for hospital -re lated de , elopment. The Commission also expressed some amount of
\\illingness 10 co nsider th e pos si bility of ith er remm in g office use outright sin ce there ar e
no exis tin g office-:, in the area, or alt ern ativ ely capping the size of offices to no mo re than
10,000 square ree l. The Com miss ion also exp ressed w ill ingness to reduc e heigh t fr o m 60 to
40 fee t in order to match th e exis ti ng multi-uni t res id ential buildin gs.
A Ci ty Cou ncil Stud \ Session was he ld on Jul y 26" tr de termin e Council's position o n proposed
po licies for eac h sub-ar ea. Counci l was su ppor tive of shared stake hold er and Planning Commissio n
di re ctiors ror sub-areas 3 and 5. In the ca e oi sub-area 2, Council opted to suppo rt th e p osi ti on of
th e Plann in g and Zo ning Commissi on for r zoning th e areas sotith of Girar d Avenue to Medical and
\\'O rkin g ,, 1th stakeh o:d ers to refor m the ex is tin g zoning north of Girard A\ t.mu e in order to preven t
large-scale de, elopment out of character with th e ex isting ne ighborhood, w h il e still prese n ,in g
property rig hts as socia terJ with the long-standing mi xed use zoni ng. Coun ci l was not suppor tive of
ihe propose d altern .,tiv ; tu down-zone the en tir e sub-area to a singl -uni t residentia l zone di str ic t.

A t the firs t meeting staff showed th e stakeh olders the exi stin g co ndi t ions and ta lk ed ab out
th e new medi cal zoni ng di stri ct reg ul ati ons. Th ey we re asked to ta ke some tim e to consider
wh eth er th ese new zoning reg ul ati on s w re so methin g they felt woul d b a good fi t for
thei r areas. They ca m back two w eeks later and p rovided their input to staff. Th e vast
majori ty of stakeholde r co mm ent s was that no, thess, 1ned ical dis tr ic t regulati o ns are not
rea ll y appropri ate fo r these ar eas. The on e ex ce p tio n to tha t was there were a few
stakeho lders in th e 3400 blocks of G rant and Logan Stree ts tha t did express suppo rt for th e
new med ical dis tri ct reg ulati on s fo r these blocks. At th e sa me ti me, the re also we re a
numb r of stakeholders that w re li ving no rth of Girard in Sub -.irea 2 that were 01 posed to
,he new med ica l distr ict reg ula tions fo r th e 3~00 bl ocks of Gr,·nt an d Logan Stree t. Fo r th e

down heights , not all ow hosp ital use in oth er par ts of tow n whe re we d on't want it and tha t
is what is stated in th ese goa ls and guid elin es . It's not co mpletely dow n zoning int o a ,in gle
family situa tio n, but said he didn 't think th at is wha t we wan t to see in thi s area.
Mr. Roth address d th e down zoning iss ue . He sa id the problem with down zoning is it
mak es many properties, such as apa rtm en ts, in th e area non-confo rming, which limit s th e
ow ner's ability to do improvemen ts on those properties.
Mr. Fish sa id down zornng coui d crea te a situation in which th e commercia l properties
wo uld then begin to deteriorate. We do n't know if it would actually happen, but that is
ce rtainl y a lik ely possibility if th ey ca n no longe r fun cti on a cnnam 0 rcial properties. That is
