The City of Engl ewood Poli ce Department cu rr ently utilizes a Compute r Aided Dispa tch
systPm, he reina fter referred to as CAD . CAD systems allow public sa fety operations and
co mm unication s to be augmented, ass isted , or pJrtla 11 y contro ll ed by an automated
system. It can include, among oth er capabilities, computer-contr0lled emerge ncy
vehicl e dispatc hi ng, vehi cle status, inci de nt repo rting, and manag emen t in formation . All
aspects of a CAD sys tem must be optimized for rapid res ponse time and system
re lia bility . Since tim e is of the esse nce, the CAD sys tem must accura te ly provide a data
and tim e stamp for every activity.
CAD systems coll ect the initia l inform ation for an Incident and then provid e the
Inform atio n to one or more Records Managem ent systems here inafte r referred to as
RMS.
The ~n glewood Po lice Departme nt uses CAD to facilitat e response and co .11munica tion s
in the field. CAD systems, In many cases, are the first point of en try fo r info rmatio n
co min g into the po li ce departme nt's system. Typica l CAD system functions include
reso urce manage ment, call ta ki ng, loca tion veri fication, dispatching, U"'it status
manage ment, an d ca ll dispositio n. Additionall y, r.AD interfaces with mobil e data
termi na ls and interfaces with otl1 er externa l local , ,LJLe, and federal ,nformation
system s. [nglewoo d Po 1ice di spatchers and their sup ervi sors are the primary users of
CAD und Englewood po li ce officers interact with the dispatchers via 'their mob11e data
te1111lnals. Up on rece ivin g a ca ll for serv ice , Englewood Po li ce Offi ce rs comp lete thei r
in vestig ative reports on a mobi le data termi nal and tl1ose reports are downl oadec into
the police departme nt's Records Ma nagemen t System {RMS).
Deputy Ch ief of Pol ice John Collins has partnered with the City of Englewood's
I nformation Technology Department. Col lin s was Informed that that the two most
critical servers in t he City of Englewood, whic h play a key role in pub lic soi fety, are CAD
and RMS. CAD currently res ides on physical hardware wh ich was Installed six years ago.
Th e typ ical lifespa n of server hardware is 3-4 years, whic h makes C/\D ii perfect
can didate for rep la ceme nt considera tio n. CAD currently l1a s limited fallover capability in
Its cu rr ent physica l state. RMS is cur ren tly a virtual serve r, but res id es at the City of
Eng lewood Ci vic Ce nter. This is no t an Id eal situation having CAD and RMS split
between geograph ica lly separate loca tions. While this is a tE.mporaIy so lution based
up on t he Ci ty of Englewood's current dire bud getary co nstraints, a better long-term
goal would be to have both servers exist in a virtual environm ent, operating
homogeneously wi thin tile Po lice Depa rtment's data ce nter . This wo uld provid e the
very best uptime and ove rall redundan cy , yie lding almost 100% availabil ity. Th e City of
E~g lewood 's Infor mation Te-:hno logy Departme nt ha s stated th at future functiona lity of •

serve r were to fail it wou ld ser io usly j eo pardize day-to-day opera t ions for the
