APPROPRIATION TO THE 201 I BUDGET FOR IMPROVEMENTS TO nrE LANDSCAPE AND FINE ARTS FUNDS PROJECTS -PASEO/BROADW A Y HOLIDAY Ll<.iHTING. WHEREAS, I.he City of Englewood 1s required by City Charter to ensure that expendirures do not exceed legally adopted appropriations; and WHEREAS, U1e 201 I Budget was submitted and approved by the Englewood City Council on October 18, 2010; and WHEREAS, the South Broadway Englewood Business Improvement District (SBEBID) requested help io financing their holiday decorating along South Broadway; and WHEREAS, the Landscape and Fine Arts Fund was created to account for funds collected from property owners in lieu of providing landscaping as required by Ordinance No. 2, Series of 1984; and WHERE.'\$, the Landscape and Fine Ans Funds intent was 10 accumulate the funds and to use the fw ,ds for "beautification of the public areas as determined by the legislative body"; and WHEREAS, the South Broadway Englewood Business Irnprovemem District (SBEBID) provided the City a check fur SS,866.60 to help offset the cos1 of holiday docora1ions on Broadway in 2009; and WHEREAS, the SBEBJD 2009 chock was inadveneutly put in the General fund but should have been put in the Public Improvement fund (PIF) where project expenditures were made and accounted for; and WHERF.AS, an additional $640.11 from the Landscape and Fine Ans Fund is needed to cover the remaining deficit in the Public lmp,ove1nent Fund; and WHEREAS, this expendinire could not he foreseen and therefore was not included in the 20 I I Budget. Council also discussed helping the South Broadway Englewood Business Improvement District (SBEBID) in their holiday decorating efforts but funds in the Landscape and Fine Arts Funds Project (PIF) were not adequate :o cover all costs to make the improvements resulting in a negative balance. RECOMMENDED ACTION Curren"y, the Landscape and Fine Arts Project in the Plf has a $6,506.71 negative balance. Tu reduce the deficit to zero, staff recommends City Council approve the atta,:hed resolution transferring and appropriating $5,866.60 from tLa General Fund's unrestricted/undesignated reserves . This represents funds provided by the SBEBID for holiday decorating eMpendltures which were inadvertently deposited in the General Fund instead of the PIF. The remaining $640.11 will be transferred from the Landscape and Fine Arts Fund collected and held in General Fund to bring the Project balance lo zero. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED The SBEBID provided the City $5,866.60 to help offset the cost of holiday decorations on Bruadway in 2009. The check was in,dvertently put in the General fund but should have been put in the PIF where project eMpenditures were made and accounted for. The Landscape and Fine Arts Fund was created to account for funds collected from property owners in lieu of providing landscaping as required by Ordinance 2, Series of 1984.
