HomeMy WebLinkAbout2009 Resolution No. 035• • • RESOLlTTION '10 . ); SERIES OF 2009 -- A RESOLUTION AW hilDING A NEGOTIATED CONTRACT FOR THE PURCHASE OF PERSONAL PROTECTIVE EQUIPMENT FOR THE ENGLEWOOD FIRE DEPARTMENT INSTEAD OF THE COMPETITIVE BID PROCESS UNDER SECTION 116 (b) OF THE HOME RULE CHARTER . WHEREAS , the Englewood Fire Depanment has purchased its personal protective equipment from American Safety Associates of Col orado for over 25 years; and WHEREAS , dwing which the Department has examined many other suppliers and found that American Safety As.iociatcs of Colorado provided a superior product at the most cost effective price, as well as providing better follow-up and repair services than other providers ; and WHEREAS , the Er.g!ewood City Council approved the 2009 Budget which included the purchase of the Fire protective equipment ; and WHEREAS , Section 116 (b) of the Englewood Home Ruic Charter allows contracts for equipment to be negotiated, provided that contracts for which no competiti ve bids have been requested have been approved by resolution which shall declare the reason for exception to the competitive bidding requirement; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCO.. OF THE CITY OF ENGLEWOOD, COLORADO, THAT : ~-The Englewood Fire Department is hereby authorized to negoti et~ an agreement for the purchase of Personal Protective Gear, in lieu of the competitive bid proccs; as allowed by Section I 16 (b) of the Englewood Home Ruic Charter. RECOMMENDED ACTION The Fire D epartm ent seeks Council approva l of a res o luti on aut horizing the pu rch ase of personal protec tive equipmen t (PP E) for th e departmen t th rough a neg otiated co ntract with America n Safety Associa tes of Colorado as a so le source supplier. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED Council app roved th e purchase of PPE in th e 2009 budget. The amount budge ted for PPE in 2009 w as increase d to provi de a bac k-up se t of PPE for new personnel w ho are now operat ing with o nl y one se t of PPE . Current safety standards in the fire servi c e stipulate reserve gea r in th e eve nt of on-duty contJminati on of gear. Th e Fir e Departmm t has pu rchased its PPE from American Safety Associaces of Colorado for over 25 yea rs . During th at timeframe, the departm e:1t has examined many oth er suppliers. Most recently, Municipa l Emergency Services In c., Wheatland Fire Equipm ent Co mpany, and Total Fir e Croup were eva luated as al ternative providers . In every ca se, America n Sa fety Associa tes of Co lorado, a priva tel y owned loca l supplier, has been abl e to provi de a supe ri o r product at a c hea p er price as well as providing better fo ll ow-up and repa ir serv ice s than th e oth er providers eva lu ated. FINANCIAL IMPACT Th e cos t of th e PPE is provided for in ih e 2009 Fire D epartment Bud ge t under Fire DepMment Bunker Gea r and Fir e Safety Gear. $36,000 is provided in th e Fire D epartm ent budget for this p urp ose. Fo ll owin g an assessmen t of cu rr ent Fire Department ne eds, an expend iture of $30,045 is reco mm ended. Again , thi s is provided fo r in the budget categ ori es above.
