KESOLUTION AUTHORIZING rHE CITY OF ENGLEWOOD, COLORADO, TO FILE AN
APPLICATION WITH ARAl'.--HOE COUNTY FOR A 2012 COMMUNITY DEVELOPMENT
BLOCK GRANT .
WHEREAS , the Englew, od City Council has ap~roved CDBG applications since 1977 and
approved the execution of an ,.ntergovemmental Agreement with the passage of Ordinance
No . 3i, Series of I Y9 I, covering the City 's panicipation in the Arapahoe County CDBG
Entitlement Program for funding years 1992 through 1994; and
WHEREAS, the Englewood City Council approved passage of Ordinance No . 13, Senes of
2006, authorizing the execution of an Intergovernmental ,\grc,mcnt hetween the City of
Englewood and Arapahoe County covering participation in the Arapahoe County CDBG
Entitlement Program for funding years 2007 through 2009; and
WHEREAS, the Englewood City Council approved passage of Ordinance No . 22, Ser.cs of
2009, authorizing the execution of an Intergovernmental Agreement betwecr. the Ctty of
Englewood and Arapahoe County cove:ing panicipatior. in the Arapahoe County CDBG Program
and HOME Investment Partnership Programs for federal fiscal years 2010 through 2012 ; and
WHERIAS, the Arapahcc Counry Community Development Block Grant Program provides
grants to participating municipalities to meet housing end community development needs; and
WHEREAS, to compete in the Arapahoe County Community Development Block Grant
Program , local governments must submit an application ; and
WHEREAS, the City of Englewood has roceived a notice of fund av2ilability; and
WHEREAS, the City of Englewood, Colorado, desires to apply for these f\lllds through the
Arapahoe County 2012 Community Development Block Grant to fwu.l the Energy Efficiency
Home Improvements Projects, HmL<ing Rchabi;;tation Project, and House of Hope staffing
project.
NOW , THEREFORE, BF. IT RESOLVF.O RY THFC:TTY COUNCIL OF TilECTTY OF
ENGLEWOOD, COLORADO, THAT:
Section I. The City of Englewood, Colorado, is hereby authorized to fil• an application fnr
an Arapahoe County 2012 Community Development Block Grant.

City Council has approved resolutions to file Community Development Block Grant
(CDBG ! applications almo;t ann~ally since 1977. Participation in the Arapahoe C ounty
entitlement program began ,n 1991. Participation is auth orized in three-year incremen ts.

RECOMMENDED ACTION
Staff recommends that Council approve a resolution authoriz ing staff to appl\' to Arapahoe
County for the City of Englewood's portion of federal fiscal year 101 2 Community
Development Block Grant (CDBG) funds .
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
The U.S. Dept. of I lousing and Urban Development (HUD) CDBG Entitlemer.t Program
provide; grants lo units of local government and urban counties to meet ~ous ing and
community development needs . The objective of the program is lo enhance urba~
commu,ities by providing:
• decen~ sa(e, affordable housing;
• imp~oved infrastructurei
• public facilities and services ;
• economic opportunities .
The Federal Program objectives are achieved through projects developed by local
governnents that primarily benefit low and moderate income families as well as other
federal objectives. The request for funds m.iy also include activities th.it meet urgent
development needs in communities such as damage from flooding, tornadoes, fire, etc.
Local governments determine which activities best serve the objectives of the program.
