A RESOLUTION APPROVING A GRANT APPLICATION TO TI-fE COLORADO
DEl'ARTMENTOFTRANSPORTATION 2014 -2015 FAS TER TRANSIT FOR A
PEDESTRIAN BRIDGE AT TI-IE OXFORD Ll<iHT RAIL ST A I ION .
WHEREAS , Littleton Capital Panner s (LCP) subm itted a propo sed development at Martin
Plastics site, one of the primary concerns is pedestrian acces s to the Oxford Light Rail Station for
the proposed development ; and
WHEREAS , a traffic srud y for the devel opr..1ent reco gni zes that as a lou g-tcnu sol uti ou, a
gra de-separated (bridge) cro ssing over Oxford would benefit existing pede strian traffi c as well as
the tenant s of the new de,•elopm ent and pote nti al future devt!opme~t sooth of Ox fo rd ; and
WHEREAS, tl1e Englewood City Cu w,c,I pass ed C.B. 47 , Series of2012 on first readin g on
Scp :ember 4, 2012 and he ld a Public Heari ng on September 17 , 2012 pe,1.-:ining to the Oxford
Station TOD Planned Uuit Devel opment at thi s sac; and
WHEREA S, in a recent meeting with the developer.; of the Ox fo rd Stat io n TOD and
representatives of RTD , tho Ci ty learned that applications arc nnw being accepted by the
Col orado Dcpanmcnt ofTn111sponation for 2014 -15 FASTER transit funds and are available fnr
transit fa cilit ies and equipment with a minimum cos t of$ I 00,000; and
Wl·IEREAS , the Cit y of Engl ewood ha s prep ared a grant app lication fo r the Oxford pedestrian
bridge in cooperation with RTD , which wi1 i also provide • lett er nf suppon ; and
WHEREAS , if the gTant is award...t it require.< a 20% ma:ch which will be in the range of
$300,000 -$400 ,000 with funding not required prior to 2014 ;
NOW, THEREFOFE , BE IT RESOLVED BY THE CITY COUNCil. OF THE CITY OF
ENGLEWOnn , COJ .r>R.A:JO, AS FOLLOWS :

the Colorado Ocpanment of Transpon ati on 2014-2015 FASTER Tran sit for a pedestrian bridge at

BACKGROUND

,-,roperty located on 1he southwest corn er of West O xiord Avenue and South Na va jo Street into a resideetial
use transit -oriented development.
City Council has conducted first reading and a public he ari ng on the proposed Oxford Station TO D
de vel opment. Of primary concern is pedestrian acc ess In the Oxforrl light Rail Station from the proposed
developmen t. The traffic study for the development recognizes that as a long-term solution, a grade-separated
(bndgei cro;sing over Oxford would benefit existing pe de str ia n traffi~ a, wdl as the tenants of the new
de ve lopment an d potential future development south of Oxford.
In a recent mee1 ing wi lh Littleton Capital Partners an d re p es entative, of RTD, staff learn ed th at applicalions ,re
now being accepted by fae Colorado Departme nt of Transp ortat ion for 1014-1 5 FASTER transit funds. Th e
FA STER transit grant5 are ava ila ble fu r transit facihlies and equipment with a minimum cost of $100,000.
Staff has prepared a grant application for th e O xford pe des trian bridge in cooperauc•n with RTD, which will a:so
provi<.Je a le11 e, of supµorl. Cost for preliminary engineering service s needed for th e grant applicatio n w ill be
covered from an existing Pubiic lmpr ovem ~nt Fund .
FINANCIAL IMPACT
Th e grant , If awarded, requires a 20% loca l match . Th e ,o tal amount of the match w;li be io lhc range of
S300,000•$400,000. Funding will not h e requi•e d prior to 2014 . The primary source of the City's match will ::,e
the City's Publ ic lmpro ve men 1 Fun ,i. ;;,,w ever , some of the cost may be Gffset through development fees
and/or partidpation of RTD .
