~d, t,e City would collect one-time reven, • .-; of building use tax; furniture, fixtures and
equipment us e tax; and building permit fees on th<: estimated $70 million project.

History of Craig:
Since 1956, Craig has treated nearly 29,000 patients with SCI and T8I. and has treated more
paUents with SCI than any other single facility in the U.S . At any given time Craig has
approximately 55 Inpatients with SCI and 30 patients with TBI, for a total of approximatAly 450
inpatients per year, and 3,000 outpatient discharges per year. Craig is regarded as a premier
national center of excellence In the marketplace and each year patlenta and families come to
Craig from 47-48 states. Craig has been ranked by U.S. News and World Reportfor 23
consecutive years . Craig is accredtted by Joint Commission on AccreditaUon of Healthcare
Organizations (.!CAHO), and has twice received the prestigious Magnet® Recognition• In 2005
and 2010.
The Craig campus consists of two inpatient hospital buildings with 93 hcensed beds, an
outpatient clinic program, a PEAK Center Wellness and Fitness Center, a 47-unlt Family
Housing and Outpatient Housing facility, and a :3 story parking garage. Craig has approximately
576 full time equivalent staff, and approximately 200 additional part-time and on-call staff.
Craig Hospital -Expansion Project Scope:
The purpose of this major project is to ensure Craig Hospital remains a top level care provider
with cutting edge laclllty capabilities and amenities for Patients and Family members. Craig Is
recognized as a Wortd Class Care Rehabilitation Center of Excellence which requires ongoing
development and upgrades to stay competitive In the national and lntematlonal markets. That
said, adding more beds is not the goal or outcome for this project. Instead, moving to all Single
Occupancy Rooms, rearranging organizational relationships throughout the facility, increasing
the program space for Outpatient Therapies. PEAK rehabilitation, and allowing all departments
to expand staff and work areas are the locus. These revisions and additions will allow the staff,
patients and family members to experience even better care, more controlled facility
environments and accommodations that help remove the stress of serious rehabilitation.

Representatives of Craig Hospital approached City staff several months ago about the potential
closure of Clarkson Street to accommodate a planned expansion of the hospital. Community
Development, Public Works, Utilities, Fire, Poli ce and Building a1 ,d Safety staff have been
involved in meetings conce1 ning this issue.

accommodate the expansion of the 1-\ospital benefits the City as well. Expanding the current
campus retains this nationally renowned hospital and the associated employment within the
City of Englewood. One-time building use tax on the expansion is a considerable source of
revenue for the City.
Primary concerns with the vacation and subsequent closure include the rmpact on emergency
vehicle access and response times to Swedish Hospital, impacts on non-emergency traffic and
circulation patterns in the area, and how those vehicular impacts may impact pedestrian
mnvements and safety in the area. Craig prepared a traffic study to address these concerns.
The iraffic study has been rev iewed b1· Publ ic Works Department and Fire Departme11t staff
memhers who have indicated there are no significant issues with the closure of Clarkson.
Traf,k impacts are manageable, however, sume of the details of the proposed mitigation

Mr. Jeff Rea:n of Felsburg, Holt and Ullevig spoke next His compa ny provided a traffic
analysis for the site. He stated there is a lot of pedestrian traffic on both Clarkson and Old
Hampden. Traffic counts were collected al iour signalrzed ; 1tersections: Girard, Hampden
a11J Lhe two on Logan. Pedestrian cou11ls were collected mid-block on Clarkson and al all
of the crossings on Old Hampden on the south side of the Craig campus. LJaily traffic

counts were also done on several surrounding streets . This was all done to see how the
current system is operating. There is a significant amount of pedestrian traffic due lo the
fact there are several parking garages in thP ar~a . ThP ,11101• showed approximately 4700
cars a day travel this section of Clarkson . About 800 of those cars are going into and out of
\he Swedish garage, which leaves about 3900 cars going elsewhere. Half oi that is traveling
m,.-•h of Girard. Through traffic is less than half of the total traffic. He focused on the
impac,; right around the campus area. Points dis cussed included:
► Most people coming to Craig come from the south and the cast
► It is proposed to remove street parking on the west side of Emerson and the
south side of Girard
► Suggest a 4-way stop at Clarkson and Girard, removing the signal

► Flashing pedtstrian signs at Pearl ,ind Hampden and several other locations
► Trying ,o keep traffic from routing onto residential streets

impact levels oi service

► A map of neighborhood traffic control was viewed and discussed
► Questions about mass evacu 1tion were addressed
The Commission asked Mr. Fordyce what the general feel of the publ ic meeting on August
25'" was. He again noted 1000 invitations were sent out and about 18 households attend.
There was concern about what the traffic is going to look like on my street, why are Craig
employees parking in front of my house and comments about the City needing to do a
better job because people are speeding on our streets . He said he felt the meeting ended
up very positively . The people thanked him for the opportunity to voice their concprns. HP.
told them the:ir concerns would be addressed and Craig would work with the City to sec if
we c.rn help mitigate some of the issues like parking or speedinit. He stated he sent an
email to all his staff asking them to be good neighbors and to park in the hospital's parking
garage .

