As battlefield survival rates and lifesaving medical
techniques continue to improve, the numbers of
wounded U.S. service members retur ning home
unable to walk on their own or manage even the
most simple physical activities is expected to
quadruple over the next five years.
One Veteran ·s Story:
A hand grenade flew into the humvee carrying five US
soldiers in northeast Baghdad. Ian suffered a brain
m1ury and severe wounds lo both arms and both legs .
For his sacnf1ce. medically retired Army Staff
Sergeant Ian returned to a world of recurring
rn ghtmares and severe mobility issues. But Ian was
one of the fortunate ones. He was paired with a
~reedom Service Dog named Clark.
Cla rk was given intensive training by Freedom
Service Dogs to help Ian with balance and to avoid
falling. Now. because of Clark. Ian walks with.Ju t a
wheelchair. Wit h the daily unconditional sup port oi
his com panion Ian has rebuilt hts life . He works m IT.
while also attending school full t ime. 1s married and
has two wonderful children.

A new Veterans Adm inistration program adopts dogs from an imal shelters , tra ins them and matche s them with wound ' warriors home from
Iraq and Afghan istan to he lp with their recovery .
Fo r Brigg s, his dog will be trained 10 help him find his wallet , cell phone and keys , wh ich he habi1u ally loses becau se of cognitive memory loss .
The dog also will brace Briggs, who has an ankle inj ury , so he doesn't have 10 use a cane or walker in pub lic.

VA hospitals nationwide are integrating service dogs Into treatment plans for disabled vets . sa id Will Ba ldwin , a vocational rehabltitat ion
counselor for the VA in Denver. The progrt:n: was formed afte r Freedom Service Dogs, a Denver-based nonprofit , recentl y partne rec with the
VA.
Tra ining takes up to nine months and costs $23 ,000 . Service Dogs doesn't charge its clients but reties on private donat ions and fou ndation
grants .

square-foot, $20 million mansion owned by the late Gene Schnelder, a pioneer of cable television, to enjoy cocktails
and hors d'ouevres, and delve into the mission of FSD. With dogs on hand to showcase their skills , FSD's train ers , staff
and volunteers shared details of our unique position as both a rescue and training organiza tion. For many of the 250
attendees-mcluding Rep. Mik~ Coffman, Keri Christiansen, K.C 'leio and Sunny Brownstein-this first-class even t may

On June 12, 2010 at 1:47 A.M., Members of the Englewood Fire
Department responded to the Little Dry Creek pond for an al',tO
accident involving a submerged upside-down vehicle wit;•, crapped
occupants . Upon their arrival, Driver-Operator-Engineer Chris Wood
and Fire Medic Dan Sekavec volunteered to enter the water to search
for victims. Entering the icy water without specialized equipment Chris
and Dan extricated the trapped victims from the submerged vehicle
and moved them to shore.
For their extraordinary courage, professionalism and heroic actions,
Driver-Operator-Engineer Chris Wood and Fire Medic Dan Sekavec are
hereby awarded the Medal of Valor .
Once the v ictims were on shore , Fire Department personnel performed CPR and
administered Advanced Cardiac Life Support to both victims . Although both
victims regained heart activity a,~d respiratory function, the y latP r ~ucc\;rnbed to
t heir injuries. Managing a single Cor-0 is difficult. Managir,g two simultaneous
Cor -O's is almost impossible. That both pat ients regained heart activity and
respiratory function is nothing short of a miracle . A miracle enabled by the skills
and dedi cation of the firefighters on scene .

