prog ram purposes. a unit of loca l government is: a town , township, village , parish . city , county ,
borough , or oth er general purpose political subdivisio n of a sta te, or , it ma y als o be a federally
recognized Ind ian tribe that performs law enfo rc ement fun ctions (as delerminad by the
Sec retary of the In terior). O th erwise a unit of local government may be any law enforcement
distric t or judicial enforcement district established under a ppl icabl ~ state law with authority to
independently esta blish a budget and impose taxes . In Louisiana, a unit of local government
mea ns a district attorney or pansh sheriff. In the Distnct of Co l umbia or any United S ta tes Trust

Priorities
BJ/\ recognizes that th e downturn in the economy has resulted in signifi can t pressures on stale
and local crim inal Justice systems. In these cha llenging ti me s, shared prio rities ~nd leveraged
resou rces can make a significan t impact. In light of th is , ii is important to rr.ake SMs ar.d loca l
JAG recipients aware of seve ral areas of prr orrty that may be of help in maximizing the
effectiv eness of th e Byrne JAG fu nding at the st al e and local level.

(including t ec hnol ogy) and it s intenced out come, includ ing measuring th e direct ion an d size o f a

In order to lessen t11 e burden on what ha s bee n describ ed as an ove rr eh a,1c e on incarceration , It
is essential that those who ha ve serv ed time can transitio n back into the community and into
cr ime-free pro-socia l lives To do this, we wil l empha size sma rt and effectivr approaches to
off en der reentry nnd will support s:n tew ide ::ind local efforts in ju sti ce re invec tment, whic h
redu ces co stly spending on inca rce rat ion and reinvests a portion of the savi ngs into oth er areas
of th e justi ce system without sa crificing accountabi lity .
Indigent Defense
Another key pri ority are a is ens uring that just ice is tru ly don e in th e crim ,nal justice ::;y~tcm -th e
Atto rney General has consisten tl y stressed that th e crisis in ind igent defense reform is a .;erious
co ncern ot !u s, a co nce rn w hich is shared by OJP and BJA. A s a former prosecutor and Judge,
however, th e A ttorn ey General is also acutely awa re that w ithout adequate fund ing tor the
co urt s, pr:,secution , prob lem-so lving cou rts , and oth e r in novative. cost-savi ng aherna tives t o
in ca rce r don, true jus tice can not be achieved .
Child ren Exposed To Violence
t ;ist , bu t :ertai nt y not least, we m ust ensu re that, in th e con text of our con ti nued focus on
add ressing viole nt crime , childre n who are ex posed to vio lence are respond ed to e ffectively so
tha t these exp eriences d o not risk the futures of th ese ch ildren and do not fuel th e C)•cl e of
vio!ence .
