WHEREAS, South Metro Fire Rescue Authorily, Linlelon Fire Rescue, the Cily of Littlelon,
West Metro Fire Prolcction Districl, and the Ci1y of Englewood are the owners of the property
localed in lhe 4600 block of South Wyandol S1reet, also known as lhe nonhem ponion of 2300
West Chenango : and

Training facilities have been buill; and
WHEREAS, the Ci1y of Englewood has received an Open Space Gran1 from Arapahoe
County for the development of this propeny into Open Space; aud
WHEREAS, the pass ~ge of this Ordinance authorizes lhe ?urchase oflhe "Orphan Property"
localed at 4600 Block of Soulb Wyandot 10 the City of Englewood, Colorado ; and
\VHER EAS, the Ci,y 's current one quarter interesl will be included as a Quit Claim Deed
back to Englewood;

COUNCIL GOAL AND PREVIOUS COUNCIL ACTION
During a City Co uncil Sludy Session on Decernber 1, 2008, Parks and Recreation Director Jerrell
Rla r.k an d Fire Chief Mike Patlarozzi gave an update o n !he Fire Tra ining Academy/Orphan
Property. City Co unc il directed staff lo move forward wilh the gran t reqJest for acquisition of 1he
property for use as open space an d !railhe ad for the So uth Plat1e River corridor.
RECOMMENDED ACTION

orphan property, covering lhe following ilems necessary 10 complele the trar.saction:
11 accepting !he 2009 Intergovernme ntal Agreement for a grant from Arapahoe County for th e
fire Trai11 ing Academy/Orphan Property Acquisition and Improvements .
2) approving a quit claim for 1ra nsfer of 1/, interest in the Orphan Property from the City of
Englewood 10 the City of Englewood and authorizing the purchase of the Fi re Training
Academ y/Orphan Property from South Metro Fire Rescue Authority, Littleton Fire Resc11P.,
City oi Littleton, West Metro Fire Protection District, and the City of Englewood.
3) dedi o:;ng a Transport ati on Easement over the Fire Tra ining Academy/Orphan Property.

Staff seeks Council's approval ior this bill for an ordinance authorizing the purchase of this property.
RACKGROUNO, ANALYSIS, AND ALTERNATIVES IDENTIFIED
Th e City of Englewood has partnered w ith many oreanizations and puhlir agencies in an effort to
:>reserve lands. en han ce wi ldlife habitat, and improve recre ati onal opportuni:ies along the South
Platte River co rridor. The City is re~~iviug Arapahoe County grant support for the acquisition and
improvements to a 0.719-acre parcel of land kn own as the Fir e Training Academy/Orphan Property .
The parcel is located along th e Big Dri· C reek ·1 rail al the confluence of the South Platte River .
The Orphan Property has long been identified as an important acquisition by the City and th~ South
Platte W or king Group
Proposed improvements to the property include !railhead amenities such as small parking lot,
pavilion with picn ic.: tables, !railhead sign age, and trail rnnnections to the Big Dry Creek Trail .
The grant was supported by the Enelewood P.,rks and Recreation Cnmrnis~ion at a meeting on
Jam :ary 8, 2009 and is al<o consis te nt with the plans fr om thP City's 2003 South Plane River Open
Spc1ee Plan of in cre"5ing the recreational vi1lue of the corridor, preserving natural arl~ns, protecting
water quality, and encouraging la nd uses tlt at ttrt:! cu1111.:atilJI!:! wi1l1 1ecrea tiona l goals.
FINANCIAL IMPACT
