It is difficult to fo reca st what may occur durin g the nex t five years, and especia lly during difficult economic times. I wou ld co nsid er th e proj ections prese nte d co nservative . There have been sli ght up ward trends in mul ti -family rental residentia l and retai l abso rptio n in the mark et area during th e last thr ee qu arters. These sli ght ly po sitive trends were projected to continue . Based on the projections prese nted, Kent Place nee d cap ture only 4% of the retail and 9% of th e mult i-fa mily renta l residential dema nd in the trade area to ac hi eve build out. Th ese rates are very lo w and appe ar to be atta in ab le. The pre parer of the anal ys is recomm ended that valu es for the apartm ent uni ts, grocery store space, bank, and in -lin e retail space be reduc ed to reflec t average va lu es in the trade area. The se recomme nd ed redu ct ions were incorporated int o the fi nancia l plan . Lowering these values is another approach to being co nse rvativ e with potential assesse d va lu e an d prop erty tax revenue projections. The financial pl an ass umes full buildout of the project and co ll ectio n of property taxes by 2014. A mill levy of 35 mill s is ass um ed, whi ch ger.erates suffici ent annu al revenue to make projected debt payments. Thi s mill le vy is co nsiderably less than the maxim um debt mill levy (SO mill s) authorized in the Service Plan. The rev ise d deve lopm ent plan res ults in only $2.6 million in debt being issued by the Dis tricts , compare d to approximate ly $17.6 mill ion und er t he previous plan . The debt is paid in 20 years in stead of 30 years under the previo us pl an. Both of th ese are positive chan ges to the finan cia l pl an. While I beli eve that Ms . Con solidat ion Limitatio n. The Di stri cts shall not file a reques t with any Coun 10 co nso lidate with ano th er Title 32 di stri ct withou t the prior writt en consen t of th e City. 5. Al l of the limitation s co nt ained in the Service Pl an, in cluding, but not li mit ed to, th ose pena inin g to th e Ma ximum Debt Mi ll Le vy, and th e Fe es have bee n es tab lished under the autho rity of th e City to ap prove a Service Pl an with con dition s purs uant 10 Section 32 -1 -2 04.5, C.R.S.
