Council directed staft to draft a resolution for a transfer and supplemental appropriation for $100,000 (Long Term Asset Reserve funds) to iund the repair of the fountain and ameni1ies at the Little Dry Creek Plaza adjacent to Englewood Marketplace. The reoair of the iountain is considered an incertive to have McAlisters Deli locate ,,1 !he Marketplace. RECOMMENDED ACTION Staff recommends City Council approve the at:ached resolution for a transfer and sJpplemental appropriation of funds for the repair of the fountain and amenitie5 at th e Little Dry Creek Plaza . The McAlister's concept is similar to that of Panera Bread and Comer Bakery . Colorado franchises are currently found in Aurora, Pueblo, Fort Collins a:ld Grand Junction Economic Development Manager Darren Hollingsworth was approached earlier lhis yctu by the representative of McAlister's franchisee group and the broker for Englewood Market Place regarding a possible restaunmt to be located at the site of the former Blockbuster Video. The group's representative is asking for City assistance in establishing a restaurant at Market Place, specifically , the lcuer of intent with Market Place includes a contingency that the lease is subject to the City 's agreement 10 recondition the fountain , provide maintenance of the plaza and provision of a license agreement for outdoo r seating . Within ccnain limillltions , outdoor seating may be accomplished administratively through a City permit, and in addition, some repairs are needed in the pla7..a area to steps, railings, concrete and tlagstone . The fotmtain , which has been out of operation since 2008 due to budget reductions, will require repairs, cleaning and modification . In its previous operation , the fountain drew large quantities of water from the pond area of Little Dry Creek. The volume of water required multiple pumps that were expensive to maintain and to operate, in excess of $4000 som~ months in Xcel charges alone, which is the primary reason that the fountain operation was discontinued . The Public Works slaffhas proposed that the fountain be changed lo a "closed system " that recirculates potable water, rather than drav.ing water from the pond. This would allow for use of sm•II, more energy efficient pumps aud avoitl 1l1t: issue s of din, debris and odor that come with the brackish creek water. The cos t of a modified fountain is also considerably less costly than reacti vating the fountain as it previously operated . II should also be noted that a pre·:io"s prospective restauranl tenant for the same site had also inquin.:u about the Cily ,1ctivati11g the fountain. The Markel Place broker has had interest from other poten1ial tenants • this space ; however, those uses would not generate sales tax, or provid e the level of activity tliat a restaurant would . Staff believes construcling the needed improvements would be u good investment , give.:n th e pre:jc:tcd net income from sales tax nnd lhe benefit 1ha1 would be realized hy 1he entire area from increased busine ss activity. If Council suppons the proposed plan, staff will proceed wilh lhe recommended improvements.
