'l'he invocation wae given by Council Member Fitzpatrick. 'ftl• pledge of allegiance waa led by Mayor Otia. Mayor Otia asked for roll call. Upon a call of the roll, the following were preeent: Council Members Higday, Neal, Fitzpatrick, Keena, Bilo, Bradahav, Otta. Abaent: None. 'l'he Mayor declared a quorum present. * * * * * * Also present were: City Manager Mccown Aaaistant City Manger Wanush Assistant City Attorney Holland Director of Finance/ex officio City Clerk-Treasurer Higbee Deputy City Clerk Watkins * * * * * * COUNCIL MEMBER FITZPATRICK MOVED TO OPF.N THE PUBLIC HEARING CONCERNING THE 1982 PROPOSED BUDGET. Council Member Bllo seconded the motion. Upon a call of the roll, the vote resulted aa follows: Ayea: Council Members Hlgday, Neal, Fitzpatrick, Keena, Bilo, Bradshaw, Otla. Naya: None. 'l'he Mayor declared the motion carried. * * * * * * Gary Higbee, Director of Finance, presented the 1982 proposed budget. Mr. Higbee stated the total revenues are pro- jected to be $22,927,467. Total expenditures are projected to I September 28, 1981 Page 2 be $21,939,149 with a budgeted tranafer of revenue from the General Operating Fund to the Public Improvement Fund of $575,000. Mr. Higbee atated the property tax mill levy is propoaed to remain at 6 mill1. Mr. Higbee stated the levy will generate le11 revenue thl1 year due to a tax law change. Mr. Higbee discU11ed the breakdown of revenue1. Richard WanU1h, A11l1tant City Manager, presented the breakdown of projected expenditure• for 1982. Mr. Wanush stated the new item• included in the budget are four additional police officer1, one civilian crime prevention officer, two mechanic• for the Servlcenter, Pha1e 11 computer applications, and recodification of the City Code. Mr. Wanu1h 1tated supple- mental it .. • not included in the budget but reco .. ended for Council'• conaideration are Library data proceaainf for catalog syatem, implementation of cable TV coordination, c ty forester, word proceaaing for City Attorney and Municipal Court offices, and in-hoU1e co1111Unication repair. Mr. Wanu1h then diacuesed . the Public Improvement Fund, Water Fund, Sewer Fund, Golf Course Fund including the purcha1e of golf cart1 and the increase of 25¢ per round of golf for 1982. There were no queationa from Council at this time. * * * * * * Mayor Otis aaked if there waa anyone preaent in the audience wishing to apeak on the 1982 budget. Maurice Jones, 5020 South Wa1hington, appeared before Council. Mr. Jones aaked if the money budgeted for Little Dry Creek was baaed on the five alternative• of a study which was done a few years back. Council Member Neal stated the alternatives are the basis of what la beinf considered now for Little Dry Creek. He noted there were etil complex decisions to be made. Council Member Keena stated the money expended to date le baaed from the alternatives and future decision• would depend on the Urban Flood and Drainage Control District. Mayor Otis stated he served on the Board of Urban Flood and Drainage. The project of Little Dry Creek le being studied and there was a possibility the plain may be reduced. * * * * * * Sept .. ber 28, 1981 Page 3 Scott DeMaro, Arapahoe Houae, appeared before Council. Mr. DeMaro atated he vaa appearing on behalf of Jim Brenneman, Director of Arapahoe Houae. Mr. DeMaro thanked Council for their contribution in 1981 and aaked for conaideration of a contribution of $8,500 for 1982. In reaponae to Council Member Bradshaw'• question, Mr. DeMaro atated contribution• have been requested from other Councils. Council Me•ber Keena requested Mr. DeMaro to provide an update on the report dated August 26, 1981, from Mr. Brenneman. Ma. Keena alao requeated information on the agency'• 1981 budget and required contribution• including the state to fulfill the 1982 budget. * * * * * * Maurice Merlin, 3688 South Sherman, appeared Council. Mr. Merlin exrr••••d hie disappointment with attendance at thia hear ng and the limited publication ceived. before the low it re- City Manager Mccown atated the reason the hearing was not noted in the Englewood Citizen vaa because the hearing date was set after the Citizen vaa published. Council Member Keena atated no matter what impact the publication ha• on the attendance, the budget hearing should be widely publicized. * * * * * * Hovard Morarie, 3129 South Sherman, appeared before Council. Mr. Morarie expreaaed his concerns about the candi- date information packet not meeting the deadline for publica- tion in the Englewood Citizen. In reaponae to Council'• question, the Clerk stated arrange•enta have been made to publish candidate information in the Rov .. ber iaaue of the Citizen and that it would be sent out aa early aa poaaible before the election. Mr. Morarie appauled the increaae for the Police De- partment. Mr. Morarie queried the tranafer of general revenue •haring fund• from the Public lmprov .. ent Fund to the General Pund. City Manager Mccown atated general revenue sharing ha• only been budgeted through 1983. If there was a cut in general revenue aharing fund, the City would come up short September 28, 1981 Page 4 by a certain a11<>unt in the Public Improvement Fund ultimately. tbe fund would have to be reduced by the amount indicated to be cut. Mr. McCovn atated he and ataff were recommending the fund balance to be kept at 7.51 and any monies over that be tranaferred to the Public Improvement Fund. Council Me•ber Bradahaw noted that Englewood was for- tunate becauae other metropolitan area• depend on revenue shar- ing to do their payroll• while Inglewood has used the monies for public project•. Mr. Morarie aaked if the City anticipated selling any •ore bond• in 1982. City Manager Mccown atated he did not anticipated sell- ing bond• for aewer projects. The only other projects for which bond• might be aold would be for the downtown development plan and the co11111Unity center. Council Me•ber Keena stated the selling of bonds hinged on the bond market and if it waa down at the time, then other method• of financing would be looked at. * * * * * * There were no further comaents on the budget for 1982. * * * * * * COUNCIL MEMIBR BRADSHAW MOVED TO CLOSE THE HEARING. Mr. Mccown atated funds for 1982 abould amount to $575,000 which i• down •lightly from 1981. Mr. Morarie aaked how much 110ney waa loat in general revenue aharing due to the cen•ua. City Manager Mccown reaponded approximately $55,000. further, Mr. McCown atated the City cho•e not to fight the cen- •u• count after thorouah analyaation of the City'• •ituation, in particular, the reduction of achool children, the number of el- derly in the City, etc. Mr. Mccown atated the figures were pro- bably not that far off and not 11Uch of an argument would be pre- aented. Mr. Morarie diacuaaed the City maintaining its own head count. Mr. McCown •tated a houaing count is kept. Council Me•b•r Keena atated baaed on her experience in forecaating population projection•, it i• an expensive project to do. She atated ah• diacuaaed initiating an appeal in fighting the cenaua but there were no real indication• that the cenaue was done in error. * * * * * * September 28, 1981 Page 6 Maurice Jones, 5020 South Washington, appeared before Council.
