He stated NO. 3 differs f ran NO . 4 in tha t No . 3 is an open chann el a nd wate rway and NO . 4 i s conduit . 'rtle costs fo r NO . 3 wer e highe r t han t-b . 4 , but not sig nificant . Mr. Mc Cown asked ;.h at was the difference between NO. 3 and NO . 4 in t e rms of the property involved . The engineer stated Alterna tives NO . 3 a nd NO . 4 a r e basically t he same in that a ll of the structures need to be ranova:l dnd the reason for that i s more a f unct iori of the down town dev e l o~ ment pl a n than the actua l d r a inagewa y improvanents t hat a r needed . He stated there we r e other things t ha t could be done in terms of flood con trol to get water through , but in the process it "°uld destroy the downt own devel opn ent p l a n . J\S an ex il1lple the houses on the Ba nnock side could be t ake n , cc nstruct a water way on that side , and l eave t he existing structur es on the Acana side . Mayor otis asked if remodeling the back side of the bui l d- irgs on /\Cana Street would fit in with the downtown developnent plan . The engineer answered no, because several of the buildings go way back out into the areu of t he planned channel. The re are also technical problens , fo r exam ple, all the sanita ry sewe r lines are i n the alley . Ma yor otis asked if there we r e any questions froo, t'1e aOOience. One gentl eman , later identified as ~y Ludwi g , asked if the re was one alternative that did not require t he destruction of of businesses a 1 ong I\C001 a . The engineer stated that was ~h at he had essentially de scribed . Marjorie Elecker , 644 East Yale Place , appeared l::efore Council. Ms . Becker e ncouraged l ookirg at more than flood control and t oward a tota l program for downt own impr ovemen ts . If the City constructed a channel to the Bannock side ~ich is the wes t s i de of ~ere the channe l i s prese ntly located i r, lllte rnative No . 3 , that would handle the 100 ye ar flood but wou ld not l::e canp,tible with the do"'1t0"'1 plan. Mr . Diede stated if the channe l is moved over to the sidewalk on the ea st s ide of Bannock, then build ings will not l::e adj acent to the chann el , they will have to b? across the street on Bannock . Th e City can b ui l d a 100 yea r c hanne l to keep the flood pl ain within the c ha nne l banks by mov ing it to the we s t , but it wou~d not l::e c-crnp,tible with the do"'1 t 0"'1 pla n. It is S001ething that would l::e done as a n interim , but if the City l a t e r wanted to sh i ft the c ha nnel it wou ld cause S001 e cons tr uc tion problens and woul d l::e mo re costly t o rh e City . I f the Ci ty wan ted to shift the cha nnel to the wes t a long Ba nnock in order t o give the buildings on the Acan a s i de mo r e time t o r e l oca te , that co uld l::e accanplished , June 28, 1982 Page 8 it would not fit wi t h the do"'1 t0"'1 plan a nd would be mor e costly because it would have to be e xcav a ted, built and moved later on. It could not be done without taking all of the buildings along Bannock side and shifting the cha nnel canpletel y ove r t o handle the 100 year flood. Director Diede s t a t ed the City could not do tha t . He stated the y have even tr i ed t o put a sheet-tiling w,11 right a t the back of the ex isting bu i lding and do everyth i ng d0"'1 i n the channel tha t could te done and tha t sti ll required moving the channe l over to Bann ock to get e nough capacity in the channel to get the r est of the Ci ty out of the 100 year flood pla in . He did not th ink the City could build a stra i g ht ve rti cal w,11 a long the back side~ of the e xisting buildings, build the channel then can pl e t e the aes the tics l a t e r, and accanplish the 100 yea r flood pla in problen of 1<eeping i t in the channel banks . I t i s not possibl e without moving the c hanne l tenpora ril y measure over agai nst Ba nnock and bring it bac k into the cen t e r la t e r. Th e r e is nol enough roan because pu tt i ng build i ngs over a l ong the Ba nn ock side and encroaching in on the bu ilding s on the /'Cana side looses much of the capaci t y of the c hannel. City Attorney Ce Wi tt asked fo r the eng ineeri ng d r awing s of Al ternative No . 3 to help determine 1•.her e the proper ty take-line was . Direct o r Diede left the meet i ng to get the drawings . A gentlenan in the aud i ence , J . Dee , asked if it wa s po ssi ble to mo ve tl,e hyd r aulics tow,rds Bannock not as a tanpora r y meas ur e but as a penna nent solution . Director Diede stated i t wo uld not te canpatible with the downtown plan , and that wa s, the only reason wh y it was not along Bannock . John Pearce , owner of Englewood Ha r dw,re , appea red before Co un cil. Mr . Pearce stated Alternative No . 3 helps sol ve the potential flood on Little Dry Creek a nd to rejuvenate and r edevelop the downtown area ; but felt the alternative still needed some modification . Mr . Pearce wanted a solution that did not danolish buildings and hanes and one that offer ed relocation help . 'Ihere were no other carments or quest i ons .
