In 2('03, the an nual Food for Fin es program was expanded to twice a yea r at th e req u es t of the Library Board, and subseq u en tl y ap prove d by City Council, for two weeks during th e summer as well as two weeks between Th anksg ivin g and Christmas as a way to mitigate th e increase in Overdue Libra ,y Fin es and as a way to enco urage th e tim ely return of EPL materia ls so th at th ey can be use d by more people. Th e two weeks of th e Summe r Food fo r Fin es program covers th e las t week of th e public sc hool year and th e first week of vaca ti ons, a time during w h ich stud en ts and teach ers are deaning out th eir desks and lockers in prepara tion for the sum m er break and numerous overdue Libra,y ma terial s are loca ted, whereas the two wee ks of th e Wint er Food for Fines pro gram traditionally cove rs th e period between th e Thanksgivi n g and Ch ri stmas ho li da ys. "Planning" is the first word in the name of this Commission , which implies we should be look ing to • the future . Like so many of the recent is sues , we are reacting to a request while trying to minimi,,e the time frame . The approach chose n is certain ly the easiest, it focu ses on th e problem at hand but ignores the future . We have establ ished that buy back, consignment, used and thrift stores are not th e same so why shou ld we perpetuate this error and continue to keep them lumped together ? They need to be separated , even if we allow them all in BI district. The next issue is whether we sho uld allow large footprint "thrift stores" in the BI district When I look around the Bl distri ct I don't see any available large properties, so allowing th at use in Bl poses no real threat but.. in my years in Engl ewood thi s BI district has gone through a number of dramat ic changes . Many of you may remember when the building currently housing Ta ble Steaks was a "thrift store", and maybe yo u even remerr:tier when it was a discount store and the original home for Ched~r Auto Parts , but I can remember even before tlmt, when is wns a supermarket. During my years in Englewood, Kittg Soopcrs bas been in 3 different locations. For many years Walgreen's occupied the current site of Kaufman Men~ Wear. Before the ill fated Trolley Square that block was home to a stationary store (now called ollicc supp ly), a hobby shop , a Woolworth's (for the _vounger members, a "five and dime" or "dime store", similar to a dollar store before inflation), a women's clothing store , a bank, a departm ent store, and even the original location of Nathan's Funtastic . Also, !he Fire/Police building that was topped witl1 the griffin you now pass on th e stai rs coming to our study Gessions . My point? Things change, it would be foolish to expec t the area to remain sta ti c in the fmure . lfwe • are prepared then a panic mode reaction may be avoided in th e future . During much of my tenure on the Englewood Urban Renewal Authority , we hav~ been looking for a development on our "Acowa Property"'. curre ntly the parking lot alo ng the 34 00 block of South Acoma) that would attract pedestrian traffic to the downtown area . If we can get people out of their cars, they ca n see what the other downtown businesse s have to offer and hopefully revitalize the area . "rhrift Stores" frequently occupy forrn ·~r supermarke ts becau se they have large footprints, and large parking lots . ln fact, the building that currently houses the Goodwill store on Broadway was originally 11 supemmrket . If you watch , you will see the patron s of these sto res almo st alway s arrive in automob iles whether buying goods or donating them ; tl1e parking lots are well used . With the large store frontage and parking conveniently located adjacent to the store th ey just don't generate much pedestrian trallic past neighboring businesses . Just like other "big box " type uses it doe sn't lit th e down town mod el.
