Conseq uentl y, th e rul e of construction to the effect that ambiguities are to be construed against th e drafter shall be in applicable in the event of any disput e as to th e meani ng of provision s herein . r. The obl igatio ns of Aurora under this IGA are the sole ob li gations of the City of Aurora actin g by and through its Uti li ty Enterprise and , as such , shall not con stitute a gene ral o bligation or other indebtedness of th e City of Aurora or a multiple fi scal year direct or indirect debt or other fin an ci al ob li gati on whatsoeve r of the City of Aurora within th e meanin g of any co nsti tutional, statutory , or charter limitati on. In th e event of defa ult by A urora or fa ilure to meet any of its obli gati ons un der th e tem1s of thi s IGA, Eng lewood shall have no reco urse agai nst an y of the revenu es of th e City of Aurora exce pt fo r th e net revenu es a ," the water utili ty system avail ab le th erefor e in th e City of Aurora Uti lity Enterpris e water fund , or an y succe ss or enterp rise fun d, remainin g after pay ment of all ex penses rel atin g to th e operati on and maintenance and perio di c paym ents on bonds , loan s and other obli gati orts of th e City ac tin g by and through it Utility Enterprise . No twithstanding anythin g herein to the contr ary, nothing in thi s IG A shall be co nstru ed as creatin g a li en agai nst any revenu es of th e Utili ty Enterpri se or th e City . s.
