A RESOLlIT ION SUPPORTIN G THE SELECTION OF AMERESCO, IN C. AS THE CITY OF
ENGLEWOOD 'S ENE RGY SERV ICES COMPANY (ES CO).
WHEREAS , the S1a1e of Co lorado Governo r's Enerb'Y Audit and Project Proposal is 10
identify energy and water co nservation measures whi ch, if implemented , will over a peri od of
time, justify the cos t of the Technical Energy Audit and Project Proposal ; and
WHEREAS , the Stale of Colora do Governor 's Energy Office coord inates a program under
Section 24 -30-2001 , C.R.S., un der which ap.Jrovcd entities ma y comrac l with local governmen ts
for Techni cal Energy Audit and Project Pro posal ; and
WHEREAS , the Governor 's Energy Office (GEO) completed a feasib ilit y stud y for energy
perforn1ance conua c1ing for the Cit y of Eng lewood in 2008 ; and
WHEREAS , Ameresco, In c . has been recommended by a pane l established by the Cit y
Manager to serve as the City of Englewood 's Energy Service s Compan y (ESCO) for conductin g a
technical energy aud it and deve loping a fuU energy performance contract for the Ci ty;
NOW , THEREFORE , BE IT RESOLVED BY THE CITY COUNC il. OF THE CITY OF
ENGLEWOOD , COLORADO, THAT:

energ1•. Last yea r, staff ini tiated effo rts to add res s energy effi cien cy and to develop a plan for
implem entation of "Green Ci ty" initiati ves. To that end, Ci ty Council ap proved a M em oran d um of
U nderstand (MOU) w ith th e Gov•ern o r's En ergy Office (G EO) o n O cto ber 20, 2008.

the City's en ergy servic es compa ny (ESCO ).

BACKGOUND
Last year, the GE O c ompleted a feasib ility stud y fo r energ1• p erforman ce contrac ting for the City .
On Jan uary 9, 2 00 9, the Ci ty iss ued a Request fo r Prop o sa ls to si x State-certifi ed en er gy service
companies (ESCO ) and fo ur firms submitted proposals. Staff conducted an initial intern al revi ew of
th ese four prop o sal s with th e assi stan ce o f th e Govern o r's Energy Office and set fo rmal interviews
with two companies, Ameresco, In c. and John so n Contro ls. Inc. Revie w of the propo sals ,
interviews and foll ow-up q ues tio ns w as conduc ted by th e Ci ty's review an d sel1;ction team , w hi ~h
in cl uded rep res entati ves fro m the City Manager's O ffi ce, Fin an ce and Adm inist rs:ive Se rv ic es,
Fi r e/Po lice departments, Parks and Recreatio n, Public W o rks, th e Wa ter Utility, th e 1\'as :c•,vater

FI NANCI AL IMPACT
Sh o uld City Coun c il approve an energy perfo rman ce contrac t, all rela ted costs are guarant eed fr o m
the res ulting en ergy savi ngs b)' the ESCO th rough a finan cin g m ec hani sm, typ ica ll y a lease-
pur chase . Howev er, th e Ci ty co uld choose to fund 1he entir e proj ec t through a varie ty of means: a
tax-exempt lease-purchase ; se lf-fin an ce the entire project; or a blend of fundin g so urc es, i.e., capital •
budget and lease pu rcha se funds , and other o utsid e funding sou rces , such as utility rebat es/
in centives an d gra nts, potentially siz eable grants fr om so urces suc h as th e Department of Local
Affairs (DOLA), and renewable en ergy grants from th e GEO. If, after co mpl eti on of th e tec hnic al
energy audi t, th e Co uncil c hooses no t to proceed wi th an energy perform ance co ntra ct, th e c os t of
th e energy audit, $30,000-$45 ,000, would be du e to the ESCO .
