WHEREAS , Jhe Englewood q ty Council has ap proved CDBG applications sin ce 1977 and approv~d theHectitiOTl of an'Intcrgove~ntal Agreement with the passage of Ord inance No. 37 , Series of 199 1, covering the City's panicipation in the Arapahoe County CDBG Entitlement Program for funding years 1992 through 1994 ; and WHEREAS , the Englewood City Council approved passage of Ordinance No. 13, Serie s of 2006, authorizing the execution of an Intergovernmental Agreement between the City of Englewoo d and Arapahoe County covering panicipation in the Arapahoe Co unty CDB G Entitlement Program for funding years 2007 through 2009; and WHEREAS , the Arapahoe County Co mmunity Deve lopment Block Grant Program provides gran ts to panicipating municipalities to meet housing and community development needs ; and WHEREAS, to compete in the Arapahoe Co unty Community Development Block Grant • Program. local governments mu st submit an application ; and • WHEREAS , the City of Englewood has rece ived a notice of fund avai lability; and WHEREAS, the Cit y of Englewood , Colorado , desires to apply for these funds through the Arapahoe Co unty 2008 CDBO-R allocati on to fund the Homeowner Fix-Up Project, and th e Energy Efficient Englewood proj ect. NOW, THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOO D, COLORADO , THAT: Section I. The City of Englewood, Co lorado, is ~ereby authorized to fil e an ap plicati on to Arapahoe Co unty for COBO funding from the American Rec overy and Reinvestment Act (ARRA) kn own as 2008 CDBO-R Funds . Section 2. The Ma yor and City Clerk are authorized to sign and attest all necessary fo rms, • documents , assurances and cenifications for the 2008-R Community De velopment Block Grnnt appli ca ti on for and on behalf of the City Council and the City of Englewood . Participation in the Arapahoe County enlidemenl program began in 1991. Participati on is authorized in three-year increments. Ordinance 13 , Series of 2006, approved an Intergove rnmental Agree ment lo parlicipa l e in lhe Arapahoe County Community Development Block Gran I and HOME Inves tm ent Partnership Programs for federal fiscal yea rs 2007 th rough 2009. RECOMMENDED ACTION Staff rec omm ends that Council approve a resolution authorizing staff to apply to Arapahoe Count,· for additional Community Development Bl ock Grant (CDBG) funding through the Ameri can Recovery and Reinvestment Acl (A RRA ) known as 2008-R CDB G funds. BACKGROUND, ANALYSIS, AND ALTERNATIVES IDENTIFIED Due 10 the passage of the American Recovery and Reinvestment Act (ARRA), A rapa h oe County w ill receive a one time allocation of $274,862 in Communi ty Development Block G rant (C DBG) program fundin g fro m lh e U.S. Department of H ousing and Urban Development (HUD) known ,, 2008-R CDBG . Community Deve lopment Bl ock G rant (CDBG) fu nds are provi~ed by HUD i n ord er to im prove local communities b~ providin g dece nt housing, improve d infrastructure, public fa c ilities and services, and improved economic opportunities. Funds m ay also be used for ac tivi ti es th at ht•lp prevent or eliminate slums or blight, o r for projects that meet urgenl comm unity needs. ARR A has placed priority on projects th al ca n awa rd contracts based o n bids within 120 days of th e granl ag ree ment Pri o rity w ill be given lo th e foll owi n g types of projects: • Activities for infrastruc ture in ves lmen l s or related projects • Acl ivili es thal c reat e jobs • Acti vities th al promote energy efficiency Projec ts mu st be ab le to demonstrat e th e abi li ty to maximiz e job cr eation and economi c benefit • (ex., numb er of construction days and wo rk ers needed, crea tion of gr ee n jobs, utility cos t savings, a reduction in carbon em issions , elc .). The County will give priority 10 larger projects above $50,000. All projects appl ying fo r Arapahoe County's granl mus! assist low or mode rate inc ome residents of Arapahoe County, excl uding !he City of Aurora . Funding is expected 10 be available once HUD has ap prove d the County's amendment to lhe Consolidated Plan. All proje cts should be designed lo beg in imm ediately and be completed no later than May 31, 2010 . There is no limil to !he numb er of appli ca tions an age ncy may submi~ but each project should be submitted as its own applicati on. No matching funds are requ ire d to receive CDBG funds, although projects are very strongly encouraged 10 have oth er sources of additional fundin'g. · Applicatio ns selected for funding may receive less than the requested amount depend ing on the number of applicati ons received and available funds . Funding is not guaranteed to any agen cy or project. The City of Englewood mus! submil an application no later than May 22 , 2009 in order 10 appl y for 2008-R CDBG funding from Arapahoe County. Two applications will be made total ing $175 ,000.00. These two proj ec ts continue to meet current housing and neighborhood needs benefitling low and moderate inc ome families. All projects are subject to addition al review by City staff, Arapah oe County CDBG administrators and the County Commissioners . Th e list ed projects and funding levels may change based on those reviews . The 2008-R CDBG funds will be request ed for !he follow ing projects : 1) $65,000 for a neighbo rhood revitalization "paint-up/fi x-up" project designed to improve the stree1s,:ape appearance of lo w-i nco me ow ner-o ccupi ed residential properties within '.he City; 2) $ '. 10,000 for an energy efficiency home improvements project focusing on improvements thal qualify for lhe Federal Tax Credits for energy efficien cy as well as oth er appli ca ble state, loca l an d priva te reb ates.
