Co uncil also approved Resolution No. 28, Seri es of 2010. on F~i.irursry 1, 2010, t!~tr1bl 1shin g a temporaf)1 suspension or mor,1tonu111 on enfo rcement o; the discre ti onary approva l process relaterl lo wa ll m11ral s. Co unc il combined th e two moratoria (ba nner/portabl es and mural s) into a jo int ac tion and ex tended each moratorium :n 2010 under Resolution No. 69, Series 2010. Both morat ona were extended ea rl ie r thi s year under Resolution No . 5, Series o i 2011 . The joint resolution is scheduled lo expire on August 1, 2011. RECOMMENDED ACTiON In order to extend the cur rent moratorium on enforcement a resolution approving surh ;m ex tensi on needs to be adopted. The at1ach ed resolution extends the enforcement moratorium for six months , to Februa,y 1. 2012 . BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED In ea dy 2010 the Planning and Zo ning Commission began anal ys is of sign code regulation s issue a11tl discussion of potenti al ame ndm en ts . Sign code efforts we re delayed by th e necessi ty to adopt floodplair, amendm ent s to meet Federal Em ergen cy Management Agency updates by th e en d of 2010. To date in 201; the Commiss ion rwiewetl initial drafts of seve ral sec tio ns of the proposed sign code including administration , prohibited and exempt sign,. and sign specificati o ns. Larger wor k topi cs yet to be started includ e : standards fo r different zone districts, si 0 n materials , temporarr and electron ic signage. It is anticipated that comp leti on of th ese areas ,,nd in itial stakeholder m~etings could be fi ni shed by the e nd of the year . Final drafting of th e new Sign Code ond th e formal adoptio~ process is anticipated to take an additional six months and be co,nµleteu uy ea dy ,,,mmer 20 12 . Th e morato,ium extension provides tune 10 comple te proposed sign code amendments and begin th e adoption process .
