Oakley Nays None 6 Recognition or Scheduled Public Comment (a) Sally Dawson, an Englewood resident . said I've come here tonighl to suqgesl that Englewood create a neighborhood dispute mediation team I'm going lo lell you a couple of things lhat I've expenenced over the last two years that have led me to this idea Three years ago I had a visit from my Code Enforcement agent, Ms Mar)Ol1e Payne She came to my house to tell me that a neighbor had compta,ned th at my cat was going ,nto Mer yard and pooping Ir, her tul ips We talked about 11 for a little bit and I said, you know, I am perfectly wllliug to work with my nelghbot, but I think they should be willing to work with me as well Ms Payne told me that rry ne,ghbot had absolutely r.o responsib:hty to work with <ne because I was the one In VIOlabon of the Code Well , I didn't hke that. but fortunately for my neighbor and myself and my cals, I Ignored Ms Payne's senllment and went over 10 my ne1ghbo(s house and knocked on her doot and said please can we work something out? I came up with the Idea, after ialking with a friend of m,ne who ha1 cat problems, lhal you can buy cat repellant at any garden store So, I suggested lo my neighbor that I purchase cat repellant for her and I would be happy 10 come over. .. she's an elderly person In her eighties ... and t would come over once a week and scoop the poop and patrol the gardens and so forth and put cal sprinkle out. She agreed that we could g;ve that a try That was about three years ago Now we have a realty great worklng relat10nsh1p In the spr,ng, instead of calhng Code Enforcement or calling the police, she calls me directly and says okay. I'm going to tum the gardens over So, I go over ano slart pohclng the garden It lakes about a month or six weeks for the cats to get over the repellant 3nd then, pretty much, by the middle of summer I don't even have to go over there anymore Like I sa1d , we have a great relationship now She's even given n1e some planls from her garden to put In my yard II 1s so much nicer than thinking that we couldn't work together So that was good About two months ago I received a letter In the mail that was typed and addressed to me, neighbor, at my address ll was typed There w,th no return address on the outside of the envelope The letter said, your black eat.. wh,c,i I do have one has been spend ing a lot of lime m our ya rd ki lling songhlrds, pooping, and terrorizing ou r animals that aren't allowed to roam They said this Is a vootatlon of our rights as property owners and It's ,n vlotatJon of Code We could cal the City on you, but we are going to allow you to work this out for yoursett Ptease keep your cat al home and out of our yard Ttoey didn 't sign the letter They~ dn't give me a phone number or a name I thought what am I supposed 10 do with that? How can I work with a neighbor who isn't going to be d1tect with me? I realize that people are afraid of ccnfronlat.:>n and they may be afraid of retaliation ,f they anger their oe,ghbot or something And I thought for a couple of days about what I can do This 1s ""'at we need lo do If the City of Englewood had a neighborhood d,spule mediation teaM, whenever some, .ailed the police or Code Enforcement to complain of a barklng dog or rowdy teenagers o< whatever 1t Is that people complain about ,f they were directed first to a neighborhood med111toon team , the11 they could sot down and have a face-to-- face, and hopefully solve their issues without having to bring the pohce o· Code Enforcement Into the mix I. for one, wou ld be willing to volunteer as a mediator, I don't have any fo:m~! ·amlng, but I am certainly w,Ulng to take a course on k Obv10Usly through my own experience, I medoater• -, own problem and solved ll So, once I wa3 dealt with somebody who didn't want to be Identified, t thought It ,. ,ou ld be a great th,ng If they could be given that resource to work through their prob lems. Mr. McCormick said that the water system has three projects that we are going to have to take care of Two of them are on 011r waler tanks, the 500,000 gallon Zuni water tank, which Is localed over in the west, northwest area and also the 200.000 gallon elevated Sherman tank, which Is located In the northeast area over by Burt Chevrolet These tanks the Zuni tank Is a 1960 construct,on II has been rehab:ied several times Life of a rehab Is about 15 lo 20 year.; usually and then you have to go 1n and repa int them and take ca re of them . I called Mountain States and made them aware It was their error when they subm,lled the<r bid Their bod 1s 10< S70 50 per glObe. which comes up to $35.250 00 so that's a $545 00 difference less So, I wanted to make that clear So wI1h that I'd be happy to answer any other quesltons Council Member Oakley said Dave. were these globes gomg to last any longer than any othe,s in relation to changing color? Mr. Lee said my understanding 1s yes 5efore we put these out. I had talked to a couple of the vendors and there has been a lot of improvements In technology in plastics These whole acrylics are supposed to be fade resistant and impact resistant much more so than the original ones were Council Member Oakley said could you shoW us? II was a 16 inch globe with an 8 Inch opening. One company did not give us an 8 Inch opening Council Member Wilson said but thr / are all made of the same material? Over the years, Englewood has repaired or piped numerous areas along th is section of ditch. The Bureau of Reclamation has funds available u~der a program called, "Water for ~merrra · Expand.
