A RESOLUTION RECOMMENDING TO THE CITY MANAGER OF TtfE CITY OF
ENGLEWOOD . COi .ORADO AN EXTENSION OF THE EXISTING SUSPENSION OR
MORATORIUM ON THE ISSUANCE OF CERTAIN BUILDING PERMITS IN THE
Ml-R-:-B ZONED PORTIONS OF '111E 3200, 3300, AND 3400 BLOCKS OF SOUTH
GRANT STREET AND THE .1200 BLOCK OF SOUTH SHERMAN STREET FOR A PERJOD
OF SIX MONTHS 1.n,rm JULY I , 2012 .
WHEREAS, Communi1y Dcvc !opment was directed to create a proposal to conduct a
community plan<1ing and visioning process tor l)owntown Englewood and tl,e Swedish-Craig
Medical Center 111;trid.s ; and
WHliRF.AS, :he Englewood Downtown and Medic•! District Small Arca Plan is a poiicy
document within the Comprehensive Plan containing goal s and objectives that were crafted to
represent the values and cesircs of stakeholders , lhe Englewood Planning and Zoni~g
Comntissiuu , a11d the Englewood City Council; and
WHEREAS, the Cornprehensi,c Plan is meant to serve as a guide 10 the Planning and Zonin~
Commission in developing ioning reform solutions for ho1h arens of change and areas of
stability; and
WHEREAS, the City Council adop:ed, by resolution !, amendments to the Downtown and
Medica: District Small Area Plan on December 20 , 2010; and
WHEREAS , the noxt st,-p is to implement zoning in these Areas to enhance the economic
development of the Medic al D·:strict Small Arca Plan as adopted ; and
WHEREAS , there is concern relating to the preservation of the characteristics of certain
ponions of "Sub Area 2" of the Medical O1stric1 Small Arca Plan dunng the study uud
implementation of the zoning reform : and
WHt:KEAS , this moratorium will temporarily stop 11,e issuance ofbuilc!in~ pennits where the
pennit will result in a change of the existing use type or number of dwelling uni Ls ; and
WHEREAS, thi s murntori um will help prolt:et the public health , safety and welfare by
preserving a safe, healthy , and sound environment within the City; and
WHEREAS, tl,e Englewood City Cowicil passed Resoltllion No . 48 , Series of 2011.
establishing a suspension or moratorium oo the issuance of certain Building Permits in the
MU-R-3-B Zoned port ions of the 3200 , 3300 , and 3400 blocks of South Grant Sueet and the
32:JO block of South Shennan Street , and
WHEREAS, the City Council finds tha 1 an additional six month moratorium or tem?o rary
suspension of tne issuance of certain building penn its ir. the 3200, 3300 and 3400 bloc ks of South
Grant Street and lhc 3200 blcck of South Shennan Street is !lecessary to the implementation of
any changes tu the Unifi ed Devel opment Code.

COUll;CIL GOAL AND PREVIOUS COUNCIL ACTION
City Council discussed the issue of rezoning the subject blocks at the Study Session on May 23,
2011 and requested that staff prepare a draft mo,atorium for discussion al the June 6, 2011 Study
Session . At 1ha1 session Counci reviewed the draf t rc~olut ion and alternative grandfathering
language . On June 20, 2011 Council adopted a re ,,olution establishing a temporary suspension on
the issuance of cenain building permits in the 3200. 3300 and 3400 blocks of South Grant 'i treet
and the 3 200 block of South Sh ,,rman Slreel.
RECOMMENDED ACTION
Approve the attached Resolution for a six-month extension of :he mora:onum on l~e inuance of
certain building permits In the MU-R-3-B zoned ponions of the 3200, 3300, and 3400 Blocks of
South Grant Street and the 3200 Block of South Sherman Street where such permits result in a
change of use type or the number of dwelling units .
BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED
The subject blocks are zoned MU-R-3-B and are pan of an area identified as Subarea 2 in the
Medical District Small Area Plan . r.urrent zoning allows office uses and the conversion of existing
residential properties to office use. Citizens raised concerns during Small Area Plan stakeholder
meetings regarding preservation of die residential character uf dre subject blocks. Enactment of the
moratorium will provide time tn prepare an analysis of existing conditions, develop options for the
area including possible rezoning. and conduct the require -i public hearings to adopt code and/or
zoning map amendments . Discussions with the Planning ,ind Zoning Commission are underway .
Enacting the moratorium will maintain 1he status quo of the subject blocks and prevent f1Jrther
change while the area 1s studit J . limiting the suspension of perm its tu thuse related to change in
use type allcw, general developmen~ such as new roo fs, remodeling. and addi:ions, to occur . The
prop,:,sed 'v!•.,· 110rium would terminate on July 1, 2012 with the extension .
FINANCIAL IMPACT
There are no financial impacts to 1he City as a resuh of adopting th is Resolution.

to slakeholdm for th eir feedback . The proposal would be refined based on 1heir feedback, and
presented again . The refi~ed proposa l, along wilh all stakeholder feedback, 'Nould then be presented to
