AN ORDINANCE APPROVING THE SALE OF FNE PROPERTIES ON THE OPEN
MARKET, WlilCH WERE l'URCHASED AND REHABILITATED WITH FUNDS i,ROM
THE NEIGHBORHOOD STABILIZATION PROGRAM GRANT AND THE LTAR FUND ,
WHEREAS, the Englewood City Council approved Resolution No . 34, Series of2009
authorizing the City to apply to the Department of Local Affairs, Colorado Division of Housing for
a portion of Arapahoe County's allocation of the Federal Neighborhood Stabilization Program
funds (NSPI); and
WHEREAS, the City Council approved Ordinance No . 37, Series of2009 authorizing the
execution of a ccntract for Neighborhood Stabilization Program grant funding between the State of
Colorado Dcparanent of Local Affaira and the City of Englewood ; and
WHEREAS, the City Couru:il approved Ordinance No. 49, Series of2009 authorizing the
purchase often (10) unidentifi ed, single-family, vacant, foreclosed properties located in the
eligible census tracts throughout the City of Englewood to fulfill the NSPI contract with the
Colorado Department ofl...,-caJ Affairs; and
WHEREAS, five such properties arc almost ready to be sold to private parties who will sec=
their own financing , thereby replacing the grant funds used and returning those funds to the State
Program; and
WHEREAS, if an offer to purchase is received from any City employee, their family members,
or any business in which a City employee has a financial interest, the offer will be submitted to the
Englewood City Council for approva:;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD , COLORADO , AS FOLLOWS :
~-Approval is hereby given for the sale of five properties on the open market which
were purchased and rehabilitated with funds from the Neighborhood Stabili1.ation Program Grant
and the LT AR Fund . Said properties will be sold to private parties who shall secure their own
financing and the State Funds, which were used to purchase and develop said properties, shall be
returned to the Neighborhood Stabilization Program (NSPI).

Secti on 3. The sa le of these properties shall req uire the purcha ser to agree as fo ll ow s:
I. All households being served must qualify under the terms of the NSPI Grant.
2. The pu rcha si ng household will und ergo a minimum of 8 hours of HUD app ro ved
homeown ers hip co un se ling .
3. The purchasing househo ld must occupy th e propert y as a pri ncipal residence fo r a
minimum of fiv e years.
Section 4. The sa le pri ce shall be equa l to or less than th e cos ts to acquire and red eve lop
the home .
Section 5. Th e Supplem ental Approp ri ation will be reimbursed to the NSP fund s and the
LT AR fund s upon the reh abilitati on and sale of the forec losed properti es .
~-The Mayor and the City Clerk are authorized to exec ute the proper form of deed for
the co nv eyance of these properties pursuant to Secti on 72 of the Englewood City Charter .

One of th e co ncerns is th at th e store will not be open seve n days a week whi ch wi ll all ow the dumpin g of junk
on Sundays just like you see at other thrift stores . We are proud of this area of Broadway and wo uld hate to see
junk in the alley , parkin g lot, or on th e front si dewalk . For examp le, we wo uld rea ll y be up se t to gel up one
morning to find we co uld not ge l our ve hi cles out of our drive beca use someo ne dumped a sofa behind our
gates. Eve n thou gh the owners mi ght be we ll-m eani ng an d not condone thi s type of ac ti vi ty, if they are closed
on Sunda ys, th ey will not be abl e to co ntrol the ac ti vity. And what abo ut the act ivity afte r hours? We have
students (mo st of whom are female) two eve nin gs a week in classes. We wou ld not lik e to have them bothered
with people leav in g junk at nigh t as our stud ent s le ave classes. No r do we want ove rfl owin g dump sters in thi s
area, es pec iall y our own dumpster be in g used by peop le who arr ive after hours an d depos it their junk in our
dump ster.
We also remem be r when th ere was a thrift store a few doors No rth of here severa l years ago , th e owners put
merchandis e out on the si dewalk during the da y ca using the area's appearan ce to mirror th at of Juarez, Mex ico.
We do not want thi s to happen eith er.
Please con sid er these co ncerns befo re chan gin g the ex isting code to all ow for thrift stor es in our neighborh ood.