AN ORDINANCE AUTHORIZING A "LI CENSE -CITY DITCH CROSSING AGREEMENT"
AND A "TEMPORARY CONSTRUCTION EASEMENT" TO FIRST CHURC H OF CHRIST ,
SCIENTI S r FOR THE REPLACEMENT OF ELECTRICAL LINES AND INST ALLA Tl ON OF
BOLLARD LIGHTS CROSSING OVER THE CITY DITCH.
WHEREAS, the Englewood City Council accepted a Grant of a City Ditch Easement from the
First Church of Christ, Scientist at 370 1 South Logan by lhe pas sa ge of Ordinance No. 61 , Series
of 1998 to clarify the location of the City Ditch ; and
WHEREAS , Ordinance No. 61, Series of 1998 was mutually beneficial in that the easement
all owed the Cir;: to pipe the City Ditch and impro ve water flow and in tum stab ili ze the church's
front concrete porch which was being undennined by ditch seepage; and
WHEREAS , th e First Church of Christ, Scientist wishes to install and maintain replac ement
electrical lines and Bollard lights over the existing license crossing the City of Englewood's Right-
of-Way for the City Dit ch at the approximate locat ion of3701 South Logan; and
WHEREAS , the License Agreement will allow the First Ch urch of Chris t, Scientist to install
and maintain electrical lines and bollard lights in the existing Right-of-Way to provide access to a
sma ll portion of it 's property without tresp,,ssing through adjoining property; and
WHEREAS, the City wi ll mai ntain the Ci ty's Right-of-Way and the right to install , repair,
remove or relocate the City Ditch at any time deemed necessary; and
WHEREAS, the First Church of Christ, Scienti st ass umes full and strict linbil ity for any and all
damages of every nature to persons or property caused in connection with the crossing requ es ted
by the First Church of Christ, Scientist; and
WHEREAS, the City reserves the right to make fu ll use of th e property in the operation of the
City Ditch; and
WHEREAS , the Eng lewood Water nnd Sewer Boa rd reviewed and reco mmended City Cou ncil
approval of th e License-City Ditch Crossing Agreeme nt and Temporary Co nstruc ti on Easement at
th eir September 21 , 20 IO meeting;
NOW, THEREFORE , BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOO D, COLORADO , AS FOLLOWS:

aclcnowledge4, it is agreed as follows :
1. Temporary Construc•ion Easement Englewood (as Grantor) hereby grants

contractors, and sub-contracfcirs, a non-exclusive temporary construction .

City Ditch ROW for 1llY reasonable purpcse necessary or prudent for the
construction of the Project subject to the following restrictions : 1) normal
working hours shall be consistent with COOT construction hours, Monday
through Friday and 2) the ope!ll'ion of equipment and heavy trucks will be
perrni.tted on th e Englewood City Ditch ROW only during normal working
hours .
4. Restoratio n. Upon completion of the Project, Grantee will perform such •
restoration and regrading as is necessary er prudent to restore the surface area
of the City Ditch ROW to its original condition .
5. Indemnification . Grantee, to the extent permitted by tile laws and
constitution of the State of Colorado, hereby agrees to be liable and llold
harmless the City ofEnglewood, its employees, tenants , and guests from any
and all claims, causes of action , and liability which may occur as a result of
the negligent or wrongful acts of Grantee in the construction of the Project,
including the cost of defending against such claims.
6. LiabilitY . Grantee hereby acknowledges that it understands that there is water
flow in the City Ditch from April I to November I of each year and that it
will assume liability for any damage to adjoining property caused by water
flow res ulting from dam age to the City Ditch caused by the Grantee 's
construction activities.
7. In surance . Grantee shall maintain in full force and effect a valid policy of
insurance for tile Project in the amount of $600,000.00 property coverage and
$600 ,000.00 liability coverage. Grantee funher agrees that all its employees,
cona-actors and sub-contractors working on the Project shall be covered by
ade quate Workers Compensation insurance .
8. t,ssignment. Thi s Temporary Conmuction Easement is assignable only with
the written permi ss ion of EngleY'ood, which permiss ion will not
unreasona bly wit hheld., condi tioned or delayed.

