D Th e ca talys t for this requ est was informati on presented by a citizen who ha d rece ived a notice of violati on for having a boat on a trailer parked in her driv eway. The Poli ce Department ha s been co nductin g an enforcement strat egy ba se d on any numb er of previou s policy re co mm endati ons including a policy of enforcement by comp1aint. Th ese polici es resu lted in in co nsistent enfor ce ment aud co nfu sion not onl y for th e citi ze ns but for poli ce and co de enforce ment offi cials as well . Durin g lh e study sessio n on July 6, 2010, City Co uncil direc ted that th e ordinances related to off-road vehicl es, mot or hom es , trail ers, and th e like be re ferr ed to the Code Enfor ce ment Advisory Co mmitt ee for revi ew. We were able to reduce our variable expenses from 2008 . This is significant as we faced substantial in creases in th e costs of healthcare , energy and in many oth er areas. By spending less and by being more efficient , we were able to s19niiicantly reduce the shortfall (which was estimated to be as high as $3 .8 million in 2009). As in previous years, our efforts did not have any sig nifi cant impact on the quality of services to our cor1 munity and we did not laid off a single emp loyee . However , the January 2010 Financial Report suggests that 2010 may prove to be an even tougher year than 2009 for the City . The 2009 Report now shows a $2 .5 million shortfall and this represents i,nprovement as we had es tim ated a shortfall as large as $3 .8 million . The March 2010 Report shows re ven ues were up for the first time this year . We have also changed our revenue forecast for 2010 by $1 million to reflect a more conservative estimate going forward . Even with our lower projections , we have bee11 able to maintain a healthy projected 13 .7% yearend revenue reserve . Had this report been negative, there would have been a push to change the budget in the midd le of the year. However, th is report has bought us some more time to see if more actions are necessary . K, "Responsible Par ty" means the party within whose service area a Mutual Aid Response incident is located. MUTUAL RES PONSE OBLIGAT IONS . A. The parties agree that the Authority's Paramedic Division and Englew ood Fire shall, at the express ieou est of the otl,er party and subject to U,c limitations set forth herein, provide Mutua l Aid Response within each other's jurisdi ction with out regard :or polit ical boundaries and in full comp liance with the term s and co nditions of thi s Agreeme nt. ll. Mutual Aid Response is hercliy deemed to be approved by the resp ective go·1erning bodie s of each party , ,nd sha ll require no further approva l by the re spons ible officia ls of ei ther party. · C. Nothing herelr. shall a!fect either party's operalion o f Advanced Life Support emergency medic.i: se1 o1 ccs within its respective juri sd iction . D. ::Joth parties hereto agree to limit the scope of thi s Agree ment to Mut ual Aid Response to Advanc'ed Life Supp ort Ambulances. Acc ordingly, each party's pr ovis ion of Basic Life Support se rv ices sh all remain unaffected by thi s Agreement; not hing j n th is Ag reement shall be constructed to authorize the Mutual Aid Res ponse pf such Basic Life Supp ort eq uipm ent and perso nnel. E. Only those ALS Ambul~n ces wh ich are stnITed with at least two (2) Colorado- certified Emerge ncy Medical Techn icians (-Basic, -Intermediate, or · Paramedic) with at least one (t ) membe r of such st?.ff being a Colorado-certified Eme rgency Medical Technician -Paramedi c s ha l l respond to M ut ual Re spo nse Incid en t s governed by this Agreement.