As a supporter of Denver Christian Schools, we support the zoning amendment Ca se #2010-03: Unified
Development Code Amendment s Permitting Buyback, Second-hand, Thrift and Consignment Uses in the
MU-B-1 Zone District. We support the Renew Store to be opened by Denver Christian Schools at 3473
South Broadway as a good addition to the downtown shoppin g area generating destination shopping trips
and offering interesting, eclectic merchandise for shoppers in all demographic and economic categories.

time fram e . The approach chosen is certainly the cosies t, it fo cuses on th e problem at hand bu t igno res

We have establi shed that buy back, consign ment., use d and thrift stores arc not th e same sn why should
we perpetuate this error and continu e to keep them lumped to gether'/ They ueed to be separated , even
ifwe allow th em alJ in Bl di strict.
Th e next iss ue is whether we should allow large footp rint "thrift stores" in the Bl district. When I
look around the BJ district I don't see any available large properti es, so allowin g Uiat use in Bl poses
no real threat but... in myyears in Englewood this Bl di stric t has gone through n nUJllber of dramatic
changes. Many of you may remem\Jer w~en the building currently housi ng Tal)le St ea ks was a "thrift
store", and maybe yo u even remember when it wa s a discount store and tl1e origit,tal home for Checker
Auto Patts, but I can remember even before that, wherc is was a supermarket DIIJ'\llg niy years in
Englewood, Kihg Soopem has been in 3 diffe rent locn lio ns . For many years Walgreen's occupj ed the
current sfte ofKnufuJan Mens WC!lr. l;lefore the ill fated Trolley Square that block was homo to a
stationary store (now cal led offi ce su ~ply), a hobby shop, a Woolworth's (for the younger mem bers, a
"five lltld dime" or "dime store". similar to a dollar store before infl ation), a women's clothing store, a
bank, a department store, and even the original location ofNathwi's Funta stic. Al so, tl\e Fire/Police
building that was topped with the griffin yciu riow pass on the stai rs coming to our study sessi on s.
My point ? Things change, it would be foolish to expect th e area to r,:m ·a stati c in the future. lfwe
are prepared then a panic mode reaction may be avoided in the futur e ..
During much of my tenure on !be Englewood Urb an Renewal Authority , we have been lookin g for a
development on our "Acoma Property" ( currently the parking lot along th e 3400 bl ock ofSouU1
Acomn) tl,at would al!rac l pedes tri an traffic to·the dow ntown area . If we cau ge t people out of their
c11rs, Uu,y can see what U1e other downtown businesses have t.o offer :md ho pe full y revita li ze the area.
"T hrift Stores" frequ ently occupy fo rm er sup ermarkets because they hove large footpri nts, and large
parking lots . In !act, the building Uiat currently houses the Goodwill sto re on Broadway was originally
a sup ermarket. If you watch, yo u will see the patro ns of the se stores nl mo st always arri ve in
automobiles wh eU1er buyin g goods or donating them; th e parking lot.s are well used. Witl1 the large
store fron ta ge nnd parking conveniently located adja cent to U1e store they just don't generate much
pedestrian traffic J)ast neighbori ng businesses. Just like 0Ll1ec "big box" type uses it doesn'L tit tlie
downtown model.
That is th e rea son I don't be li eve tha t large footprint "thrift stores " are a goo d fit for our B I di stric~ and
why I hope you will reco nsider a.ud at least separate the uses th at we know are different. Don't make
some futu re co nuni ssionem retrace our footsteps ..

Molly 's Closet is very close to old downtown Englewood . We would support the
zoning change if it only allowed small boutique style (less than 3400 square
feet) buy-back , consignment and second-hand stores but would exclude thrift
stores. Since it includes thrift stores and does not limit square footage on the
other stores, we are telling City Council that we do not want the zoning
changed .

Bad enough we have on right down the block from me . The people there try real hard to
ma ke it nice but its a dump in g ya rd and traffic is a mess around that store . I thought we
were trying to make Englewood a better nicer place to live . I have been in Englewood for
39 years and seen it go thru many changes but mostly for the better. WHAT ARE YOU
THINKING OR ARE YOU NOT THINKING . We finally got rid of the ugly yellow thrift
building and have Million Dollar building "Table Steaks" that has a nice place to bring kids,
won derful food etc .