an intergovernmental agreemen t between the City and Englewood Schools for t.½e kase of Duncan
School property for park and recreational purpo ses; and
WHEREAS , the Englewood Ci ty Council pass ed Ordinance No . 51, Series of2007 authorizing
a Contract for Deed for the purchase of Duncan Park located at 4846 South Pennsy lvania Street
between the City of Englewood a~,d .•.rapahoe County School Distri ct No . I [Englewood Schools];
and
WHEREAS , th e Englewood Cil 'l Council authorizing an Intergovernmental Agreement
regardin g the 2007 grunt of Arapal,oe County Open Spa ce between Arapahoe County and the City
of Englewood, Colorndo for Dun can Park Acquisition by the passage of Ordinance No . 8, Series
2008 ; and

LEASE AGREEMENT
THIS LEASE is entered into as of the __ da y of __ 2010 , by and between Lessf,
CITY OF ENGLEWOOD, Colorado, a Co lorado municipal Corporation , I Oil
Englewood Parkway, Englewood, Colorado , and SCHOOL DISTRICT NO . I,
ARAPAHO E COUNTY whose address is 4101 South Bannock Street, Englewo~,
Colorado, ("Lessee"). WITNESS ETH :
I. PREMISFS: In consideration of the payment of rent and the keeping i,<I
performance of the covenants and agreements by the Lessee herei nafter i:t
forth, the Lessor hereby leases unto Lessee th e following de scribed premiss ,
hereafter referred to as the "P rem ises":
That building situated in the City of Englewood, County of Arapahoe,
State of Colorado , with an address of 4800 South Pennsylvania Street,
Englewood, Colorado, and more known as the Duncan School Building
2. LEASE TERM : Lessee's right io po ssession and occupancy of the Prernies
shall be for the following term(s):
a) Initial Term : The Ulitial term of this Lea:..: shall commence on Januaq 1,
201 I and shall run through June 30 , 2011 (the "T~':Ill'1,
b) Renewal Term : There shall be no renewal ofthn lease.
c) Holdover : lf Lessee shall remain in pos•ei,ion of the Premi ses, md
continue to pay Rent without written agreemen: as to such po ss ession, lten
Lessee shall be regarded as a tenant from mor,th-!o-month at a monthly reatal,
payable in advance , equal to the last monthly in stallment hereunder , and
subject to all the terms and cond itions of thi s Lease .
d) Early Termin ation: Notwith standing the foregoing, Lessee retains the right
to terminate thi s Lease , provided that lessee has given Lessor not fewer ihan
six (6) month s written notice of such termination. Lessor shall
corr espondingl y have the right to terminat e thi s Lease upon six (6) moo th s
written notice to Lessee.
3. REN T: Rent fo r the Initial Term shall be one-half of the an;ount receiv.:d
from any subles sec. MY ex penses incurred th at are th e respons>bility of the
Les sor und er this Agreement , and resolved by the Lessee shall be deducted
from th e amount owed the Lesso r pri or to monthl y payment. Su pporting

payment.
a) Rent Payable in Montlily In stallments: Rent during the Term shall be
payable in monthl y install ments on the I 5th of each calendar month durin g
said term (the "Rent'1, such arr,ount being payable at the office of Lesso r at
1000 Englewood Parkway, Englewood, Colorado 80 110, attn: jerrell Black
without notice or demand .
4. USE: The term s hereunder set forth the permitted and prohibited u~::s 'the
Premi ses by Lessee during the term(s) oflhis Lease.
a) Perm itted Use. Lessee agrees to use the Premises as a day-care center.
If parents of children attending this day-care center co:isistently abuse the
traffic patterns and parking regulations, Lessee agrees to warn the
parent(s) and Lessee or sublesee will !alee Rppropriate corrective action.
b) Prohibited Conduct on the Premi ses. Le.see further agrees as follows:
(i) To use the Premi ses for no purpose prohib ited by the laws of
the United States or the State of Colorado, or the ordinances of the
City of Englewood, and for 110 improper or questionable purpose
whatsoever;
(ii) Not to permit any disorderly conduct, noi se or nuisance
whatsoever about the Premises , the building in which the, are
located, or on the grounds, having a tendency to annoy, disturb , or
interfere with the conduct of busines s in any portion of the
building not leased or upon the grounds .
(iii) To use the facility only for uses perm itted by the zo ning of the
City of Englewood.

