The invocation waa given by Mayor Eugene L. Otis. The pledge of allegiance waa led by Mayor Eugene L. Otia. Mayor Oti• aaked for roll call. Upon a call of the roll, the following were preaent: Council Mellber1 Bigday, Real, Fitzpatrick, Keena ·, Bilo, Brad1hav, Oti1. Abaent: Rone. Mayor Otis reminded everyone that Council had another meet- ing at 6:00 p.m. and a1ked that everyone keep their colllllents brief. Council Melllber Bradshaw seconded the motion. Mayor Otis aaked if any member• of the Career SErvice Board wished to make co1111enta on propoaed changes. Judy Renning, 2951 South Franklin, former Chairperson I of the Career Service Board, appeared before Council. Ms. Henning stated some of the changes originated three -four years ago. She stated a variety of hearing• have brought attention to the fact that certain Charter and code proviaiona contradicted each other ', contained unclear language and poor definitions, and these pro- visions did not address the problems in the employees relations field. Ma. Renning urged Council to put the changes on the ballot. January 26, 1981 Page 3 Don Weber, 2893 South Ogden, current Chairperaon of the Career Service loard, appeared before Council. Mr. Weber atated the Board can not operate fairly under the preaent Charter and Code and aaked that Council put the changes on the ballot. Bob Brundage, 4140 South Huron, member of the Career Service Board, appeared before Council. Mr. Brundage stated the Board haa found it difficult to operate and that the pro- posal ahould be paaaed for the convenience and protection of employee• to whom the loard 1aaat be fair. Jo Ellen Turner, 4630 South Cherokee, member of the Career Service loard, appeared before Council. Ma. Turner stated the preaent Charter proviaiona are ambigioua and ineffecient. The intereata of the employeea, the City, and the citizens would best be aerved by the approval of the changea. Cathy Pokraka, 4210 South Buron, member of the Career Service loard, appeared before Council. Ma. Pokraka stated she had not kept up with the change• aince ahe left the City's em- ployment four llOntha ago and aa a reault ahe ha• chosen not to take a atand one way or the other. Ma. Pokraka stated she had aerioua concern• with the preaent language of the proposed amend- ments. Dave Goodman, attorney for Career Service Board on the matter of Charter change• appeared before Council. Mr. Goodman stated he waa impreaaed with Council'• ability to entertain so many open hearing• and to have aolicited so many opinions from ao many employee• fr011 the e11ployee organizations. Mr. Goodman stated Council'• work and effort in this regard was appreciated by him. Larry Leydon, 3795 South Logan, appeared before Coun- cil. Mr. Leydon atated alot of dialogue haa been said by the Career Service Board 11811bera about comnunication problems with old dialogue and effort• to clean it up. Mr. Leydon stated he agreed if the opportunity preaented itself. Mr. Leydon stated he agreed with Board Mellber Pokraka concerning question• of the language. Mr. Leydon atated if hia organization could be guar- anteed of having dialogue with people, he had no objections. He atated no one on the City Council had the right to say that he did not have the right aa a citizen or the right of a citizen of Englewood, or loat hia riaht becauae he was a police officer to speak out; but alledged t6at becauae he came to talk before the Council four 110ntha ago he had a federal lawsuit pending becauae he waa prejudiced and diacriminated against for talking to Council. January 26, 1981 Page 4 City Manager Mccown stated Mr. Leydon'• expression of the lawauit and who diacriminated againat him and for what rea- sons was purely Mr. Leydon'• opinion and not necessarily the opinion of others. Council Member Real advised Council this was not the proper place to hear Mr. Leydon'• allegations. Council Member Fitzpatrick atated City employees were incluaive of Council and &llOllg any group• the only to operate was by co11111Unication and dialogue. Council Member Rigday queried the amendment that would prohibit an employee or 11e11ber of employee'• imnediate family to aerve a member of the Board aince it vaa not a legal matter. Mr. Higday stated he preferred to vote on the amendments separately. Upon a call of the roll, the vote on the motion to vote on the amendments aa one unit resulted aa follows: Ayes: Raya: Council Members Real, Fitzpatrick, Keena ·, Bilo, lradahav, Otis. Council Member Rigday. The Mayor declared the motion carried.