Please , do not allow !!rJI! thrift stores to open In our ci ty of Englewood .
I have lived in Englewood for over 25 years , my hu sband and most of his relatives were corn & ra ised ~ere . We have
watched many changes take place here -some good and some some not so good . When friends , who live in t'10 m~trc
area , ask where we live and we respond with "Englewood", they always •~;;ear to have a dista ste for our home town .
Why Is that? Look around -compare the Cinderella City change with th,, Villa Italia change , compare our old downtown
with Olde Town Littleton . It appears that Englewood wants to attract business and citizens that will not bring our image up
but contin ue to keep it down ii i Why is that?
Boutiques , near new shops , businesses of good taste , nice restaurants would be so nice to seeiii
Please don't let a large thrift store move in to our town . Please don't let Englewood become another East Colfax. Good
begets good , trash begets trash .

The more thrift s tores t he m e rrier! All that "second-hand" stores do is rese ll the stuff
they buy at thrift s tores at a muc h higher price. There will always b e a place for
consignment s hops , antique stor es and seco nd-hand s tores. I don't think thrift stores
and consignment s hops arc in any ·sort of head-to-head competitkn.
In this economy, I think it's vital to have all sorts of retail outlets a v ailable to vie for our
hard-earned dollars. Also, thrift s tores benefit non-profits that function in the public
inte rest, as well as employing people w ith less than stell a r ,iob pote ntial in the public
sector.
I was a s ked to object to the thrift store planned for old dow ntown Englewood by a
res ale shop that I frequent, but obvious ly I don't agree with th em .

One of th e co ncerns is that th e sto re will not be open seve n days a wrc k whi ch will all ow th e dumpi ng of junk
on Sundays just lik e yo u see at other thrift stores. We are proud of thi s area of Broadwai an d wo uld hate to sec
junk in th all ey, parki ng lot, or on th e fro nt sid ewa lk. For exam ple , we wo uld really be 11 ~set to ge t up one
morning to find we co uld not gel our vehicl es out of our drive becau se so meo ne dum peu a so be hind our
gates. Eve n though th e own ers mi ght be we ll-m ean in g and not co nd one thi s type of ac ti vity, if th ey are closed
on Sundays, they will not be abl e to co ntrol the ac ti vit y. And what about the ac ti vity afte r hours? We have
stude nts (most of whom are fema le) two eve ning s a week in cl asses. We wou ld not li ke to have th em bothered
with peo pl e leaving j un k at ni ght as our s:u dent s le ave classes. Nor do we want ove rfl ow in g dump sters in thi s

All you have to do Is drive down Broedway and see Heritage Liquidation Market (a second hand store), the nt!l'•~•iA1'
pawn shops with bars on the windows and the Goodwills , Salvation Army Stores & Arc to see that these are n~ "',
that will make the downtown look Inviting . They serve a market and are good businesses but do not belong In a smal:
downtown area .
I own Molly's Close~ a women's consignment store on Broadway In Englewood , and ca~ say that most clothing
consignment stores look !ii<e boutiques . A survey conducted by the National Association of Resale and Thrift Shops show
that 64% of con1i!)11ment ·ntorea are less than 3500 square feel. That Is what keeps them looking like boutiques .
1;:ost ~slgnment stores over 3500 square feet are furniture stores and some can look fabulous and others can begin to
Jk like thrift stores. Having said this, there Is still a chance that a small consignment store could loo~ like The Army
Surplus Outlet Stora nnd not like a boutique, but It's not likely.
A would suggest that the zcnlng commission go back and re-work the zoning changes . Maybe they can delete thrift ~to"'s
Wlrom the change and define 11,t,at are buy-back, second-hand and consignment stores . Also, maybe there could be a ll n1it
on square footage for these type of stores . There should be some stdct & detailed definitions of what type of stores wm
follow under this new zoning regulation . Also , Is there something In the zon ing that would prevent all stores from looking
like The Army Surplus DuUet Store with all their boxes of stuff sitting on the sidewalk?
I'm surprised that the members of BID have not spoken out about this change . I do not think they would approve of this
zoning change the way It has been written . Are the members of the BID ever notified of zoning changes in regards to the
downtown area?
The Thrift Store that Is wanting to open In this area will be over 12,000 square feet and is planning on having only 1 paid
employee and the rest of the staff will be volunteers . According to the survey conducted by the National Association of
Resale & Thrift Shops the number of Full-Time Equivalent (FTE) Paid employees for a store over 10,000 square feet Is 10
and the Full-Time Equivalent Volunteers Is 11 for a total employee count of 21 . Wrthout reliable paid employees this thrift
store could end up a real mess even with 50+ volunteers .
I recommend City Council say no to any zon ing changes that Include Thrift Stores in the downtown area.