(iv) Not to permit the Premises , or the walls or floors tl1ereof, to be •
endangered by overload ing , or the Premises to be used for any
purpose, which would render the insurance thereon void or th e
insurance risk more hazardou.s.
5. UTTLITIES: Les sor and Lessee agree as follows with respect to the provi sion
and paym ent ~f utility se ,vices to the Premi ses:
a) Lessee will pUy fo r heat and electricity, wnter, sewer and janitorial
serv ice for the Pretnises. Lessor will provide such services continu ous ly
throughout the term of thi s Lease:
b) Lessee w'll pay th e ex.pen se of bringing teleph one serv'~e and removal
of sai d se;v ,ce to the Premises, and will pay for installation of its own
telephon e an <1 its own telephon e bill s.
6. ASSIGNMENT AND SUBLETI'ING. Except for the exis tin g leaseho ld
interest of All Souls Catholic Church , Lessee agrees to sublet no part of the
Premi ses, or to ass ign thi s Lease or any interest therein without th e prior
w1itten ap proval of Lessor, which approval shall not be unreasona bly
withh~ld.
7. LESSOR'S RIGHT OF ENTRY . Lessee shall allow Les sor, at any rea sonable
hour of the day, and upon reasonable notice to Lessee, to enter onto th e
Premi ses, so long as it does not threa ten the sa fety and welfare of Lessee 's
clients served on the Premis es.

