PUBLIC HEARING FOR THE PROPOSED 2012 BUDGET FOR THE CITY OF ENGLEWOOD.

Gryglew1 cz provided the City Clerk with Proof of Publication tnat th e Public Hearing Notice was pub lis hed in the
Englew-,od He rald on August 19 , 2011 . Au3ust 26 . 2011 and September 2. 201 1 and on the City of
Eng lewood's wcbsi1e on August 26th through September 6 , 20 11 . The pro posed 2012 buoget was delivered 10
Council on August 25 , 2011 thus meeting the September 1 s" deadl ine in accordance with the Charter. The
bud get process is very long and d ifficult, he said . The City is a ful l se rvice City and trying to mainta in these high
levels of service is difficult when revenues are declin ing or flat. It is difficult to balance resources with the needs
The General Fund budget is the most imponant fund lor th e citizens of the City . It pays for everything except
the water an d sewer. For 2012 , the total sources of funds are budgeted. at this time , at $40 ,06 1,740 .00. Thal is
aoout an $1 18 ,000 .00 increase over wh at was budgeted last year. We have been in a sales lax slump since
2008 , whic h is whe·e most of the :evenue comes from , but they have staned to pick up this year. For 2012 , we
are looking at budgeting 1us1 over $22 .000,000 .00 , which is $900,000.00 over the amount budgeted this year.
There will be a budget workshop next Monday in the Commun ity Room . Th e Cily is trying to m aintain the 2011
service levels w ithout increas ing the costs , To maintain the le vels that ,ne citizens of Englewood have become
accustomed lo , we are looking at a budge t of $40,763 ,297 .00 fo r 2012 In 201 1, we budged $40,430 513 00 .
Th is means costs will be appro,lmately $333 .000 .00 ove r the 2011 budget to maintai n these levels in 2012 .
Rumors have ii Iha! the an sh uttle was not funded in lhe 20 12 budget, but ii has been funded in the 2012
bJdget, at this time Council and staff continue to work to c lose th e gap between our sources and uses of funds
l o improve the fund balance .
Ci tizens we re sworn in and spoke regarding budget issues including :
Cha11ine Phillips. an En glewood resident , spoke regarding the imponance of the art shuttle bus to the
co mmumly It allows c11 1zens to shop and keep their tax dollars in Englewood .
Lois W hitehouse , an Englewood resident, spoke regarding the importa nce of the art shuttle bus and how she
and others depend on ii for transponation purposes to conduct th e r da1I\' business. She addressed the
courtesy and helpfulness of the shuttle drivers .
Verna R ,arke , an Englewood resident , spoke regarding the impoitance of the an shuttle bus to the community
and how al l ages use it Due to health handicaps, m ·ny paople depend upon the sh uttle to transport them
around
