MEMORANDUM OF IJNDERST ANDING
BETWEEN THE CITY OF ENGLEWOOD, COLORADO AND THE AMATEUR
RADIO EME RGENCY SERVICE OF ARAPAHOE COUNTY (Di s trict 22)
I. Purpose
a. The purpo se of thi s do cument is to provide guidelin es for the auth orization
and activation of th e Amateur Radio Eme rgency Service on an as needed
basis and to define the activation process .
II . Introduction to th I ofEnglewood, Co lorado :
a. Incorporated in 1903, Englewood is a full-service city that is centrall y
lo cated within the Denver Metropolitan area
II1. Introduction to Amateur Radio and ARES
a. Amateur Radio Service -the Amateur Radio Service consists of radio
operators who are lice'lSed by the Federal Communications Commissi ,l n
(FCC). Amateur Radio Operators are required to take examinations and
maintain these li censes in order to operate their equipm ent. These
examinations te5t the operator 's technical skills and know ledge of
tel eco mmunications, includ~,g the FCC rule s and regulations . The
American Radio Relay League (ARRL), the national association fo,
Amateur Rad io, represents Amat eur Radio Operators to federal agenc ies
and intern atio nal organization s with regards to emergency and other forms
of comm uni cations .
b. Amateur Radio Emergency Services (ARES) -ARES is sponsored by the
ARRL to provid e supplemental or eme rgency communications. Fo un ded
in 1935 as th e Amateur Corp, ARES members have vo lunteered thei r
equipment and capabilities in the event of emerge ncies or di sasters.
c. Agenc ies that have beer, served by members of Co lorado ARES
co mmunity includ e: Nati onal Red Cross , National Weather Service
(Skywam), Salvation Army, Co lorado Divi sion ofEmergency
Management, multiple local governments (county and city), Department
of Veteran's Adm ini stration and different Fire Departments . Although
the primary responsibility of ARES is to pro vi de co mmunications (w ich
inc lud e on-scene communications in cases of local or stale disasters;
communications between shelte rs or locations within the State of
Colorado; or at special events in support of served age ncies), th e Amateur
Radio Operators may also be called upon as obse rver s. Because most
Amateur Radio Op era tors ha ve mobile radio s in their vehicles, ARES

or Amat eur Ra dio Op era tors.

course s as part of their membership.
Liability :
a. Known as th e Volunteer Protection Act of 1997, US Public Law 105-19
protects volunteers from ~iability as long as they are acting within the
scope of their training and respon sibility. The Volunteer Servi ce Act (CRS
13 -21 -115 .5, similar to the fed eral law stated above, further protec ts
volunteers.
b. Colorado Rev is ed Statutes , Section s 24-32-2605, et seq., and 24-32-2202
al so provide limited immunity to volunteers during the course '>f plannin g,
training 1111d disaster response.
c. Each member of Colorado ARES must evaluate the risk of responding to a
request from served agen cies and may refu se should they determine the
risk to life and/or their property to be deemed great.
d. Each member acknowledges and agrees that they , as individuals, are
responsible for their personal property, not the served agencies when
responding and operating in response to an activ ation .
IX . Operating Guideli nes:
a. Membern of Arapahoe County ARES Di stricts 22 operate under the
directi on of the se· ved agencies through their EC, or his/h er designee, as
specified by the se rvin g agency or Emergency Response Pl an.
b. TI1ey may not b,: self di spatched on any event without th e di rec t approval
of the EC or his/her designee.
c. Ara pahoe Co unty ARES Di strict 22 members will be utilized durir,g an
emergen cy in cid ent lo deliver emerge nc y and priority messages (either
point-to-po int or point-lo-multipoint).
d. Arapah oe County ARES Di stri ct 22 members ma y be utilized to provide
co mmunicati on se rvices to ass ist with th e coo rdinatio n of co mmunit y
eve nts. Parti cipati on fo r co mmun ity eve nts will be a l th e di sc reti on of th e
EC, or his/her des ignee .
e. Se rvi ces prov ided by Ara pahoe Co unt y ARES Distri ct 22 members shall
be go ve rned by th e ava ilability of equipm ent and member 's FCC li ce n e
priv il eges.
f. Cit y o f Englewood o mce of Emerge ncy Manage ment will reg ister
