AN ORDINANCE AUTHORIZING THE ACCEPTANCE OF A FEMA U.S. DEPARTMENT
OF HOMELAND SECURITY ASSISTANCE TO FIREFIGIITERS GRANT (AFG) 2009
AW ARD ED TO THE CITY OF ENGLEWOOD, COLORADO.
WHERE .<\S, the City of Englewood Fire Depanment sought and was awarded a grant from
FEMA U.S. Department of Homeland Security Assistance to Firefighters Grant (AFG) the passage
of this Ordinance authorizes the acceptance nfthe 2009 Assistnnce to Fircfighter's Grand Award
funding L~e purchase and installation of an upgraded generator for the Fire/Police Complex and the
purchase of upgraded hazardous gas detectors for the fire apparatus; and
WHEREAS , the current generator in the Fire/Police complex is the original generator supplied
10 the building in the early 1970's, before the communications center addit ion and the advent of
computer systems etc.; and
WHEREAS, an engineer study recommended the replacement of the current 85 KW generator
with a 200 KW generator to supply the emergency needs to the building; and
WHEREAS, the hazardous gas detectors replace current detectors provided by an earlier AFG
b'T8nl in 2003, these detectors arc past their service life and need to be replaced; and
WHEREAS, the detectors provided by this grant will also be interoperab le with our neighboring
agencies, wht1e our current detector~ are not; and
WHEREAS, this Assistance to Firefighters Grant is SI 18 ,082.00 with the City obligation of
S 11,808 .00 plus any cost overruns on the estimates , this grant was applied for in March 2009 so
some cost increases are possible, FEMA's commitment is a maximum $106,274.00;
NOW, DIEREFORE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
ENGLEWOOD, COLORADO, AS FOLLOWS:
~-The City Counci l of the City of Englewood, Colorado hereby authorizes the
acceptance of the FEMA U.S. Department of Homeland Security Assistance to Firefighters Grant
(AFG) and accompanying terms and conditions awarded to the City of Englewood for the
purchase and installation of on upi,'Toded genera tor for the Firc:/Policc Complex, and the purchase
of upgraded hazardous gas dete.ctors for the Englewood fire apparatus, anached hereto as
Exhibit A.

The purpose of the Assrstance to Firelighters Program is to protect the heallh and salety ol lhe public
and lirelig hting personnel against lire and lire -related hazards. Alter carelul consideration, FEMA has
determined that the grantee's proiect submrtt ed as part ol the grantee's application, and detailed irr lite
project narrative as well as the request details section ol the application· including budget inlormation •
was consistent with the program's purpose and worthy ol award. l herelore, the grantee snail perfonTI
the work described in the approved grant application as itemized in the request details section ol the
application and lurther described in the grant application's narrative. These sections of the application
are made a part ol these grant agreement articles by relerence. The grantee may not change or make
any material deviations from the approved scope of work outlined In the above relerenced sections ol

Article VIII • Financial Reporting
The grantee must complete an on -li ne, semiannual linanc,al status repon to meet FEMA requ irements .
Semiannual tinancial reoorts ore duo within 30 days ol the end ol every six month period tor the IWe ol
the grant. At the end ol the perlormance pe:iod, or upon completion of the grantee's final program
narrative , the grantee must complete an on -line final financial statuG report that is required to close ou t
th e grant. Ii a grantee's perlormance period is extended beyond the initial 12-monta pe riod, a periodic
pHrformance report is due every six monlh increment until closeout.

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
Council has discussed this grant twice in study sess ions, and approved bringing ii forward as an
ordinance.
RECOMMENDED AcnON
Staff seeks Council 's approval of the attached Intergovernmental Agreement with the Federal
Emerpency Management Agency awarding the Englewood Fire Department 2009 /1.,sistance to
Firefighters Grant for the purchase and installation of an emergency backup generator for the
Police/Fire buildi1111 at 3615 South Elati Street and for the purchase of hazardous materials
monitoring equipment.
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
The existing emergency backup generator is unable to meet the power requirements of the
Police/fire building. Ch anging technolugy and the installation of an Emergency Operations Center
have iucreased dre electricdl demands. w:thout the grant, the City would not be able to replace
the generator. The hazardous materials monitoring equipment would replace e,isting outdated
monitoring equipment and would also provide for monitorine equipment for weapons of mass
des truction .
FINANCIAL IMPACT
The Gr,nt i, for $118,062 with the City obligated to match 10%, or $11 ,808 . The City's match
would be c c,vere d by the Public Improvement Fund, which has sufficient funds to meet the match .