8. INSURANCE/INDEMNITY OBLIGATIONS . Lessor and Lessee covenant
and agree as follows:
(a) Lessee Insurance. Lessee shall carry public liability insurance
coveri ng bodily injUTY and property damage, the bodily coverage to t.e not
less than $500,000 per person and $5 ,000,000 per occurrence; and the
property dam age coverage to be not less than $1 G,000/$20,000; and to
make Lessor, its directors , officers, employees t1nd agents as additi onal
insureds under its poli cy or polic ies of liability insurance, and to provide
Lessor with a Certificate of Insurance.
(b) Lessor Insurance. Lessor shall maintain fire and physical hazard
insurance on the Premises, bui lding and grounds.
(c) Lessee will take all necessary precautions, inclu ding adoption and
compliance with all reasonable and customary fire prevention and safety
measures to avoid property damage a.,d bodily injury. Lessee shall give
notice to Lessor in case of destru ction or substantial damage to the
Premises by fire and other casualty. In the event of fire or other physical
hazard dam age, Lessee may tenninate this lease with no further obligation .
(d) Reimbursement Obligations. Lessee agrees to reimburse Lessor for
any expens e incurred by it in repairing any damage to the Premises caused
by Lessee, its directors , officers, employees, r ; ents, invitees or clillllts.
Correspondingly, Lessor agrees to reimburse · Lessee or any expense
incurred by it in repairing any damage to the Prem ises caused by Lessor,
its director, officers , emp loyees, agents , contractors or invitees .
9. MAINTENANCE AND REPA!Rli. The parties ' respective ob ligation s with
respect to maintenance and repair of the Premises are allocated as set forth
below:
a) Acceptance of Premises . Lessee accepts the Premises in "as is"
condition , without wa.ranty, express or implied, as to merchantability,
tille, conditi on, or fitne ss for any purpose. Lessee will not ho ld Lessor
resp onsib le fo r any defect in or chan ges in conditi ons affectin g th e
Premises or for any damage to the Premises unless such changes or
damages are due to the negligence or willful mi scondu ct of l11e Lessor.
b) General Maintenance a11d Repair Obligations .
(i) Lessee shall remain res ponsible for maintaining, repairing or
replacing (as needed) all structural defects and all ai r conditioning,
heating, electrical and plumbing main distribution systems .
(ii) Lessee is responsible for maintaining the Premises and each
part thereof in an attractive, good, safe and operating conditi on.
Lessee shall keep the sidewalks leading from the building to the
curb s in good and safe conditi on and free of ice, snow and
ob structi ons.
(iii) Lessee shall keep the Premises free of trash , junk and debris . •
In the temporary keeping and the timely disposal of all waste or
refuse, Lessee shall do so in a manner so as not to contrib ute to
water ;ir air pollution .
(iv) Lessee shall be responsib le for maintaining all interior leased
space as applicable to this Lease including, but not limited to,
rep l, • men! of light bulbs, fluorescent lighting tubes, and ballasts
for fil ... nescent lighting fixtures.
10. ALTERATIONS TO THE PREMISES:
a) Lessor Approval Required. Lessee will not make or pennit any alterations
or additions to the Premises or pla ce any ad ditional structures, facilities or
equipment on the Premises without Lessor's prior wiitten approval, which
approval shall not be unreasonably withheld . Le,see shall submit plans
for minor remodeling to the Lessor for approval. Lessor agrees to act on
such request for approval within 45 days of submission of such plans .
b) No Liens. Lessee will keep th,, Premises free of all liens and/or claims to
be placed on the Premises du.ell Lessee's conduct, for whatever reason , to
be removed within 30 days aft,,T Lessee has knowledge of such lien.
c) Restoration Renair, Upon termination or cancellation of this Lease, Lessee
shall restore or repine,; any portion of the Premises damaged or otherwise
affected by such alteratit-ns, additions, structures, facilities, or equipment,
unless such restoration repair wa s waived by Lessor at the time approval
was gi•1fill for any such add1ti::~ .:>r alteration.
d) Bond at Lessor's Option. At Lessor's option, exercisab le prior to th e
effeClive date of any such alteration, addition, structures, facilities or
equipm~nt , er w~Y time thereafter, Lessor may require the Lessee to post
bond in favor of Le~ ,or with a reputable bond company or otherwise
provide security satisfac tory to Lessor in an amount suffi cient to cover
Lessor's estimation of the c, · -of such restoration or repair.
1 1. SURRENDER OBLIGATIO NS. At the expiration of the Lease, lessee will
surrender and deli ver up tl1e PretTu ses in as good order and condition as
when the same were entered upon . loss by tire, inevitable accident and
ordinary wear excepted. It is further agreed that at the expiration of this
Lease, Lessee shall surr~nder and deliver up the Premises peaceably to
Lessor, and if Lessee ttball remain in possess ion after tennination of thi s
lr ase, Lessee shall be deemed guilty of a forcibl e detainer of the Premi ses
wider state law , nn d shall be subject to evicti on and remov al in accordance
ilh Colo rado statute.

12. ADDITIONAL PROVISIONS : 'The Lessor and Lessee further agree that:
a) Tennination on Account of Damage to Premises. If the Premises beco me
untenantable on acco unt of damage by fire , flood or act of God, th e Lessee
may tenninate the Lease and be released from its obligations thereunder.
b) Abandonment of Premises. lfthe Premi ses are left vacant, and any part of
the Rent be wipaid , the Lesso r may, without being obligated to do so and
without terminating thi s Lease, retake possess ion of the Premises and rent
the sam e fo r such rent and upon such terms and conditions as Lessor may
think best, making such changes and repairs as may be required , giving
credit for the amount of rent so received, less all expenses of such change
and rep airs , and the Lessee shall be li ab le for the balance of rent herein
reserved until the expiration of the term of this Lease.
c) Remedies upon D.~fault. If the rent above reserved , or any part thereof,
shall l e in arrearr,, • if default shall be made in any of the covenants and
agree 'tents hereht contained, to be kept by Lessee, after reasonable notice
of suc.1 default and an opportunity for Lessee to cure sucb default, it shall
be le ·,fut for Lessor to declare the term ended w1d to reposse ss th e
Premises in at,eordance with state law.
d) Insolvency. If Lessee becomes insolvent, or is declared bankrupt, Lessor
may declare this Lease ended wtd all rights of the Lessee herewider shall
thereupon terminate .
e) Lease A171endments . Modifications to the terms of this learn shall be
effective Jn!y if reduced to writing and signed by both Lessor and Lessee .
f) hJl~ble Law. Colorado law ,:hall govern this Lease .

