something that Sena te has already produced ... l'n , sorry ... produced Senate Bill 09-75 fa, neighborhood electric
vehicles What I'm proposing is not necessanly a radical idea be yo nd that but m ac cor jance to what th e vehicle

guide I've presented to you from lhe City of Littleton . to add an addendum for golf cans that meet the safety
requirements and msurance requirements of the low speed vehicles 1n the Ci ty of Englewood What we are
looking for as bemg a resident of the City of Englewood and also having ott1ces here in Englewood , being able
10 reduce my time spent 1n ave 1c:e m producmg carbon em1ss1o ns m the air , wh ic h w ill. m turn I guess
improve the air quality of Englewood by allowing electric vehicles and golf carts that meet those requirements as
sta ted 1n the Colorado Statute That's real iy all I ask I will keep this short and allow other presenters to talk 1

golf ca1s Yes sir These are golf carts that meet the salely requirements listed for low speed vehicles Mayor

Council Member Penn said Brad , are there other mumc1pal 1t1es that already have this 1n place? Mr Bertram
replied I believe Commerce City and Bow Mar have these 1n place . as well as the City of Littleton 1s passing
these w1thm their area Mr Penn said you say Bow Mar? Mr Bertram said I believe so , yes sir I spoke with
Su z:r,ne. who 1s the Ct ty Attorney for L1t1le1on , this mornrng and she ment1oned that City to me I'm not sure
exactly w~1ere it 1s but I know that Commerce City as well as Broomfield , 1n addition to that, 1s adding golf carts
to the low sp ed nr electn c vehicles M ayor Woodward asked did you provide this letter from Mr Bertram

week I'll bring you guys a c he ck We have one bill left over from last ye ar's show. S757 00. and we've been
workin g hard lo s care up $757 00, 1ust loo even pa y off last ye ar's bill I will bring you a c heck by Friday Th e

believe th at the y are going to rart1cipa1e and ilave an adopt-a-v an in the park ing lo t So we hope that that will
help bring a lot of people to o Ad ept some of the dogs 1n the area ... help alle viate some of that problem . We
ant1c,pate about 30 entnes this year of ch1h aga in li ke last yea r With rec ord crowds, we een able to get a lo t

abou t that an d hope that every body here and every bod y 1n the audience will please come So it is going to be
between 11 am and 2 pm on that Satu rday, Apnl 24 . I also want to tha nk the City for allowi ng us to put up the
banne rs We have banners scheduled to go up after th e Easter Hunt is done. Th ey go up on both th e north and
south poles so we have increased our advertis ing budget th is year and hope to have a lot more people as well

As a separate subject , as you know, we do nated . Englewood Unleashed donate d SB 00.00 towards :ee si gns for
th e five off.leash parks . Tha t has be en relati vely su cc essful . We are hav ing proolems with some people seeing
the signs even though they are brand new, and they are huge and big But severa l of us have volunteered to go
in parks, after 11 am for example They are approachin g people at Ja so n Park who had no idea about th e signs
be cause the y are Jus t not used to seei ng them Whe n I told th em about th e ne w rul es, th ey immed iatel y
com plied . So it 1s Just a ma tter of edu cat io n. Let everyone kno w ab out the new rules I thmk it 1s workin g we ll
to let people know when th ey can 1nd can't be the re . Does n't loo k li ke our neighbors , and m part ic ular I won 't
name names , aren 't part ic ipat ing 1n th e pa rk anymore That 's unfortuna te because that was part of the reason
we comprom ised . But , nonethe less , the dog owners are complymg and it 1s working really well or the y ar~
putt ing the ir dogs on leash We had a brun ch last Sunday , even though it was very , very cold . We st ill picked
up frozen poop all over the park and kept 11 clean So we are doing what we norma lly do and introd ucing
Eng lewood Unleash ed and the roles of the City to everybod y who uses off-leash parks Otherwise , th ey have
th e alternative In go to Canine Corra l So thank you again We appreci ate that Hop e to see you at the chil i

