WHEREAS, lhe City bas spent a great deal of money and effon promoting its downtown area
BS a shopping destina tion and a cultural and ani!tio venue; and
WHEREAS , it has been brought to Council's a,1ention !hat some busin•·ses in Englewood
feel lhe Unified Development Code does not adcc,ustely address the use of banners and poru,bie
signs in relation to the remainder oflhe Sign Cor.e; and
WHEREAS, at a p..blic fonim held on September 22, 2009 to discuss temporary signage, a
recommendation was made to assign !he Alliance for Commerce in Englewood (ACE) wilh lhe
task of studying lhe issue of temporary bannm and ponable siJIDI and making recommendations
for changes to !he Sign Code ; and

WHEREAS , lhe City Council imposed a four month mon11orium or temporary suspension of
th e enforcement of certain provisions of the Englewood Municipal Code 2000 pertaining to •
banners and poru,ble signs BS necessa111 to implement and begin review of the Unified
Development Code; and
WHEREAS, because the review requires considenition of many interrelated issues lhe
Planning and Z.Oning Commission n,quircs more time to complete dlil review ; and
WHEREAS, the City Council detennines that an additional six month extension of the cUITent
moratorium or temporary suspension of the enforcement of select provisions of the Englewood
Municipal Code 2000, the Sign Code, pertsinin g 10 banners and portable signs is necessary to
continue review of the Unified Development Code .
NOW, TIIEREFORE, BE IT RESOLVED BY THE CITY COUNCil, OF THE CITY OF
ENGLEWOOD, COLORADO THAT 1llE CITY COUNCil, RECOMMENDS THE
MORATORIUM OR TEMPORARY SUSPENSION OF 11ffi ENFORCEMENT OF SELECT

On Septer ,ber 10, 2009 , the Colorado Economic Development Commission (EDC) approved Enterprise Zone
Marketing Grants to be evallable to the 18 Enterprise Zones In Colorado for CY2010.

1. Purpo11: The purpose of this grant is to provide the Grantee with matching funds for the
promotion of the Enterprise Zone and economic development In the Enterprise Zone area. The
following specific expenditures are listed In the contra::t and are cons idered qualifying expenditures:
a. The preparation, production , and/or distribution of market researth , marketing collateral,
direct mall campaigns , Enterprise Zone lnfonnational sem inars/events , onllne med ia
advertis ing , online Informational service, trade show promotions. Dirac! business prospect
visitation and the promotion of events/desllnatlons thel attract tourists or econom ic activity
to the En terprise Zone area , also qualify.
b. Other closely related actJvitlas may be accepted with p!iQr approval by the State .

Commonwealth Management Services, Inc. (ACMS) at their October 19, 1998 meeting.
Council approved a GAC lease agreement with American Wa ter Resource at their Feb rua ry 22,
2005 meeting.
Council approved a GAC lease agreement with American Water Resource/A.A.E.T. at their Janua ry
22, 2007 cneeting.

BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
Seasonal algae events in the Allen Water Treatment Pla nt's raw water supplies lead to comp la ints of
musty tastes and odors from Englewood cus tomers. Carbon filters have been used successfull y for
effective taste and odor removal. Th e granular activated carbon removes tl,e organ ic and inorgani c
material which causes the taste and odor problems .
In the pas~ th e GAC media has been leased, but th e option of leasing media has been discontinued
by the supplier aad, therefore, quotes must be obtaine d fr om prequalifled suppliers to purchase the
GAC. Carbon will require periodic repla cement every 30 to 36 month s,
Camp, Dresser & McKee, th e City's engineering consultan~ compiled a list of three qualifi ed
contractors that have the technical capabilities to analyze the GAC media In case of co ntamination
or water quality issues. Caison, Norit Americas and Siemens received 'Request for Quote" packets .
The selected con tractor will install the new GAC and remove, recycle and replace the media at the
end of the life cycle. The existing media will th en be sold back to the company to be recycled .
The proposed service con tract \\ill phase in a 101al of Iii e fi lt ers, each ,equrring 2,700 cubic feet of •
GAC. Media in filters #5 and #6 will be replaced in 2010, filters #2, #3 and //4 will be replaced in
20 1 I. Th e agreement will provide labor and equipmenl for the rem oval and replac ement fo, thirty months, along wit h GAC testing everi• six mon th s.

petro leum odor in the water coming into the treatm ent plant fr om the Platt e Ri ver. Us in g Plant
perating Proced ures, th e opera tors on duty shut off the intake of tM s wate r and stopped th e wnter
fr om ent erin g th e plant. TI1ey imm ediately co ntact ed the Environm en tal Protection Age ncy (EPA)
and EPA representatives we re soon al the sce ne to take samples . Du e to the opera tors' quick effort s,