con tinu all y voi ce d its support. In 20 03, th e annual Foo d for Fin es program was expa nded to twice
a year at th e request of the Libra ry Bo ard, and subs equentl y approve d by City Council, for two
weeks during the summer as well as two weeks betwe en Th anksgi ving and Christmas as a way to
mit igate th e increase in O ve rdu e Library Fines and as a way to en courage th e timely return of EPL
materials so th at th ey can be us ed by more peo ple . Th e two weeks of the Summ er Food for Fin es
program covers th e las t wee k of the public school yea r and th e fir st week of vaca ti ons, a time
during whic h stud ents and teacher s are cleaning out th eir des ks and loc kers in preparation for th e
summer break and nume ro us overd ue Library materials are loca ted, whereas the two weeks of th e

The fee-in~ieu per square foo t amo unt is set by Council on a pe ri od ic basis by se parate Council
action. Th e Community Deve lop ,nent Department is currently reviewi ng its overa ll fee sch edule,
including the lan ds cape fee-in~ieu amount. Th e last updat e to the fee-in-lieu amount was in 2004 .
The Planning Commission supp orts rai si ng th e fee amount to present day land scape costs . Any
proposed changes to th e fee schedule will be presented to Council for cons id era ti on at a future
date .

If proposed amendments to the Landscape regul ati ons are adopted, a supplemental Landscap e
Manual will be produced for distribution to the public. The user fri endl y Manual and associated
worksheets will simplify th e requ ire ments for each zone district. The Manual will also provide

future development; and
WHEREAS, the proposed smendmenl s to the Unified Deve lopment Code Landscaping nnd Screening

In 2006, th e Federal governm ent passed th e Housing and Econ omic Recovery Act (HERA). HERA
approp riat ed $3.92 billion nati nnall y for the Nei ghb orh oo d Stabiliza tio n Program (NSPl) to suppc,rt
th e acq uis iti on, rehabilitati on, or demolition of fo reclos ed and aba ndoned pr operties . Th e
Colora do D epartment of Local Affa irs thro ugh th e Divi sio n of Housing received a total $3 7.9
milli on in NSPl funds .
In March , th e Com munity Development Dep artm ent submitt ed an ap pli ca tion to the State as
au th oriz ed for NSPl funding for Project Rebuild . Pr oject Rebuild was awarded $1 ,25 3,379.00 by
th t , Housin g Board in Jul y to purchase, rehabilitat e, an d sell forecl osed single-fa mil y pr operties
in eh~,ole census tracts located throu gho ut th e City of Englew ood. In September, Council
approve d e ntering in to an agreement wi th the Sta te for NS Pl funding .
The NSPl ,:ontra ct requires th e purchas e, rehabilitation, an d resale of a max imum th irt ee n
homeown e rship units. Currently six homes located at 2215 Wes t Wes ley Ave nu e, 3395 West
Grand Ave nue, 4744 South Gal enag o Str ee ~ 2159 West Vassar AVenue and 3115 South Acoma
Stre et have been purcha se d anr ,r~ in va rious stag es of being reh abbed . All six properties will
soon be available to sell to eligibl e owner/occupied buy ers.
Sectio n 72 of the Ho me Rule Chart er requ ires th at real property may be sold, but only by ordinance,
not using th e eme rg ency provision . Ea~h prop erty acq uired fo r Pr oject Rebuild will be brought before
Council as soon as possible to receive ap prova l to se ll each property to eligibl e bl'' ·e rs . This will
maximiz e th e marketing efforts . Th is process wi ll ex pedi te th e subs equent sale and ck,s ing of th e

