On 9 -2-5 (b), (7), Mr. Ma tthies ques tion the 1,000 foot l i mit and how it wo ul d apply to gam e r ooms in s hopping centers. On 9-2-8 , Mr. Ma tthi es under s t ood a li c e n se fee in c r eas e but wa s against dou bling the am o u nt. He was against th e $7 5.00 inv est igat io n f ee o n the basis it was un j ustifiab le . On 9 -2-15 (2) Mr . Matt hi es sta t ed h e co u ld not e nforce th e di st urban ces of f hi s premi ses . The intention w~s not to encour~ge problem s such as di'..ching school in orde r to pl ay vid eo games . Mayor Ot is asked fo r the next speaker . Roe Monroe , Manage r, Bumpers , Cinderella City , 701 West Hampden Avenu e , came forwa r d . Mr . Monroe was r eprese nti ng himself and Mr. Drazen , the owner. Mr. Mo nro e stated h e had bee n in the e d ucat i o n field for several ye a r s and thought th e best place for kids Lo be du ring the school term was i n scho o l . He exp r essed conc e rn about keeping k i ds o u t of the am usemen t cente rs when they a re o n vacation fro ·, school r efer ring to Concept fi, year -r o und sc hool. Mr. Monroe stat ed the ordinance was unfair to these kids . Mr. Mo nro e stated h e h as s poken at career fai rs he ld at schools and stated today's t ec hnolog y in v id eo games can open doors for kids who want t o g~ into electrical e ngineering or graphics . Mr. Monroe opposed the licensing fee and the c lause pro- h i biting kid s from coming i n to the am usement cente r s during cer- tain ho urs of the day. Mr. Monroe stated Mr. Drazen wanted to go on r ec ord that he did not r eceive any notification of this chan ge in ordina n ce and feels it is a vio l ation of his co nstituti onal rig hts as a bu si ness- man . Co un cil Member Fitzpatrick asked i f Mr. Monroe ha d ever quest ioned any of the students in hi s es t ab lishment if they were ditch ing school. Mr. Monroe stated h e does talk to them . Mr. Mo n roe stated kid s are truant because of school . They may e n d u p in th e arcade o r in a park o r wh e re ve r kid s g o . Th ey are truant frJm schoo l not be cau se th ey a r e having a Pa c -Man attack , but because they ar e wanting t o be a way from sc h o o l.
