RE: Letter or commendation for the Englewood Police Department and members of the
Neighborhood Services Divi&ion's Impact Team
Dear Mr. Mayor and Members of the Englewood City Council :
We would like to express our gratl!ude and appreciation ror all the assistance given us
over a two-year time period by the Englewood Police Department and members or the
Impact Team. Without their help we certainly would have stopped investing in our
neighborhood and moved out of the City long ago .
We moved lo our home on W . Layton Avenue in the summer of 2007. West Layton
Avenue was definitely the quietest street we'd ever !lved on anc we quickly became
accustomed to the pleasure of s itting on our back patio at dusk and watch ing the sun
set while the bats began to clear the night air of bugs. Our neighbors were very nice and
we thoroughly enjoyed the mellow atmosphere of the street.
That all changed in August 2008 when new renters moved into the house immediately
east of ours. We had to call the police at 12 :45am on a Wednesday night, three days
after they'd moved in next door, to break up a domestic disturbance that had started at
midnight. For the next two years, the middle-aged couple next door allowed their three
dogs to bark in the backyard at all hours of the night and day (I actually heard the
woman of the house pra ise the dogs as they barked), threw very loud parties (usually
on Su~day and Monday even in gs), and ha d screaming matches with each other nearly
every day or night.
We ca lled the police department to register a complaint at least 15 times by the time
they were finally evicted this past fall. If we had called the police department every time
we were woken up or disturbed by the neighbors the number wou ld have been closer to
50 or 75 times .
it was because of the diligent work by the Englewood Police Department and, in
particu lar, of Sergeant Joe l Jose and the oth er members of the l :npact Team, tha t we
wern able to regain some peace in o ur homa . Each ti me we c?.1led in a noise complaint ,
the re sponse was pro mpt and the officers were polite and professional. Each time we
as ked for more deta ils (usually in our living room in the very ea rly morn ing) about what
cou ld be done to regain our quality of life, the members of the po lice department

provided helpful tips and lmportanl Information. We followed '.heir advice and finally, this
past fall, the next door neighbors were ev icted . Thanks to the Englewood Police
Department, we are recommitted :, our neighborhood and remaining residents of the
City.
We sincerely hope that the efforts of the Englewood Police Deoartment and the Im pa ct
Team are supported In the future so that their Important wori< helps to keep the City of
Englewood a quality place to live.

Th e L~ngiewoo d Ci ty Charter requ ires that the numbe r of registered voters be reviewe d every fo ur yc ~:us in an effort
to equ~•i.e the Council Districts.
The Englewood City Charter (Article Il l , Sectio n 20) requ ir•s that th e number of registered vote rs should vary no
more than 15% between the hi ghest and lowest Council D istricts . We us e the number of reg istered voters , as
determined by the number registered to vo te at th e preceding general munici pa l el ection, which was November 3,
2009 .
The Conslltuuon of the State of Colorado (Article V, Section 46) has a population provision wh ich case law
supports, even though the prov ision Is not specifically applicable to municipa lities . The provision stipulates tha t the
popul ation of the d istricts reflect no mo re than a 5% differentia l between the most and the least popu lated district .
The Election Com ,nission is charged with rev iewing and recommending redistricting to City Co un cil. The Charter
requ ires that redistricting be co mpl eted at lea st six months before the general munici pal election at which it is to
become effective .
In Jun e of 2009, I contacted the Arapahoe County Cler1( & Recorder, Nancy Doty, to try to determ ine how long 11
would take the County to establish new precincts based on the 2010 Census They really don 't know how long it
will take to re vie w and re-precin ct . Ms . Doty is not anticipating a lol of change to the Englewood , County precincts.
And we do not know when the Census infom1alion will bv distributed . After discussing this with City Attorney
Brotzman , Deputy C ity Manager Flaherty and Finance an~ Adm inistrative Services Di recto1 Gryg lewicz we agreed
to go ahead vi th the redist ricting for 2011 , based on the 2000 Census figures .
John Voboril, C ·i mmunity Development Planner II , wor1(ed on th e red istricting scenarios. He said he ran the
numbers !er th,, two sce narios we had last time , -and th ey bo th still work . The current bounda ries just barely me~l
the regis,e•ec vol<,, spread of less than 15%, but it does meet our crite ria . Mr. Vobo ril indica ted there were other
poss ibi ,ib ::,. however the y wo uld require a sec ond precinct split, wh ich we always try to avoid.