BAC KGROUND, ANALYSI S, ANO ALTERN ATI VE S IDENTIFIED
Th e City crea ted the Housing Rehabilitati o n Loan Program in 1977 to prese rve th e ex isting housing
stock In th e City and to address th e problems of low-Income families with th e financing of major re I,airs.
The Program was admi nistered through th e Englewood H ous ing Au thority until early 1999 when the
Ci ty es tablished tl\c : iccising Rehabilitati on Fund and ass um ed all of the asse ts and liabiliti es of th e
Rehabi litation Program.
A major comp nen t of th e success of th e pr g ra m is th e support fr om th e b anking comm un ity. Since
1977 various :in es of r,edi t to taling over $7.1 million have been ex ten d ed to th e Fund from various
local b?~ks.
Th e 2010 requ es t is for an add iti onal $250,000 guidance line from US Bank to be disbursed for o ne
yea r tc support th e rehab program. This amoun t is in addition to th e cu rr en t outsta nding debt owed lo
US Bank o f $802,S70. In addi tion, $688,069 is owed to Vectra Bank from past lines of credit. The
Vectra Bank lin e of credit has ex pired .
The propos ed initial fixed int erest rate offered by US Bank is 3.18%. Th e int eres t rate is fixed , bu t new •
advances from the guida nce line are subject to quarterly adj ustm ents based on a fo rmul a using the
pr ime rate. All loans are app roved at a fixed rat e to be repaid ove r a 20-year "1aXimum tenn.
Additional one-year guid ance lin e periods will need to be negotia ted annually by the City M· nager or
designee for th e nex t three yea rs in order to continu e th e program at its curren t leve l of service.
At th e co mpl etion of each rehabilitation project, th e indi vidu al loan is sec ur ed by a Promissory Note
and Deed ofTr ust (usually a second mortgage) reco rded on the homeowner's property. The City
Manager's designee (the Director of Community Development) signs a note from th e Fund to th e bank
plus issues an Assignment of Deed th ereby fu lly coll ateralizi ng eac h loa n using th e homeowners
pwperty as security. Each hvm eowner makes mon thl y payments to th e Fund and the Fund th en passes
th ese payme nts thro ugh to the bank. An additional co ll ateral acco unt equ al to 5% of the outstandi ng
oalance of the amount drawn from the guidance lin e is required to be held on de posit at US Bank. The
current accou nt ba lan ce is $39,099 and Fund 46 is ava il able to fund the account as needed.
FINANC IAL IMPACT
Existing Community Deve lopm ent staff administ ers th e Hou sing Rehabilitation Fund . No add iti onal
administrative monies wi ll be required . The outstanding debt of th e Hou sing Rehabilitation Fund
will be in cre ased by th e amount of th e guidance lin e used, up to a maxi mum additional amount of
$250,000, which wi ll tak e th e total US Bank debt up to $1 ,052 ,57 0.

REGULATIONS FOR RESIDENTIAL DISTRICTS , TITLE 11, CHAPTER 6, SECTION 2,
FOR A PERIOD OF SIX MONTHS .
WHEREAS, at a public meeting there were co mpl aint s concerning the prohibition of
commercial vehicles over 7,000 pounds empty weight parkin g on private property in a residential
zo ne di strict ; and
WHEREAS , the Englewood City C01mcil wishes to review the appropriateness of maintaining
the restrictions on parking oversized vehicles on private projlerty in resident ial districts of the
City ; and
WHEREAS , :he moratorium would ten1porari ly st,1p enforcement of l l -6-2 (B)(l} EMC
relating to the parking of any vehicle with an emp!:, ,,eight in excess of seven thousand (7,000)
pound s (70 C.W.T.} on private property in resi den ti dl areas; and
WHEREAS, such a moratoriwn will not suspend enforcement of 11 -6-2(8)(1) EMC relating