Hospital, we have residents . Peop:e that come to Craig are there 4S days to 6 months with
their :amilies; they live in ~nglewood. The also come back to Englewood for the rest of their
life for their care . Please consider their safety and the fact th.11 they are part of this
community.

recommendations and will r.ontlnue to work with us to resolve any Issues.
The Ptre Oepartmentstaffagreed that the proposed vacation of the 3400 block of South
Clarkson would not pose any obstacles that cannot be overcome, and would minimize the
potential for auto,pedcstrian accidents associated with the present configuration of th~
campus.

City Council requested information regarding accident statistics at the inte,section of
Clorkson and Girord, os well o,: on Clarkson adjacent to the Craig Hospital entra.,ce
(3◄00 block). Both Clork,on And Girard ore classified os collector str>C'-"; the average
traffic volwnc oo Clarkson is approximately 4,700 vehicles per day (,'Pd), Girard carries
about 1,500 vpd .
Staff looked at accident data at these locations from 2007 to date . 011' record; show that
a total of seven crashes were reponcd at the Clarkson and Girard Inters ,ctlon and a total
of six crashes In the 3400 block of Clarkson during that time (please see summary
below).

There w.••s only one rear-end with injury accident in this study area (in 20 I 0), The
accident data also indicates that• majority of crashes in rite 34-00 block of
South Clarkson involved either parted vehicles or vehicles making parking maneuvers .
Please note that even though lhere is a of history of"cl~~• calls" relaJed to pedestrian'
vehicle conflict., in this area, no pedestrian type crashes were reported over this period of
time .

Dear Administrator at Craig Hospital ,
As an owner of a property on South Clarkson Street, and two other pro,lerties nearby , we would
like to let you know that we wholeheartedly endorse your pion to close the section of South
Clarkson around Craig Hospital. We think it is a great idea. We see cars speeding quickly up and
down South Clarkson Street every day ond people struggle to cross the street around the
hospital. We think that this sort of innovative thinking will improve neighborhood and
hospital safety and it will enhance the neighborhood as a whole .
A few years ogo, we consulted with the City of Englewood about doing some urban landscaping
on South Clarkson Street to slow down traffic and we received endorsement to come up with
some possible pl011S . With local and national economic troubles , we put our ideas on hold, but
your proposals perhaps will energize us tu initiate some planning if we can find other interested
neighbors .

Dear Mayor Penn :
We are surprised that Council ls even considering the potential of closing South Clarkson
per the request of Craig Hospital. Our home is located east of Broadway and north of
Cra ig Hosp~al. As we count the number of Englewood streets east of Broadway that
provide direct access across the creek, we find Lincoln , Logan , and Clark c'On -three .
(And , we find that Lincoln provides only cumbersome access across the cr.:-ek .) To
consider pennanont closure of one-third of these streets is unthinkable.
Is there some undisclosed plan to build a traffic tunnel under the Craig Hospilal-desired
green space? Where do the city traffic eng ineers think that traffic re-routed from Clarkson
will need to travel?
Clearly, we think this is an extremely poor plan, and that Craig Hospital must be
encouraged to seek some other solution to their issues.

Dear Mr. Fordyce,
This is in response to your letter of August 13, 2012 in which you propose closing
the 3400 block South Clarkson Street.
With all due respect to the quality of care provided b_y your medical institution, it
is my f irm opinion that your pla •· would introduce considerable inconvenience
and further street congestio 1. .ur the citizens of Englewood and surrounding
areas .
For my personal address , as well as my neighbors', Clarkson is the most direct way
to access our street, East Amherst Place, which does not extend west through to
Logan , an already heavily used arte •ial.
It would seem preferable that your needs be addressed by increasing use of the
existing crossover br idge and that if further access is needed , you consider adding
another crossover bridge or an underground tunnel rather than closing an
important automobile access route to the Swedish Medical Complex and other
nearby places of need.
It is my sincere hope that you will pursue all other possibilities for satisfying your
needs rather than to close the 3400 block of South Clarkson Street.