(i) Director Gryglewicz presented a recommendation from the Finance and Administrative
Services Depani~~nt to approve an emergency bill for an ordinance (amended from first reading ) amending
Ordinance 20 , Series of 2009 regarding the Lease-Purch ase of certain equipment for City Departments. He
said Mayor and City Council This 1s an emergency bill for an ordinance amending Ordinance 20, Series of
2009 and , if you recall at the last meeting , this was brought forward as a regular bill for an ord in an ce The
reason we are bnnging th is back as an emergency is sei we can close earlier . The inves tors get a little bit hinky
when they have lo wait that fu ll period , so they are a little bit more comfortable when th is is approved on second
reading and we can close this deal. It preserves , generally, the interest rates. A lot of times, especially when
you have a bond deal , you get a lot more people bidding if they know tha t it is going to clo se quicker. They don 't
want lo lake that risk of interest rates changing in a 30 day pe riod , so th is is why th is is going forward as an
emerg enc y. But it 1s the exact same bill for an ordin ance .

say ? Mr. White answered S68 .00 an hour. Council Member G1ll1t said 1s that what the rate ,s because I know 11
is a lot more to take your car in and get 11 worked on . Mr. White responded that Is our fully lo aded labor rate
Actu ally our intern.ii rate is a little bit less . We are able to do that because our facility is fully paid for and that
inc lud es all of our s:atting and adm imstra t!ve over he ad 1n that cost Council Member Gillit said I'd love to take
my car there for that price. Thank ,ou.
\Ma yor Woodward said I wanted to mention in ta lking v11 lh t~ie Ma,·0r of Sheridan , he was very com pl ime nta ry of
the ServiCenter. They have a fire tru ck that had bro,en down , only to find out that the company that they had
purch ased the fire truck from had go, e bankrupt , was-ou t of business and pans were not being mad e. The
Serv iCenter was able to perform and del this fire truck aack on the streets in a very timely manner I know that
She rid an was very ap precia tive of that to the point tt-at , :n read ing the ir minutes on-line 1 noticed .. I belie ve 1t
was in January , that there was a resolu tion , a unama,ou!; resolu t1on by their Ci ty Counci l of ap preciation to the
ServiCenter for lhe work that they had done . So Pal, co •1gratulat1ons on that. II says some thing ab out the
ServiCenler and our Englewood workers th ere .

approval by motion to aulhonze the City Manager to sign an extension agreement with the City of Cherry Hill s
Village vehicle ma,nle ance services in 2010 We charge Cherry Hills the same rate that we do Sheridan We
real12e a revenue ,n th e tune of about S70 ,000 00 per year by working on their vehicles also

(11) Eng1neenng /Cap1tal ProIects Administrator Henderson presented a recommendation
from the Public Works Department to app rove , by motion , an extension of the 2007 construction contract for
Concrete Utility 2010 in the amount of S2 7i!,830 00 to Thoutt Brothers Concrete Contraclors , Inc. He said good
evening Mayor Woodward end member s of City Council Pubhc Works recommends extending the ex is ting
contract with T1 1outt Brothers Concrete . We have been very pleased with the quality of their work and their
competitive pric ing . They co ntinue to be respo11sive to our concrete ut ility inspectors and our citizens when we
work in front of their residences The 7J10 program will repa ir co ncrete in front of approx imately 280 properties
We will also repair a few concrete alle ;s and some cross-pans . So we ask for your co ncurrence to award this
contract. I'd be happ y to answer an 11 questions

11 looks like there is either a typo or something because we are talking about this be ing 11 (c) (ii ) and actually on
our agenda it is different , so if peo ple are li sten ing at home or ... Council Member Wilson said there was a new
agenda that came out Mayor Woodward said there was a new one that was emailed by Leigh Ann on Friday
morning . Coun cil Member Olson said sorry. I am using the old one Forget what I said Those of us who were
out of town didn't read our email. My apologies .

McC ash n and Ci ty Manager Sears and I were 1n Washington for the Nat,onal League of C1t1es conference We
did meet with a representallve from th e Post Office with regard to the Broadway Post Office and historic
preservation and we also met with the woman from the national preservalton un der the Nati onal Parks
Department Both of these meetings were very, very posItIve The big one with the Post Office was that th ey
were in agreement that they would , 1f we subm1lled th e apphcat,on and had th e approval from the Slate
H,stonca l Society here and the support of the community , help supper, ,,s ,n desIgnatIng the Post Office as a
national h,s to nc place Something that was InterestInp that we did find out was that the Post Office will not
release or designate the mural and mstead, it's the ir duty to preserve that mural They will remam owning th e
mural . What they w,11 do Is to lease 11 to whoever ,s a buyer of the property , ,f the properly were to sell , fo r a
term of 25 years , with 5 year perpetual renewals , provided lhat the mural ,s ma,nta,ned and taken care of So
that was really great to hear Th ey were very supportive . They will probably be sending , I think , somebody ou t