which eighty percent (80%) or more arc over fifty (50) years old or

Program Narrative:
Toe City of Englewood Po lice Department cu rr ently utilizes a Compu ter Aided Dls patd1
system , hereinafter referred to as CAD. CAD syste ms all ow public sa fety op eration s and
co mm uni cations to be augmented, assisted, or pa rtia lly controll ed by an automated
syste m. It can Include , among other capabilities, computer-contr0lled emergency
vehicle dispatching, veh icle status, inciden t rep orti ng, and manag ement informatio n. All
aspects of a CAD system must be opti mi zed fo r rapid , sponse time and system
reliability . Since time is of the essence, the CAD system must accurately provide a data
and time sta mp for every activity.
CAD systems colle ct the initial Inform atio n for an Incident and then provide the
lnfo .. natlon to one or more Records Management systems ~erelna fter referred to as
RM S. .
Toe Enylewood Police Department uses CAD to facilitate respo nse and communications
In th e field . CAD systems, In many case s, are the first poi nt of en try for in fo rmatio n
co rn ing Into the police departrn enrs system. Typ ical CAD system functions Incl ude
reso urce management, call tak ing, loca tion verification, dispatching, unit status
managem ent, and call di sposition. Additionally, CAD Interfa ces with mobile data
terminals and Interfaces with other external loca l, state, and federa l information
systems. Engl ewood Police dispatchers and their supervisors are the primary use rs of
CAD and Englewood poli ce officers interact with the dispatchers via "thei r mob ile data
terminals. Upon receiving a call for serv ice, Englewood Police Office rs complete thei r
Investigative reports on a mobile data terminal and those reports are downloaded Into
the police depar tm ent's Records Management System (RMS).
Deputy Chi ef of Police Jo hn Colli ns has partn ered with the Cltv of Englewood 's
Info rma tion Tech nology Department. Collins was Informed that that the two most
critical serve rs In the City uf En glewoo d, which play a kev ro le In public safety, are CAD
and RMS . CAD curr ently res ides on physical hardware whic h was In sta ll ed six years ago.
The typ ica l lifespa n of se rver hardware Is 3-4 years, whi ch ma kes CAD a perfect
can didate for rep lacement co ns idera ti on. CAD cu rre ntly has li mited fallover capability In
Its curren t physica l state . RMS Is currently a virt ual serve r, but resi des at the Ci ty of
Englewood Civic Cen te r. This Is not Jn· Ideal situation having CAD an d RMS sp lit
betwee n geo graph ically separate locati ons. Whil e th is Is a tem porary sol utio n based
upon the Ci ty of Englewood 's cu rrent dire buc.qeta ry const'.al_nts, a better long-term
goal would be to have both servers exist In a virtual environm ent, operati ng
homogeneously withi n th e Poli ce Department's data center . This would provide the
very best uptime and ove rall redu ndancy , yi elding almost 100 % availability. The City of
Eng lewood's ,nformatlon Tec hnology Departme nt has stated tha t future fun ctio nality of
the current CAD serve r may be compromised due to the system's age . If th e CAD
server were to fall It wo uld seriou sly jeopa rdize day-to-day operatio ns fo r the . '
Eng lewood Po li ce Department thus necessitating Its rep laceme nt via this JAG award .
