AN ORDINANCE ESTABLISHJNG FEE SCHEDULES FOR WATER CONNECTION
SERVICE FOR THE WATER CUSTOMERS OF THE CITY OF ENGLE \i/OOD,
COLORADO.
WHEREAS , 31-35-40; C.R .S. authorizes any municipality to operate and maintain water
facilities w1thm and outs1ik of the municipality; and
WHEREAS, the Englewood Home nuJc Charter Sections 121, 122 and 125, require City
Council to set water services by Ordinnnce; and
WHE it.i.:;AS 1 a water connection fee is o one-time charge that allows nuw users to pny for

WHEREAS, the Englewood Water nnd Sewer Board determined thnt the replacement cost
was lhe preferred basis for the calculation of connection fees because it most accurately
rcncctcd the vn!uc of the system, and
WHEREAS, the Englewood Water and Sewer Boord recommended the proposed fe e scl1edule
nt its May 10 , 2011 meeting;

RECOMMENDED ACTION
The Englew ood Water and Sewer Board, at its April 12, 20 11 me eti ng, recommended Counc il approval of
th e propo se d bi ll for a.1 ordinance establishing fee schedules lor water connection service .
BACKGROUND, ANALYSIS , AND ALTERNATIVES IDENTIFIED
A water conne ction foe is a one -th,e ch.uge th~t i\llnws new user s to pay for th ei r proportionate share of
ca pa ciry in the Cir;'s water treatment plant and distributicn s1•stern . Red Oak Consultins recently
completed a water connection fee study to update the fees lo recognize current value ol the water
treatm ent plan and distribution sy!;tem assets.
Th e Ci :y is experiencing mixed-u se developments in their water service area . These dev elopments include

Proposed mix ed-use con nection lees have been designed to recogni ze both r%idenlial and commercial
demands .
A single famil1 • re sident ial Jnit merns a buildine or structur e rfesignprf to be used as onll' one resid entia l
unit. Residential unit meaas a room or group ol rooms which inc ludes or is designed to include kitchen ar•~
bathroom facil ities and in which one or n -or e person s co uld reasona bly reside on a permanent and non -
transient ba sis . Kitchen facilities include any or al l of the following : 5ink, ran ge, stove , co nvention~! oven or
mic rowave oven . Bathroom fac ilities incl,Jde any or all of th e fo llow ing : toilet, bath or shower. Because
the actual water meter size determines the maximum possible load on the water system, Multi-family and
Mrxe d Use usage shall be calculated based 011 the 111axi111u111 ;,ossible load which may be greater than the
cu1 rent number of unit~ or fixt11rP.!i .
Water connection fee s do not include the cost of material or labor fo r installation uf seivic e lines, stub outs,
meter pits or other installations or connections .
