WH EREAS, the Engl ewood City Council has approved CDBG appli cations sin ce 1977 and approved the execution of an lnt ergovemmen tal Agreement with the passage of Ordinan ce o. 37, Series of 199 1, covering th e City 's participation in the Ara pahoe Co unty CDBG Entitlement Program for funding years 1992 thro ugh 1994 ; and WHEREA S. th e Englewood City Co un cil approved passage of Ordinance No . 13 , Seri es of 2006 , authorizing the execution of an Intergovernmental Agreement between the City of Englewood and Arapahoe County covering participation in the Arapahoe County CDBG Entitlement Program for funding years 2007 through 2009; and WHE REAS , the Eng lewood City Co uncil approved passage of Ordinance No . 22, Series of 2009, auth orizing the execution of an Intergovernmental Agreement between the City of Eng lewood and Arapahoe County covering part ic ipation in the Arapahoe County CDBG Program and HOME Investment Part ne rship Programs for fede ra l fiscal years 2010 through 2012; and WHEREAS , the Arapahoe Co unty Community Deve lopment Bl ock Grant Program provides grants to parti cipa ting municipalities to meet housi ng and commu nit y de ve lop ment need s; and WHEREAS , to compete in the Arapahoe County Co mmunit y Development Bl ock Grant Program, loca l governments must submit an application; and WHEREAS. the Cit y of Englewood has rc-ceived a notice of fund avai labi lit y; and WHEREAS , th e Ci ty of Englewood, Colorado, desires to apply for these fund s through the Arapahoe County 20 IO Comm unity Development Bl oc k Grant to fund the Energy Effic iency Home Improvement s Project s, Housi ng Rehabilitation P;·oject, and Hou se of Ho pe staffing project. NOW , THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ENGLEWOOD, COLORADO, THAT: Section I. The Cit y of Englewood, Colorado , is hereb y authori zed to file an app li cation for an Arapa hoe Coun ty 20 IO Community Devel op ment Block Grant. Secti on 2. The Mayor and City Clerk arc authori zed to sign and attest all necess ary fonns. documents, assu:anccs and ceni fi ca ti ons fo r the Community Development Bl ock Grant applica ti on for and on behalf of the City Co unci l and the Cit y of Eng lewood . The lis1ed projec ts and funding leve ls may chan ge based on th ose rev iews. FY2010 C DBG fund s will b e requ es ted fo r the fo ll owin g p rojects: I) $100,000 for an energy effi cien cy ho me improvements project focusing o n improvements that qualify for th e Federal Tax Cr edi ts for energy effi ciency as we ll as o ther applicable stat e, loca l and private rebates. 2) $50,000 fo r th e Housing Rehabilitation Proj ect to provide loans to low-income ho m eowners to finan ce the costs of major ho usehold repairs and improvemen ts. Thi s Pr oj ec t also incl udes a handyman/sma ll rehab compo nent to ass ist se ni ors and dis ab led p ers o ns wi th th e costs of minor hous eho ld repa irs ; 3) $25,000 for a tenth-yea r requ es t to assist w ith staffing n ee ds for th e Ho us e of H ope ho meles s she lter. FINANCI AL IMP ACT Existing Communily Deve lopmen t staff will administer th e propose d projects . Slaff salaries and b enefits re prese nt th e Cily's parlic ipation in t~e projec ts.
